Litter is the most visible sign of pollution and can cause injury to people and wildlife. It also encourages pest animals such as rats and mice and assists the spread of germs and disease.

Littering is a serious offence and heavy fines may be issued to offenders under the Environment Protection Act 1970 and Council’s Community Law. Council's Local Law Officers are authorised to issue on the spot fines to offenders.

Reporting Littering

If you witness someone dumping waste illegally or littering, record the location, date, time and other important details (e.g. car registration) and report it to the Manningham Litter Watch hotline 1800 NO LITTER (1800 665 488).

What is Litter?

Litter remains one of our major environmental problems. Litter and littering includes:

  • Anything left where it is not meant to be
  • Rubbish and furniture put on roadsides or outside shops (including charity shops)
  • Spoil and other building materials outside of a construction site
  • Rubbish thrown from motor vehicles
  • Cigarette butts
  • Putting household or business rubbish in a public litter bin
  • Advertising material placed under windscreen wipers

Littering in Manningham

Illegal dumping is a big issue for Manningham, with garden waste, household goods (e.g. mattresses) and commercial waste the most prevalent. Each year Council responds to around 700 complaints to clean up illegally dumped rubbish, at a cost of around $500 per incident. Cigarette butt litter, particularly around Manningham’s local strip shopping centres, is another major issue.

Litter Fines

If you litter you can be fined between $244 and $20,000, depending on the offence. From time to time these fines increase.  In some cases offenders may be summoned to appear in court.

Litter Prevention

Manningham Council endorsed the Litter Prevention Strategy 2011 – 2014 to provide a framework to work towards a litter free municipality. Council also received State Government funding to employ a dedicated Litter Prevention Officer, who is developing and implementing programs to address rubbish dumping and other littering issues in Manningham.

What you can do

Book in a hard waste collection with Manningham Council to dispose of your unwanted household goods appropriately. You are entitled to two collections a year.
