Footpath trading activities are an important part of the Manningham retail experience.

These activities can include:

  • outdoor dining with tables and chairs
  • placement of goods for sale and display
  • display of A-frame advertising boards.

However, pedestrian safety is also a priority and Council has an obligation to ensure that a minimum distance of clear footpath from the property line is maintained so all footpath users can walk through the area safely and unhindered.

You must have a Council permit for the placement of moveable advertising signs, goods, or street furniture on the footpath.

Street furniture

Street furniture includes:

  • tables and chairs
  • barriers
  • umbrellas
  • planter boxes
  • heaters.

To ensure pedestrian access, community safety and amenity is not compromised, the placement of moveable advertising signs, goods and street furniture is prohibited against the property line/shop front.

Outdoor Dining

All application fees for outdoor dining, use of table and chairs on footpaths, will be funded under the Local Councils Outdoor Eating and Entertainment Package (LGA Stream). Fees for this Permit will be waived when approved.

Please note this does not include permits for display of goods or A-frame signs, these will still incur a fee and businesses will be invoiced before permit is issued.

Financial Hardship

Businesses, other than those requesting outdoor dining permits, can apply for financial hardship under Council’s Hardship Request.

These will be assessed on a case by case basis for a percentage waiver of business related permit fees. Businesses will need to display evidence of hardship such as loss of sales or reduced customers.
