Manningham youth services is a community youth service aimed at improving the health and wellbeing of all young people in the local area. Below are a list of local services we support or provide.
What is a community learning centre?
Community learning centres, such as Neighbourhood Houses, encourage members of the community to participate in local activities, learning and education, and play an important part in strengthening local communities. There are five Neighbourhood Houses in Manningham, which Council supports through the provision of funding and facilities.
These five Neighbourhood Houses are managed by voluntary community-based committees of management, who are responsible for the overall operation of each centre. Neighbourhood Houses employ professionally trained staff and tutors as well as experienced volunteers.
What courses are included?
Courses at Neighbourhood Houses can include:
- Strength, fitness and wellbeing classes
- Yoga, Tai-Chi, Pilates
- Computer and technology courses
- Art, craft, music and language classes, including English classes
- Adult education courses
- Certificate courses
- VCAL (Victorian Certificate of Applied Learning)
- VET (Vocational Education and Training)
- Children's courses and playgroups
- Personal development, and
- Social and support groups.
Several centres also have a registered childcare centre.
Where are the centres?

If your child identifies as LGBTQIA+, non-binary, gender diverse, or is questioning their sexuality and/or gender, this event is for you.
This event will include:
- educational presentation on sexuality and gender
- ways to support your young person
- panel discussion
- opportunities to ask all your questions
- time to talk with other parents
- additional support resources
This is an inclusive and accessible event.
Light refreshments will be served. To assist us with catering and seating, please register for this event.
Carers Saturday cuppa and chat is a chance for all carers caring for people with disability, illness, mental health issues and/or ageing to reconnect and find support over a free cuppa at the Deck Cafe at Aquarena.
The session will be facilitated by Dr Nakisa Malakooti. Dr Malakooti is a carer and a neuroscientist and has lived at Manningham for the last 27 years. She is a strong advocate for carers, disability, mental health and dementia patients.

By car
Aquarena has a large car park with all day, four hour and two hour options.
A taxi drop-off and pickup area is available at the front entrance on the ground floor.
By bus
Aquarena is accessible via the following bus routes:
- 279 to Doncaster and Box Hill
- 293 to Box Hill and Greensborough
- 902 to Chelsea and Airport West
Join us at Manningham Netball as we support the This Girl Can - Victoria campaign, encouraging girls to get active.
This free netball clinic at Mullum Mullum Stadium is for females aged 11 to 15 years. Delivered by Nardelli Coaching, with the assistance of our representative players and a special guest!

Mental Health Foundation Australia provides a range of networks, services, advocacy, events, and support groups for the community to seek support on mental health illness.

With a designated Green Wedge area and one of the largest networks of open spaces in metropolitan Melbourne, our ongoing efforts to protect and support our natural environment are achieved by building and sharing our knowledge of innovative ways to sustainably care for our environment, and by encouraging a stronger connection between our community and nature.
We also do this by supporting a response to climate and energy sustainability issues, improving how we accommodate and integrate our natural environment alongside our built environment, using environmental best practice in the care and maintenance of our open spaces, and through a range of environmental initiatives, resident support programs and community stewardship.
We encourage our residents to protect and nurture the local environment.
Residents can get involved in a variety of ways including using composting systems to reduce waste, joining your local Landcare group, controlling weeds and pests and attending nature walks and seminars throughout Manningham.

Waste and recycling
We advocate for you
Advocacy is an important way for us to provide a voice for the community on issues that matter. This is an essential role of local government.
We are advocating to influence state and federal governments to fund important priority projects around planning, transport, infrastructure and services.
Bus Rapid Transit (BRT)
Manningham is the only municipality in metropolitan Melbourne not serviced by either a tram or train. Therefore, our buses are crucial to how our residents move around.
The Doncaster corridor Bus Rapid Transit (BRT) proposal is Council's public transport priority, as it can provide Manningham residents with a direct mass transit public transport connection to the CBD at a cost-effective and shorter timeframe.
Jumping Creek Road in Wonga Park
Jumping Creek Road Wonga Park is in a unique and environmentally sensitive area. The road is being upgraded to improve safety for all users, including motorists, cyclists and pedestrians, whilst also protecting our wildlife and vegetation.
The works are expected to cost up to $21 million over the project life. This is a significant burden for the Manningham community, and we seek contributions from all levels of government to enable this project to proceed.
5 Ways intersection
5 Ways is a complex staggered intersection on State controlled arterial roads in Warrandyte South that experiences significant congestion and has a poor safety performance.

Other advocacy issues
The North East Link project
The North East Link is Victoria's largest road project. The needs of our community and surrounding environment must be considered, before, during and after construction.
Suburban Rail Loop
We're advocating for a Doncaster Station to be included in the first phase of construction of the Suburban Rail Loop.
Youth mental health
We are seeking increased local access to youth mental health services in Manningham. We support the delivery of a headspace facility to meet demand and create meaningful impacts.
We welcome the announcement of funding for a service and will continue to advocate for local delivery.
Affordable housing
We are seeking additional stimulus funding to registered housing services to work in partnerships with other councils to support vulnerable residents, particularly those with a disability.
Better public transport
We are seeking accelerated funding by State Government for more bus services to meet growing demand and infrastructure improvements to improve the reliability and frequency of the local bus network. Key to this, is larger capacity buses and more services during peak periods to be provided on the Doncaster Area Rapid Transit (DART) SmartBus network.
We are also advocating for the implementation of a Bus Rapid Transit (BRT) connection between the CBD and Doncaster as part of the North East Link Doncaster Busway project.
Doncaster Rail
We will continue to advocate for a heavy rail line between the CBD and Doncaster. We are strongly advocating to ensure that the North East Link project preserves a future alignment for Doncaster Rail, and that the design of the Doncaster Busway is delivered in a manner that allows it to be transitioned to heavy rail, once buses the bus system reaches capacity.
Doncaster Hill public transport infrastructure
Improved transport infrastructure through Doncaster Hill will unlock and complement regional opportunities for improved access to jobs, educational and health facilities and to other community and social services.

We are pleased to welcome EV Community Transport (EVCT) as the new community transport operator for Manningham.
This is good news for older adults as EVCT will offer expanded services.
This will include things like:
- more regular transport destinations
- group outings
- supported transport services for medical, health and social appointments.
Regular community transport services will continue as usual.
New or current clients can call EV Community Transport on 9870 7822 (press 3 for Manningham clients).
Call EVCT to:
- make bookings or changes for regular Manningham trips
- find out about individual supported transport services such as medical, health or social appointments
- find out about group outings.

Earlier this year Manningham Council made the difficult decision to exit in-home aged care services on 31 October 2023 due to significant Commonwealth Government changes to the in-home aged care system.
The Commonwealth Government has now appointed new in-home aged care service providers for Manningham residents. They will provide services including domestic help, personal care, flexible respite care, community access and social support groups from 1 November 2023.
The new providers are:
- Access Health and Community
- Calvary Home Care Services Limited
- Care Connect Limited
- MannaCare Inc.
- Nillumbik Community Health Service Ltd (healthAbility)
- Villa Maria Catholic Homes Limited.
The new Meals on Wheels provider is still being finalised and will be announced soon.
Manningham Mayor Cr Deirdre Diamante said Council is now supporting existing clients to connect to these new providers.
“We have a team ready to help clients move across to the new providers. We also have a dedicated phone line people can call (9840 9230) so we can answer any questions they may have about the process.”
“We want to reassure everyone that our older residents will continue to receive the services they need. We will work with the new providers to ensure a smooth transition for our residents.”
Cr Diamante said despite no longer providing in-home aged care services, Council continues to be committed to the safety and wellbeing of its older residents.
“We are establishing a new Healthy Ageing unit that will continue to offer other activities that support healthy and positive ageing, like community transport and social connection activities.”
“Council will also continue to take an active role in ensuring our community receives high-quality aged care services and will strongly advocate for the needs of vulnerable community members.”
Cr Diamante said Council is also supporting staff affected by the changes.
“We would like to acknowledge our Aged and Disability Support Services team and the valuable work they have done over many years with the older adults in our community.
“We are supporting this team in a range of ways including outplacement services and redeployment options and their skills and experience will be greatly appreciated in the aged care sector.”

Our Aged and Disability Support Services (ADSS) team will support you to move across to a new provider of your choice.
You will receive a letter which tells you about the new providers relevant to your current services. The letter comes with two forms.
- Form A (the pink form) - a consent form where you need to give us permission to transfer your personal information to your new provider.
- Form B (the blue form) - a form for you to nominate your preferred service provider.
You need to return Form A and B via your home support worker, social support worker, Meals on Wheels volunteer or post it back to us by Monday 2 October 2023.

If you don’t think you can return the forms to us by this date, please call us as soon as possible on 9840 9230 so we can assist you.
The sooner you can get it back to us, the better chance you will have in receiving your first preference of provider.
If you do not provide consent for your information to go to another provider, you will need to contact My Aged Care on 1800 200 422 and arrange your own alternative provider.
If the personal information is not transferred to the new service provider, you will not be able to receive your current services through a new service provider.
You may access information you have provided to us at any time and make corrections if you believe that information is incorrect.
