What is pre-application advice?

Pre-application advice gives planning officers the opportunity to provide feedback to your draft proposals, concepts or plans, before you submit a formal planning permit application.

We provide the option for either a face-to-face meeting or a response in writing.

This service is optional and not a requirement for getting a planning permit.

 

How may this advice help your planning application?

This advice can provide guidance and direction on a planning proposal or concept and can identify any potential issues at an early stage. This may save you time, money and effort during the planning application process.

 

How much does it cost?

A flat fee is charged for each request for pre-application advice.

How to prepare for your request:

Before starting your request, gather the following documents:

  1. Concept or draft plans and/or details of your proposal;
  2. A current copy of the title of the property (recently searched). Get your property title through Landata – Victoria Land and Registry Service.
  3. Any registered restrictions and agreements (covenants or agreements listed on the title)

Any additional information details of your concept, proposal or request for advice can also be included.

 

How to lodge your request

Apply through our online portal to start your request:

When lodging your request, select 'Request and pay now' to pay by credit card.

We only accept VISA and Mastercard.

If you need more time to pay, select 'Request and pay later' when lodging your request.

We will send your pre-application advice after we receive payment.

Contact us if you are unable to lodge online or need help.

 

What happens next?

Once we receive your request, we will either contact you to organise a meeting or provide written advice. Depending on the complexity of your request, our response may take between two to four weeks.
 

For major development applications

Sometimes requests need to be considered by our Design Taskforce. If this is the case, it can extend our response time by up to six weeks.

Monitoring

We are reviewing the Manningham Planning Scheme and want your input.

The Planning Scheme guides the use, development, and protection of land in Manningham. It includes written policies, as well as maps showing where zones and overlays apply across the municipality.  

The Scheme is made up of many planning policies and controls that are set by the State Government. This review seeks to identify changes to the planning scheme associated with the provisions that we are able to influence.

The Planning Scheme includes the following key themes:

  • Residential/ neighbourhood character.
  • Environment/rural areas.
  • Activity Centres.
  • Employment.
  • Heritage, arts, cultural and leisure.
  • Transport and car parking.

All Victorian local governments are required to review their planning scheme every four years under the Planning and Environment Act 1987.  We are looking for feedback about:

  • What aspects of the Planning Scheme are working well?
  • What aspects of the Planning Scheme need improving?
  • What is missing from the Planning Scheme?

Manningham Mayor, Cr Michelle Kleinert, says

“I encourage everyone in the community to get involved. Now is the time for your input to help shape our future directions for the planning scheme.” 

“Any proposed changes to the Planning Scheme requires approval from the Minister for Planning. We will continue to advocate on behalf of our community to reflect their values and needs.”

Manningham residents and other interested parties are invited to a drop-in session on Thursday 9 June between 4pm and 7pm at the Manningham Civic Centre, 699 Doncaster Road, Doncaster. You can also provide feedback via an online survey.

All feedback on the planning scheme is required by Monday 20 June 2022.

Manningham Council is seeking feedback on its Draft Domestic Animal Management Plan 2017-2021 which is now on public exhibition until Monday 21 August.

The draft plan has been developed following community consultation and outlines Council’s key actions for the management of dogs and cats over the next four years.

The Draft Domestic Animal Management Plan 2017-2021 includes a range of new and ongoing actions across a variety of areas such as registration and identification of dogs and cats, nuisance complaints, dog attacks, domestic animal businesses and more.

Community members are encouraged to view the draft plan and provide feedback online at www.yoursaymanningham.com.au/domestic-animals

Hard copies of the draft plan are available for viewing at the Bulleen, Doncaster, The Pines and Warrandyte libraries and the Manningham Civic Centre.

Feedback can be provided in writing online or by post to the Manager Health and Local Laws, Manningham City Council, PO Box 1, Doncaster 3108.

The Domestic Animal Management Plan is a legislative requirement under the Domestic Animals Act 1994. For the purpose of this plan, domestic animals refer to dogs and cats only.

There is a legal process to enable the planning scheme to be amended. You can find the recent changes to our planning scheme below.

How the amendment process works

  1. Council meeting

    Resolution to seek authorisation from the Minister for Planning to prepare and exhibit an amendment

  2. Authorisation may or may not be granted by the Minister for Planning, or may granted subject to conditions. 

  3. Public exhibition

    Opportunity for the public, and other key stakeholders, to make a written submission in support of, or objection, to the proposed amendment

  4. Council meeting

    Consideration of all written submissions. Council must then decide to either:

    • change the amendment in the manner requested
    • refer submissions to an independent Panel for review
    • abandon all or part of the amendment
  5. Panel hearing

    Consideration of the submissions by an independent Panel, appointed by the Minister for Planning

  6. Council Meeting

    Consideration of the Panel's findings and recommendations. Council must then decide to either:

    • adopt the amendment (with or without changes), or
    • abandon all or part of the amendment
  7. Submission of final adopted amendment by Council to the Minister for Planning for approval

  8. Minister for Planning approves or refuses the amendment

Community access

Community Access provides accompanied shopping assistance with one of our trained staff.  Our staff will go with you to approved destinations in the community such as local shopping centres. Our staff may also assist with transferring mobility aids and other tasks you might find challenging when accessing the community. 

 

Assisted transport service

The Assisted Transport Service provides transport support from your home to pre-determined destinations in the community such as local shopping centres and community centres on Mondays, Tuesday and Fridays for shopping and socialisation purposes. 

 

Eligibility and cost

People aged over 65 years (over 50 years for Aboriginal and Torres Strait Islander people)

To be eligible, you will need to be:

  • a resident of Manningham
  • over 65 years of age
  • be assessed as transport disadvantaged
  • independent with mobility (we can transport some mobility aids and wheelchairs)

How much does it cost?

Eligible residents can use the service on a weekly basis and the applicable fee is $6.70 per day.

 

Supported transport service trial

The Manningham Supported Transport Trial will operate until December 2022 and provide an opportunity for an expansion of Council’s Assisted Transport service.  During the trial, transport will be provided on extra days of the week and going to more locations within the municipality to help you look after your shopping needs and to attend local social and recreational activities.

5. We notify you of our decision once permit issued

    Landscape bonds are a condition of a planning permit. We ask for payment of bonds to ensure landscaping works is properly completed.

  • Get an extension of time for your planning permit

    If you need more time for development or commencement of land use, you will need to ask for an extension to the planning permit.

  • Request a section 173 agreement

    An Agreement under Section 173 of the Planning and Environment Act (or Section 173 Agreement) is a legal agreement between us and the owners of a property that is registered on a property title.

  • Amend a Planning Permit

    If you would like to to amend approved plans or conditions of a Planning Permit, you can find out more information and submit your application here.

6. Once your development is completed

  • Apply for a final landscape inspection or bond refund

    If we're holding a landscape bond as a condition of your Planning Permit, you will need to organise a final inspection of your completed development.

    The concept design for Hepburn Reserve has been developed in response to community feedback and will include outdoor seating, a BBQ area, a drinking fountain, public art, large open lawn areas, a playspace, nature play, canopy tree planting, bike hoops and more.

    This small local open space was upgraded in November 2019 to December 2020

Tackling climate change

Climate change is already impacting our environment, liveability, our health and local economy and it requires an immediate and urgent response. We all need to work together — Council, the community, schools and businesses — to take action to address the impacts of climate change and work towards a more sustainable future.

What we are doing

Motion to declare climate emergency approved by Council

On January 28 2020, Manningham Council unanimously approved a motion to declare a climate emergency. This resolution acknowledged that we are in a state of serious climate and environmental change and that urgent climate actions were required.

We have rolled out many initiatives over recent years to reduce climate change and greenhouse gas emissions. These initiatives have included the introduction of:

  • energy efficient LED streetlights
  • a low emission Electric Vehicle Council fleet
  • solar power
  • green power purchasing and a wind-powered electricity supply through the Victorian Energy Collaboration (VECO)

Climate mitigation targets adopted by Council

On October 2021, Manningham Council unanimously adopted climate mitigation targets. These targets are:

  • net zero greenhouse gas emissions by 2028 for Council operations
  • net zero emissions by 2035 for the Manningham community

The climate emergency resolution and the net zero targets empower us to increase and speed up climate action. Community feedback tells us that there is a shared commitment with Council to take this increased action on climate change.

Draft Climate Emergency Action Plan developed

A Climate Emergency Action Plan has been developed, outlining actions to address climate change.

The draft plan outlines easy ways that you can tackle climate change in your neighbourhood, including:

  • switching to solar
  • learning more by attending a climate education event
  • applying for a LEAF grant to preserve your natural values on your property
  • managing your waste and recycling

Manningham has one of the largest networks of open space in metropolitan Melbourne covering approximately 17 per cent of the municipality and including more than 300 parks.

This includes recreation parks, sporting reserves, natural areas and neighbourhood parks.

Our unique natural environment provides a sanctuary to 56 threatened animal species and is home to 22 per cent of Victoria’s known plants, including 11 species of state significance and four species of national significance. A large section of the eastern half of Manningham is designated as a ‘Green Wedge’ area for the protection of our natural and rural environment.

Manningham Council is seeking feedback on its draft masterplan for one of Manningham’s most loved recreational areas, the Waldau Precinct in the Doncaster area

The precinct includes a number of attractions such as Rieschiecks Reserve, including the Schramm’s Cottage Museum Complex, and part of Ruffey Lake Park. The draft masterplan proposes a series of improvements to better integrate the attractions in this local area.

Some of the features proposed include:

  • a new visitor centre next to the Schramm’s Cottage Museum Complex for heritage displays, to host meetings, do research, store archives and more
  • upgraded playspace elements and a new café at the popular Ruffey Lake Park playground on Victoria Street
  • better pedestrian links and car parking access as well as new signage showcasing the area’s heritage.

An upgrade of the sports pavilion at Rieschiecks Reserve is also planned to improve the facilities, change rooms and public toilets.

Manningham Mayor, Cr Paula Piccinini, said the area is one of Manningham’s most loved recreational areas and includes some wonderful hidden gems.

“Featuring Ruffey Lake Park’s Victoria Street Playground, the historic Schramm’s Cottage and Rieschiecks Reserve, including the cricket ground, the Waldau Precinct is a popular area of Manningham. We want to improve the experience for residents and visitors.

“I encourage everyone to have their say on the draft masterplan and the key features that are proposed,” Cr Piccinini said.

Manningham Council is now seeking community feedback on its draft 2019/20 Annual Budget and four year Strategic Resource Plan 2019-2023.

The Annual Budget and SRP details the major initiatives and resources needed over the coming financial year as well as a four year forecast. 

Manningham Mayor, Cr Paula Piccinini, said Council has approved the Annual Budget ‘in principle’ at its meeting on Tuesday 23 April, and are now inviting community feedback.

“In developing this year’s budget, we have focussed on progressing Council’s long term financial plan while providing cost-effective services and delivering infrastructure projects to meet the needs of our community. 

“We are continuing delivery of priority projects such as female friendly sporting facility upgrades and upgrades along the Ruffey Creek Linear Path and the Main Yarra Trail extension to Warrandyte. 

“We have put forward a $50 million capital works program to maintain and improve community assets and $125 million to deliver more than 100 services for our community,” Cr Piccinini said.

Consultation on the 2019/20 Annual Budget closes at 5.00pm on Thursday 23 May 2019.

Council’s proposed $125 million operating budget provides funding to deliver community services, highlights include:

  • $12.2 million for the maintenance of roads, drains, footpaths and bridges
  • $12.1 million for waste and recycling
  • $11.2 million for the maintenance of sportsgrounds, parks and gardens
  • $9.7 million for aged and disability support services
  • $9.2 million for customer services, Citizen Connect, IT and Transformation
  • $6.7 million for health, local laws, animal management, food safety, litter and traffic management
  • $6.1 million for planning, maintaining and operating Council’s property and buildings
  • $6.1 million for strategic land use, open space and recreation planning
  • $6.0 million for community services, including maternal and child health, immunisation, pre-schools, community development grants and community planning services
  • $4.3 million for libraries
  • $3.6 million for statutory planning services
  • $2.5 million for economic development, tourism and grants
  • $2.4 million for community venues and hall hire

Included within its Operating Budget is Council’s extensive Capital Works Program of $50 million which comprises:

  • $16.7 million for roads, including $7.5 million for road reseals and refurbishment, $3.2 million for the Jumping Creek Road upgrade and $4.3 million as part of the Road Management Strategy to upgrade the road network.
  • $6.5 million for community buildings, including $4 million for the ongoing renewal of community buildings and $1 million for the Domeney Reserve Pavilion upgrade, $1 million to redevelop Boronia Grove Pavilion and $300,000 towards female friendly sports facility upgrades.
  •  $6.3 million to recreation and community facilities, including $3.5 million to commence construction of Petty’s Reserve Sporting Development, $900,000 to improve community play spaces, $400,000 for tennis court upgrades and $600,000 to install low energy lamps.
  •  $5.8 million for drainage improvements. 
  • $5.4 million for parks, open space and neighbourhood activity centres, including $1.2 million for Rieschiecks Reserve upgrade, $200,000 improvements to Ruffey Lake Park, continuation of the Main Yarra Trail towards Warrandyte $400,000 and $900,000 to upgrade neighbourhood activity centres.
  • $4.1 million to renew Council’s core IT and telecommunications infrastructure.
  • $3.2 million to improve footpaths and cycle ways.
  • $2.3 million for plant and equipment.

We invite you to share your feedback on the future of Macedon Square, as we plan for the upgrade of this popular activity centre.

Through community consultation in 2016, you gave us ideas to improve safety and efficiency as well as a greater insight into how locals, traders and visitors use Macedon Square. This feedback has helped the development of a plan for a major facelift of the centre which aims to improve:

  • uneven and ageing pedestrian surfaces,
  • footpath trading areas,
  • pedestrian connections,
  • car parking layouts, and
  • traffic flow, including confusion with one-way roads.

We have developed two options for the Macedon Square upgrade with updates to footpaths, crossings, outdoor seating areas, laneways and roadways.

These options are currently available for feedback by the local community and traders to ensure that Macedon Square remains a vibrant community hub for the future. Once we have considered all community and trader feedback, and the detailed design is completed, we anticipate that construction will begin in late 2021.

Important Information

During February and March, Manningham residents may receive a call from an independent market research agency, National Field Services.

They are conducting a community satisfaction survey on our behalf to assess our performance across a range of measures. This will help identify ways to improve and provide more effective service delivery to Manningham residents. Similar surveys are also being carried out in other council areas across Victoria.

The survey will involve 400 interviews conducted among a representative sample of Manningham residents.

We appreciate you taking the time to assist with your valuable feedback. Please be assured that your details and individual responses are confidential. Only the overall results are shared with Manningham Council.
