Creating a Dementia-friendly City
… Council is calling on the community to provide their feedback on how Manningham can become a dementia-friendly …
Article Content

Manningham Council is calling on the community to provide their feedback on how Manningham can become a dementia-friendly city.

According to Alzheimer’s Australia VIC, there are currently 342,800 people in Australia with dementia, including over 25,000 with younger onset dementia.  It is estimated that one person is diagnosed with dementia every six minutes.

In Victoria, there is an estimated 81,000 people living with dementia and this figure is expected to increase to almost 246,000 by 2050. Dementia is, in fact, the largest cause of disability in people over the age of 65 in Australia and currently there is no cure.

A dementia-friendly community is a place where people are aware of and understand dementia, and people with dementia feel included and involved and have choice and control over their day-to-day lives.

To help Manningham find ways to become a dementia-friendly city, residents are invited to participate in a community survey.

The survey is part of a pilot project through Alzheimer’s Australia Vic, with Commonwealth and Victorian government funding, to help councils across Victoria identify proven and successful ways to lead and support dementia-friendly initiatives across more communities in Victoria.

To participate in the survey visit www.yoursaymanningham.com.au/dementia-friendly

The survey closes 5.00 pm on 26 February 2016.

Expressions of Interest - Manningham Local  Dementia Alliance Group

Manningham Council is also seeking nominations from interested parties to be involved in the Manningham Local  Dementia Alliance Group.  Nominations will be accepted from residents with dementia, carers, community organisations, sporting clubs, local businesses, service clubs, churches and other bodies interested in creating a more inclusive Manningham. The Group is anticipated to meet on a monthly basis for the planning and early implementation phases of the project between February – June 2016.

The Alliance Group will receive support from Alzheimer’s Australia VIC who will build the capacity of the group, assist in sharing best practice initiatives, and facilitate a future work planning session.

To obtain a hard copy of the Expression of Interest form or find out more information, please call 9840 9700.

We're inviting community feedback as we develops a new masterplan for Timber Reserve in Doncaster.

Manningham Mayor Cr Deirdre Diamante, who is the Councillor for Tullamore Ward, encouraged residents and reserve visitors to get involved.

“We want to hear how you use Timber Reserve and your ideas for how we can make it even better,” Cr Diamante said.

“The 4.6ha reserve is a much-loved space for formal and informal sport and recreation including soccer, cricket, walking, jogging, and dog exercise. It also features two playgrounds for children to enjoy.

“Your feedback will help us create a master plan that supports sport and recreation for all members of our community for many years to come,” Cr Diamante said.

The Timber Reserve masterplan will assess the current sporting infrastructure, explore how the area is used, and identify opportunities for future improvements.

Community members are invited to complete a survey at Your Say Manningham.

The consultation is separate to that by Victoria’s Big Build on behalf of Yarra Valley Water regarding a pressure reducing station at the reserve as part of the North East Link Project.

Council Officers will be available to answer questions a drop-in “Have your say” session at the Timber Reserve sportsground on Thursday 16 October, 5:00pm to 6:30pm.

Consultation continues to 11.59pm on Sunday 26 October 2025.

Media release: Have your say on proposed Aranga Reserve dog park upgrade
… dog park upgrade Manningham Council is inviting community feedback on proposed upgrades to Aranga Reserve dog park in …
Article Content

Manningham Council is inviting community feedback on proposed upgrades to Aranga Reserve dog park in Donvale.

A popular destination for dog owners across Manningham, Aranga Reserve currently features a designated dog activity park, the Friends of Manningham Dogs and Cats (FOMDAC) clubhouse, a playground and picnic area.

The proposed upgrade includes new features for dogs and their owners including a new dog agility circuit, gated quiet dog area, new planting and a covered seating area.

The proposed upgrade is supported by funding from the Victorian Government as part of Round 2 of the New and Upgraded Dog Parks program.

The concept design submitted for funding was developed in collaboration with FOMDAC.

Manningham Mayor, Councillor Deirdre Diamante, invites community members to have their say on the proposed upgrade and acknowledges the contribution made by FOMDAC to the project.

“We want to hear from you – let us know what you think about the proposed upgrades for this popular dog park.”

“Working with FOMDAC has been instrumental in shaping a concept that truly reflects the needs of our community.

Their insights and advocacy helped strengthen our application and ensure the proposed upgrades will deliver meaningful benefits for local dog owners and visitors.” Cr Diamante said.

The proposed concept plan includes a range of improvements designed to enhance the safety, comfort and usability of the park for dogs and their owners.

Key features of the upgrade include:

  • A new, separate double-gated quiet dog area
  • A second entrance to the main dog area, closer to Aranga Crescent
  • A new agility circuit in the main dog area
  • A covered seating area near the Eastway Avenue entrance
  • Path lighting between Aranga Crescent and Eastway Avenue
  • Additional tree planting
  • Path improvements.

Community members are encouraged to view the concept plan and complete a short survey by Monday 15 September at yoursay.manningham.vic.gov.au/aranga-dog-park-upgrade.

The Aranga Reserve dog park upgrade is supported by the Victorian Government through the New and Upgraded Dog Park program (Round 2).

A concrete path leads up to two wooden poles with a gate between them. Above the poles sits a twisted metal sign with the words 'Wombat Bend'. A bushy parkland is in the background.

We want to hear from you! What do you love most about Wombat Bend Playground and how can we make it even better?

Take the survey

We’re making some minor enhancements to play items and existing picnic facilities at Wombat Bend Playground, as well as replacing play equipment that is no longer fit for purpose.

The upgrade will include:

  • selective upgrades to play equipment that show signs of wear
  • new play pieces
  • minor improvements to the picnic area adjacent to the playground
  • furniture and path improvements
  • review and potential upgrade of exercise equipment and location.

This project supports Burndap Birrarung burndap umarkoo (Yarra Strategic Plan) 2022-2032,  which aims to protect the health of the Birrarung (Yarra River)  and its lands. It also aims to improve parkland and recreational opportunities to support community wellbeing.

Carparking improvements, toilet building works and a major playground upgrade are not part of this project.

For more information and to take the survey, visit YourSay Manningham.

Survey closes 5.00pm, Thursday 12 December 2024.

There will also be an onsite consultation from 10.30am to 12.00pm (noon) on Sunday 8 December 2024. Please come and have your say on the day.

Feedback received during this consultation will help inform the final design for this playground.

Wrapping up our consultation for upcoming footpath projects in Warrandyte and Wonga Park
… in Warrandyte and Wonga Park Find out about the community feedback we received at our recent consultation sessions. On …
Article Content

Over 50 residents attended our December consultation sessions to review project plans, ask questions and provide feedback on upcoming footpath projects in Warrandyte and Wonga Park.

The discussions were insightful, providing us the opportunity to speak face-to-face with the community to hear their experiences and concerns, and allowing us to discuss the objectives and benefits of the proposed projects.

The key topics that were raised across all projects were:

  1. Protection of the environment
We discussed the benefits of designated paths, which prevent people from trampling on vegetation to create new paths. When designing new paths, we do our best to navigate existing vegetation and trees.
  2. Material types
Many attendees expressed their preference for softer path surfaces in these suburbs. We strive to balance this preference with our responsibility to provide safe, accessible and environmentally friendly infrastructure. For example, gravel and crushed rock are not suitable for paths with steeper slopes as the surface will erode over time, often causing environmental and safety issues.  Residents can read the Green Wedge Guide to see how we select materials that best work with the natural environment.
  3. Project drivers and rationale
We received several questions about how our projects were chosen.
Many of our footpath projects are derived from community requests and feedback. Although we have strategies in place, such as the Manningham Bicycle Strategy, hearing from the community at consultations like this one is critical in helping us shape and prioritise our projects.

Here's some more information about the project-specific discussions we had.

Pound Road, Warrandyte

Why are we doing this?
This project responds to community requests for a safe and accessible path down the road, allowing pedestrians and people with prams or wheelchairs to actively travel around the area.

After considering your feedback, we will now deliver this upgrade in two stages. The first stage will be from Diane court to the Warrandyte State Park, likely beginning in March 2024. For the second stage, from Heidelberg-Warrandyte Road to Diane Court, we will share the final design with the community once it is completed, before proceeding with the project construction.

Why use solid materials (concrete/asphalt)?
You told us you’d like us to minimise hard surfaces. So, around 70 per cent of this footpath will be made of gravel and crushed rock. We will only construct the footpath using asphalt in sections at higher risk of erosion or washing onto the road. Also following your feedback, we’ll trial stone kerbs for sections along the roadside to better blend with the natural environment.

How will you protect trees and the environment in this area?

A designated footpath prevents people from treading on grasses, shrubs and trees to create a path.

View consultation

Taroona Avenue (section four of the Main Yarra Trail), Warrandyte

Why are we doing this?

The project was initiated by community requests for a safe and accessible path that will allow pedestrians and cyclists to use the less busy road. This section will also complete the Main Yarra Trail.

Why solid materials (concrete/asphalt)?

As this area receives high foot traffic, a solid surface will provide a more durable, low-maintenance solution. However, in response to your feedback, we have reduced the path size from the proposed shared path, down to a footpath.

What kerb type will be used?

You asked us to use materials that better blend with the environment. So, this project will trial a section of stone kerb.

View consultation

Main Yarra Trail extension (Pound Road to Taroona Avenue), Warrandyte

Why are we doing this?

This is connection of the Main Yarra Trail will provide a link for active commuters from Melbourne’s CBD to Warrandyte. A shared path will be safer allowing for recreational cyclists to ride without interacting with main road traffic.

Why along Heidelburg-Warrandyte Road?

We have explored various alternate routes, but the chosen path on the south side of the main road was the best option due to the terrain and non-straightforward connection (diverting down smaller residential streets).

What about guardrail/fencing?

In response to feedback about guardrails and fencing, we’ll discuss this further with the Department of Transport and Planning, as they are responsible for arterial roads such as Heidelburg-Warrandyte Road. A road safety assessment will be completed as part of the design process to ensure that all safety elements are considered in the design.

Yarra Road, Wonga Park

Why are we doing this?

The footpaths on Yarra Road and Dudley Road will complete the existing footpath network, connecting the shops and sporting facilities to and from Jumping Creek Road to Homestead Road.

Why solid materials (concrete/asphalt)?

As this area receives high foot traffic, a solid surface will provide a more durable, low-maintenance solution.

The value of the community relief measures listed above are in the order of $3.0 million in 2020/21 (in addition to $0.75 million in 2019/20).

Article Content

Manningham Council is seeking feedback on a revised proposal that would enable future development at Westfield Doncaster.

The original proposal, which was publicly exhibited in July 2016, was revised following the acquisition of an adjoining site at 20-34 Westfield Drive by Scentre Group, as the owner and operator of Westfield.

The proposal includes the introduction of new planning controls to the Westfield Doncaster sites at 619 Doncaster Road and 20-34 Westfield Drive in Doncaster to allow an expansion of the centre. It is known as Amendment C104 to the Manningham Planning Scheme.

Some of the key changes from the original proposal include incorporating the site at 20-34 Westfield Drive, Doncaster into the future expansion, changes to traffic, vehicle and pedestrian access and relocating the ‘gateway’ tower further south within the site.

There is no change to the retail floor area (43,000sqm), commercial floor area (18,000sqm) or car parking rates from the original proposal.

  • An enhanced and expanded bus interchange at street level, closer to Williamsons Road, which allows buses to do a loop
  • Improvements to vehicle and pedestrian access to and within the centre, including relocating the existing main vehicle entrance from Williamsons Road further north towards Westfield Drive
  • Approximately 7,575 car parking spaces to be provided on site, which will be an increase of 2,793 spaces from what is currently available
  • Improved public spaces, including increased landscaping, new paving, and a new public forecourt.

We’re reviewing Manningham’s Public Toilet Plan and seeking your feedback on local toilet facilities. The Public Toilet Plan is a 10-year plan to ensure a network of sustainable, safe, accessible and quality purpose-built facilities.

What’s been delivered so far?

See what’s been delivered and what we are planning here.

Why are public toilets important?

Public toilets are essential for people to enjoy public spaces without feeling restricted. They help us socialise, exercise, play, learn and engage with the community. Well-placed facilities also support local business by encouraging visitors and residents to spend more time in the area.

Manningham Council is reviewing its Public Toilet Plan (2021) and inviting feedback on where more public toilet facilities are needed in Manningham.

The Public Toilet Plan is a 10-year strategy designed to deliver a network of sustainable, safe, accessible and high-quality public toilets across Manningham.

Manningham Mayor, Councillor Deirdre Diamante said public spaces should be easy for everyone to use and public toilets play a vital role in creating welcoming and accessible spaces.

“Toilets might not be glamorous, but they’re essential in encouraging people to enjoy our parks, walking paths and public spaces without feeling restricted,” Cr Diamante said.

“Well-placed facilities ensure that residents and visitors feel comfortable and have the confidence to make the most of our public spaces.”

Since the Public Toilet Plan was adopted in 2021, Council has completed six new public toilet facilities and upgraded six, with two more to be delivered this year at Mullum Mullum Trail and Cat Jump Reserve.

Manningham Council received more than 1,800 responses during the initial consultation in June. Feedback highlighted several key themes, including more education, stronger enforcement, improved amenities and concerns around nuisance behaviour and roaming pets.

  • enhancing infrastructure such as bins, taps and fencing in public spaces.

Manningham Mayor, Councillor Deirdre Diamante encouraged all residents to review and provide their feedback on the proposed plan to help ensure it reflects community needs and priorities.

“Animal management doesn’t only affect people with pets. It also plays a key role in creating a safe and healthy community,” Cr Diamante said.

“This plan will address important topics like responsible pet ownership, community safety and animal welfare and we want to make sure it works for everyone,” she said.

Manningham Council will consider the final plan for endorsement in November 2025.

Article Content

Manningham Council is seeking feedback from the community on its draft Reconciliation Action Plan (RAP) 2022-2024, which outlines Council’s commitment to the reconciliation process.

The draft RAP will ensure that we continue to plan and create opportunities for First Nations peoples to make a culturally safe and thriving city.

Council's RAP will be measured against these aspects of reconciliation:

  • Relationships
  • Respect
  • Opportunities
  • Governance.

Our final RAP will be endorsed by Reconciliation Australia and requires a whole-organisation and community approach to achieve the plan’s purpose. The purpose of the plan is to explore, develop and embed strategies to advance reconciliation across Council’s workplace and the Manningham municipality.

Manningham Mayor, Cr Michelle Kleinert said that the RAP had been developed to further strengthen relationships between First Nations peoples and the general community.

“We are excited to continue our journey with the traditional owners of the lands and waterways that are now known as Manningham.”

The plan has been developed in partnership with the Manningham RAP Working Group, the Wurundjeri Woi-worrung Corporation, other First Nations people and Reconciliation Australia. The draft RAP is available for feedback until Sunday 31 July 2022.

Media release: Have your say for a safer and more connected Templestowe Route
… Council is inviting community members to provide feedback on safety, connectivity, traffic flow and …
Article Content

Manningham Council is inviting community members to provide feedback on safety, connectivity, traffic flow and infrastructure improvements, proposed as part of the Templestowe Route Upgrade.

In addition to road, footpath and drainage enhancements, Council is proposing two new roundabouts at the intersections of Atkinson and Milne streets. The purpose of the roundabouts is to prevent speeding, improve traffic flow and highlight the entrance to the Templestowe Village shops.

The proposal would also see a reduced speed limit of 40km per hour between the roundabouts, to boost pedestrian and road safety.
Manningham Council Director City Services, Rachelle Quattrocchi said Council planned to install pedestrian-operated signals at the intersection of Wood and Anderson streets so community members could access the shops more safely.

“We’ll also explore further opportunities to improve pedestrian connectivity with surrounding streets in other upcoming projects in this area.”

Residents and commuters are invited to attend a consultation session on Wednesday 22 November from 4.00pm to 8.30pm at the Manningham Uniting Church, to share their feedback and discuss the upgrade.

Community members can also complete the ‘Proposed improvements to Templestowe Route’ survey online at yoursay.manningham.vic.gov.au/templestowe-route-upgrade. The survey will close on Wednesday 29 November 2023.

This stage of the engagement follows a consultation on this project in July 2023. Ms Quattrocchi said more than 80 people took part in the earlier consultation and thanked the community for their contributions so far.

“We’re confident this design will cover off on the feedback we received,” Ms Quattrocchi said.

The upgrade, between Templestowe Road and Williamson Road (1.8kms), will enhance safety, pedestrian connectivity, and infrastructure quality.

Manningham Council plans to deliver the project in several packages to cover Parker, Swilk, James, and Anderson streets in Templestowe. Early works packages commenced in April this year, providing footpath and drainage improvements on Parker and Anderson streets.

Community members can follow the project, have their say and help to improve the Templestowe Route by visiting yoursay.manningham.vic.gov.au/templestowe-route-upgrade.

Have your say on a new proposed name for Bulleen laneway – ‘Brickmakers Lane’

Article Content

We’re seeking your feedback on a new proposed name for an unnamed laneway in Bulleen that will provide addresses for two new properties created by the subdivision of 48 Templestowe Road.

In recognition of the area’s brickmaking past, we originally proposed to name the laneway ‘Kiln Lane’. The former Bulleen Brickworks was located nearby on Templestowe Road, which contained two large kilns and chimneys.

After receiving valuable community feedback in May this year, including concerns raised about spelling and correctly hearing the word Kiln, particularly over the phone, we've decided not to proceed with the name Kiln Lane.

We are now proposing a new name for the laneway, 'Brickmakers Lane'. This name was suggested by community during our consultation and maintains ties to the area’s brickmaking past. 'Brickmakers Lane' complies with Victoria's naming rules for places.

We're seeking community feedback on the new name, ‘Brickmakers Lane’.

Complete our feedback form before 5.00pm on Friday 16 August 2024.

Manningham Council is seeking community feedback to help inform a review of its planning scheme, which guides land use and development in Manningham.

The review aims to ensure the planning scheme addresses local land use and development issues, as well as current state and local planning policy.

Council is inviting feedback across five key themes:

  1. Neighbourhood character and residential development
  2. Traffic, transport and car parking
  3. Urban design and public spaces
  4. Activity centres and economic development
  5. Our environment and the Green Wedge.

Manningham Mayor Cr Andrew Conlon said feedback received will help inform the planning scheme review and other strategic planning initiatives for Council.

“We review the Manningham Planning Scheme every four years to make sure that it is meeting the needs of the local area and is in line with State Government and local planning policy objectives,” Cr Conlon said.

“I encourage community members to get involved and tell us what they would like to see prioritised to assist us in developing the recommendations for the review.”

Article Content

It’s not too late to join the 730 people who shared their feedback and contributed to our proposed 2024/25 Budget and proposed 10 Year Financial Plan.

The draft documents were endorsed by Councillors at their meeting on Tuesday night (28 May 2024).

Now’s your chance to have a sneak peek and tell us what you think before they’re finalised in late June.

Manningham Mayor, Councillor Carli Lange said, “For this year’s engagement on the Budget and 10 Year Financial Plan, we did things a little differently!

“After hearing from community members about their priorities for Council spending, we invited them along to pitch their ideas for inclusion in the proposed 2024/25 Budget and 10 Year Financial Plan.

“As a result, the draft documents align with our community’s priorities and will see us deliver an operating budget of $155 million to deliver more than 100 valuable services for our residents, businesses and visitors.”

This includes a $54 million capital works program to maintain and enhance our community assets, like:

  • $12 million for roads and bridges
  • $6 million for footpaths and cycleways
  • $4 million for drainage
  • $3.1 million for the Schramm’s Cottage Museum Complex Visitor Centre
  • $1.6 million for playspace renewals
  • $1.2 million for Ruffey Lake Park Masterplan implementation
  • $1.1 million for Rieschiecks Reserve Management Plan
  • $1.0 million to commence works on a co-working hub
  • $1.0 million for a battery for Mullum Mullum stadium
  • $0.3 million for a youth hub.

“We will also continue to deliver on our Climate Emergency Action Plan to reduce the impacts of climate change. We have allocated $11 million in our capital works program over the next ten years for Circular Economy, sustainability initiatives,” Cr Lange said.

The Mayor added, “With inflation continuing to be higher than average, we are conscious of cost-of-living pressures in our community.”

We will continue to support rate payers through:

  • our financial hardship provisions including rates rebates for Low Income (LI) Health Care Card holders
  • $2.25 million for community grants and contributions programs
  • continued financial support to agencies that provide emergency relief to those in need in our community
  • funding for the provision of food relief for those in need in our community
  • subsidies for school holiday programs
  • an average general rate increase in line with the State Government’s rate cap of 2.75 per cent.

“Conscious of cost of living pressures we have also proposed to freeze the waste service charge well below the 4.80 per cent increase in the cost of waste services to Council.”

Cr Lange said increasing prices for delivering Council services, particularly around materials, labour and State Government cost shifting had created a challenging economic environment.

“Despite this, we have continued to focus on ongoing financial sustainability through innovation, efficiencies and responsible spending. We are also seeking alternative sources of income to reduce the dependence on rate income.”

We’re delivering on our Council Plan, including:

  • $21 million for a healthy community
  • $40 million for liveable places and spaces
  • $19 million for a resilient environment
  • $6 million for a vibrant prosperous economy
  • $33 million for a well governed Council.

Manningham Council has launched a survey on the Templestowe Village Streetscape Upgrade, inviting community feedback to help shape the future of this vibrant precinct.

The survey is now live and seeks input on how the community envisions potential improvements to accessibility, safety, public spaces and the overall village experience.

Manningham Mayor, Councillor Deirdre Diamante said the project is a key opportunity to build on the unique heritage of Templestowe Village while planning for its future.

“Templestowe Village is a special part of our community and we want to ensure its future reflects the needs and aspirations of the people who live, work and visit here,” the Mayor said.

“This is your first of several opportunities to inform how we shape the next chapter of the Village. It’s also an opportunity to tell us what you love about the Village, so we can keep and retain the elements you love and preserve features that enhance connection, heritage and legacy.”

The survey is accessible online and will remain open until 30 November. There will also be opportunities to ask questions about the survey at pop-in community sessions.

Visit us at the Templestowe Village Pod near 114 James Street.
