Jackson Court Pop-Up Park

Manningham Council and the Victorian Government invested $200,000 in an exciting new temporary pop-up park and activation program at Jackson Court. The pop-up park was constructed at the start of December 2020 and decommissioned on 19 April. 

The aim of the project was to revitalise the neighbourhood centre, improve community connections and support local businesses. The project funding facilitated activation of the space with pop-up park infrastructure, performers, arts activations, events, live music and food activities. The pop-up dining space was COVID-safe, with regular cleaning and social distancing requirements. 

We worked with local traders and the community to successfully manage the pop-up space and encouraged continual feedback so we could make the space even better.  Some traders expressed concern regarding the loss of car parking. We listened and amended the footprint of the pop-up park by removing only 16 car spaces, instead of 23. These changes ensured we met the project objectives without compromising the terms of our funding agreement. Importantly, the objectives of the project will still be met by delivering benefits for the Jackson Court traders.

Smart Cities – Reinventing Neighbourhoods at Jackson Court Neighbourhood Centre

We partnered with the Australian Government to implement new smart technologies at Jackson Court Neighbourhood Centre in Doncaster East under our Smart Cities - Reinventing Neighbourhoods program. Our Smart Cities - Reinventing Neighbourhoods program uses a range of smart sensors to gather data to better understand the community’s use of the Jackson Court Neighbourhood Centre and to help us improve the community’s experience of the centre.

We conducted research in the community to better understand how the community uses the neighbourhood and how we can plan for the future.

Smart Sensors 

Works began in November 2019 and finished in March 2020 with new sensors installed to gather real time data of vehicle use, pedestrian movement and environmental conditions e.g. pollution, heat, noise at Jackson Court Neighbourhood Centre. We want to understand how visitors move through the centre, their modes of transport, how long they stay and what activities they undertake. The data helps us plan for parking, pavements and infrastructure and to make more attractive for residents and visitors to the area. The data will be used by local business and community groups to plan events and promotions at  Jackson Court Neighbourhood Centre.

Data and your Privacy

The new sensors record non-identifiable data in accordance with our privacy policy. No personal or identifying information is collected and no cameras have been installed. Data extraction is used for analytical and business intelligence reporting. This information will help us better understand the vehicle, environmental and pedestrian sensor data gathered from Jackson Court Neighbourhood Centre, which will help make better informed decisions at the precinct. The data will be provided in a report to the Discovery Group and Traders Association at Jackson Court Neighbourhood Centre. 

Liveability Assessment 

We partnered with the Victorian Department of Health and Human Services (DHHS) and RMIT’s Healthy Liveable Cities Group to produce a neighbourhood liveability report for Manningham. Initially focused on the Jackson’s Court Neighbourhood Centre, this study was expanded across all 281 neighbourhoods of Manningham. The Liveability Assessment of the Neighbourhoods of Manningham provides an analysis of 16 different social, economic and environmental liveability indicators of health, to better understand the liveability strengths and challenges across the municipality.

Discovery Group – Shaping the future of Jackson Court 

We formed a Discovery Group of traders, residents and community leaders who meet regularly to help plan the future of the Jackson Court Neighbourhood Centre. Decisions made by the group will be informed by the ‘smart data’ – such as what trends and seasonal factors affect the number of visitors to Jackson Court – and will help in planning for a stronger and more vibrant neighbourhood centre. We will listen to and assess the group’s proposals and will assist to advance them into actions through planning, capital works and budget processes.

This is great venue for private functions. It also caters for dance, martial arts or art classes. Small group meetings can be held in one of the smaller rooms containing a whiteboard, television and comfortable seating. This venue is conveniently located to Jackson Court Shopping Centre and limited off street parking is available.

The three meeting rooms can hold between 12 to 30 guests.

Hosting a birthday party? Our facilities cater for children aged 12 years or under and adults aged 22 years and above.

How much does it cost ?

We have a pricing structure to suit your needs. Bookings during the week are for a minimum of 2 hours, and 4 hours during the weekend.

If you book more than 10 times during a year, you are eligible for the regular hirer rate.

A set bond will be required two (2) weeks prior to your event date.  The amount varies per venue and further information will be provided upon booking.  All bond refunds are processed within ten (10) business days post event.

Make sure that you and your attendees are covered by public liability insurance.  We can help to organise this for you.

We are keen to hear from residents, businesses and visitors to understand how they shop, work and play in the Jackson Court Neighbourhood Activity Centre.

Your feedback will help us to better understand how the community uses the Jackson Court neighbourhood activity centre and how we can incorporate this into planning for its future.

We’ve partnered with the Australian Government to implement new smart technologies at Jackson Court Neighbourhood Centre under our Smart Cities - Reinventing Neighbourhoods project. As part of this project, new smart technologies are being implemented at Jackson Court.

A total of 251 vehicle sensors have been installed to help us understand how visitors move through the centre. Once the sensors have been configured for operational use, they will gather real-time data of vehicle movements. Environmental sensors have also been installed to collect information on environmental conditions, including pollution, heat and noise.

Pedestrian sensors will be installed in the next few months to indicate how people are moving about Jackson Court. Data from the sensors will help us plan for the Jackson Court Neighbourhood Centre and ensure there is the right mix of space for parking, pedestrians and infrastructure to support the centre. No personal or identifying information will be collected by the sensors at any time.

The data will be analysed after a few months of information is collated and it will be shared with traders, the Jackson Court Discovery Group and the community.

Smart Cities is an Australian Government initiative to transform cities, suburbs and regional areas using infrastructure and technology to deliver a more sustainable, prosperous and inclusive future.

Manningham Council has partnered with the Australian Government to implement new smart technologies at Jackson Court Neighbourhood Centre in Doncaster East as part of our Smart Cities – Reinventing Neighbourhoods program.

New sensors will be installed over the coming months to help understand how visitors move through the centre.

The sensors will gather real-time data of vehicle and pedestrian movements as well as environmental conditions, including pollution, heat and noise.

Data from the sensors will help us plan for the Jackson Court Neighbourhood Centre and ensure there is the right mix of space for parking, pedestrians and infrastructure to support the centre.

No personal or identifying information will be collected by the sensors at any time.

As part of the initiative, a Discovery Group has formed with residents, traders and community leaders to help us plan the future of the centre.

Installation of the sensors will take place from November 2019 to March 2020.

The trend data will be made available on Manningham Council’s website.

As part of Jackson Court Pop-Up Park, over February, March and April 2021 three public artists will work with community members to contribute to the placemaking at Jackson Court. 

Make sure you look out for their works over the coming weeks and drop down in to get involved.

Abbey Rich

Be part of a collaborative artwork with artist Abbey Rich at Jackson Court. Visitors are invited to draw endemic and native flora on surfaces around the park in an array of coloured chalks (paper/drawing boards etc will also be provided). These images will then be photographed and translated by Rich into digital drawings before being printed onto decals and re-installed as a temporary mural/decorative element within the park. The project will offer participants an opportunity to contribute to a larger, collaboratively produced artwork that will in turn add to the vibrancy of the space, to form connections with others through a shared experience, and to learn about native flora by studying and representing it detail.

Project Dates and Times:
Saturdays 6 and 13 February, 10.00am to 1.00pm

Due to COVID-19 restrictions issued by the Victorian government that will come into effect from 11:59pm on Friday 12 February, this event has been postponed until further notice.

Amanda Newman

Amanda Newman will work with local school students to capture their thoughts and interpretations of 2020 in words and drawings, in particular reflecting on the positive community connections that they might have made during the otherwise difficult year. The students’ words and drawings will then be incorporated into a word-based mural/installation (eg. ‘Together’ or ‘Manningham’) that will be painted onto surfaces at Jackson Court by students and their families.

Project Dates and Times:
Late February to March 2021

Skunk Control

Skunk Control’s project will engage school and community groups in workshops to create up to 220 butterflies using optical filters that will then be installed across the pop-up park on bamboo poles and in tree branches. As more butterflies are added, they will produce ever-changing kaleidoscope effect and provide a playful, vibrant immersive experience for visitors. During the workshops, participants will also learn about optics and the effect of light of different materials and surfaces.

A new pop-up park will be set up in the centre of Jackson Court as part of a Neighbourhood Activity Centre Renewal project. We were successful in receiving a $100,000 grant from the Victorian Government and Council has matched this funding.

The Jackson Court pop-up park will be developed as a public space with arts projects and place-making activities to create a welcoming, friendly neighbourhood centre. In partnership with local businesses and the community, we will ensure everyone can share their ideas and help shape this vibrant community space.

The Jackson Court pop-up park will be installed before the start of summer 2020 and will be trialled for six months. The project will assist in the COVID-19 response by providing an attractive outdoor public space to support traders, community connections and reinvigorate the Jackson Court neighbourhood precinct.

Be part of shaping the future of Jackson Court

Do you live, work or play in or near Jackson Court, Doncaster East? Are you interested in being part of a new Discovery Group? As part of the Smart Cities - Reinventing Neighbourhood pilot program, Manningham Council is looking for people to join this new group.

The Discovery Group will share their local experience to shape Jackson Court as an important place for the community where you can eat, shop and meet up with friends.

The Group will have access to data from new smart technology and the latest research to help build a stronger and more vibrant neighbourhood. This information will also be available to the community through Manningham’s and the Australian Government open data websites data.gov.au

We want to hear from residents, building owners, businesses and community organisation representatives from the Jackson Court neighbourhood area.

Manningham Mayor, Cr Paula Piccinini said: “This is a great opportunity for the local community to share ideas and work together with real-time ‘smart’ data and liveability research to create innovative solutions.”

Have you checked out the new Pop-Up Park and Dining area at Jackson Court yet?

As part of this project we have an exciting program of local performers, art activations and live music to make your Christmas season shopping and dining fun.

Performers this December include:

  • Friday 18 December, 5.00pm to 7.00pm – PT Collis and Elf Twinkle Toes
  • Saturday 19 December, 10.00am to 12 noon – Veneto Club Carols and The Toymaker Elf
  • Friday 24 December 4.00pm to 6.00pm – Singing Christmas Fairy and Hayley Murphy Hula Hoops

Our Pop-Up Park at Jackson Court is one of several temporary Pop-Up Dining spaces we have installed in Manningham. Others can be found at Tunstall Square, Templestowe Village and Macedon Square.

To contribute your own ideas about places in your neighbourhood that could be activated in a similar way, and access Council funds to help you realise your idea to help your community, visit Your Say Manningham.

Smart city opportunities

We’re exploring and embracing opportunities of smart city technology and innovation so that Manningham can be an even better place to live, work and play.

 

What is a smart city?

A smart city applies digital technology, data and innovative practices to improve liveability, sustainability, workability, collaboration and economic opportunities.

Smart city initiatives are changing community outcomes across Australia, enhancing local service delivery, citizen wellbeing, infrastructure effectiveness, and economic development.

 

Smart city opportunities for Manningham

In early 2020, we sought ideas and feedback from the Manningham community on smart city priorities. Following this and an assessment of best practice smart cities, a smart city opportunities paper was developed.

This paper outlines the opportunities for Manningham as well as the outcomes of the community engagement on smart cities. It was endorsed by Council at its meeting on 28 July 2020.
