Building a better Manningham

We are committed to managing our city’s infrastructure efficiently and sustainably to better meet the needs and expectations of our growing community.

Our capital works program brings this commitment to life by managing the maintenance and improvement of council assets, facilities and community spaces through a number of key projects.

Templestowe Route Upgrade

The Templestowe Upgrade is a major project to reconstruct 1.8km of road between Templestowe Road and Williamson Road, including Parker, Swilk, James and Anderson streets.

Jumping Creek Road upgrade

This major project will reconstruct the full length of Jumping Creek Road from Ringwood-Warrandyte Road in Ringwood to Homestead Road in Wonga Park

The upgraded park along the Yarra River in Warrandyte, locally known as Lions Park, has been given an official Woi-wurrung name to reflect the language, culture and heritage of the local Wurundjeri Woi-wurrung people.

Pettys Reserve Upgrade

The Pettys Reserve upgrade will improve and extend existing facilities to meet current and future needs of the sport and become a new sporting hub for the community.

The new pavilion will provide both functional and universally accessible sporting facilities to meet the current and future needs of the community.

As part of Manningham Council's Community Training Program, we invite members of community organisations including community and children’s services, sports clubs, recreation, leisure, arts and cultural groups to attend this free session.

Learn how to write proposals to get a better chance of having your application selected.

The session will cover the following topics:

  • Understanding the key application requirements and how your project will align with these
  • How to define the project and the benefit it will have for the community
  • Formulating your project plan to deliver the project
  • Preparing the budget (including supplying quotes)
  • Adhering to the grant conditions and responsibilities

Bookings: Bookings are essential and limited to 2 people per organisation. All bookings must be made through Eventbrite.

Increasing public transport movement

We plan the construction of our city’s bus shelters and upgrades identifying the routes/stops that commuters use more often on their journeys.

We use community feedback, bus patronage and other key factors to identify locations where new shelters are needed and plan for their construction.

Works to build new shelters are prioritised by:

  • the commuter demand and historical requests
  • the type of road the bus stop is located
  • its location relative to various facilities within the community.

On average we aim to build between three and five new/upgraded shelters every year. 
Timeframes for new shelter projects can be affected by factors such as major road projects or large-scale developments throughout Manningham.

The State Government has now commenced works for the North East Link Program (NELP).

The project will include construction of the North East Link Tunnels, which will connect the Metropolitan ring road (M80) and Eastern Freeway (M3), as well as:

  • the completion of the Ring Road in Greensborough 
  • an overhaul the Eastern Freeway
  • Melbourne’s first dedicated busway
  • the North East Trail – more than 34km of walking and cycling paths.

North East Link is split into five construction packages, with the following three located in Manningham:

  • Central/tunnels
  • South
  • East
Council is continuing to work diligently alongside North East Link Program and State Government on all aspects of the project. 

We’re committed to representing community interests with the aim of mitigating impacts, as far practicable, to the community.

Sports and recreation

Bulleen Park

Bulleen Park is being upgraded to support sporting clubs during the construction of North East Link. 

Future redevelopment of Bulleen Park will allow for continued use of the sporting and recreation facilities during the delivery and following the completion of the North East Link Program (NELP).

The redevelopment will result in a major upgrade to the football (AFL) and cricket facilities and include:

  • two new replacement pavilions
  • realignment and redevelopment of the three existing sports ovals
  • upgrades to sports field lighting, cricket nets, and fencing
  • planting of new trees and vegetation
  • upgrading playground equipment and park amenities
  • reconfigured car parking.

The project is expected to be completed by 2028. During this period, NELP will continue to provide user groups with construction updates to keep the community informed of progress and milestones.

Soccer facilities on Templestowe Road

To compensate for loss of two existing soccer pitches and open space at Bulleen Park, Development Victoria will deliver a new sporting precinct at 27-59 Templestowe Road, Bulleen as part of the North East Link Program.   

The new sporting facility will include:

  • three soccer fields (2 natural turf and 1 synthetic pitch)
  • a sports pavilion with tiered seating and changing, umpire and first aid amenities
  • 176 car park spaces
  • a playground area; and,
  • walking and cycling connections to the Yarra River.

Park and Ride

Doncaster Park and Ride

Doncaster Park and Ride will be upgraded as part of NELP. We are advocating that the Doncaster Busway (including the Bulleen Park and Ride) be designed to operate and function as part of a network-wide Bus Rapid Transit system. This is beyond the busway corridor that is proposed along the Eastern Freeway between Hoddle Street and Doncaster Road.

We are also advocating for the State Government and NELP to amend the NELP Doncaster Park and Ride reference design to a mixed-use transit-oriented development. 

At this stage the State Government has only committed to a like for like upgrade, which will result in the reconstruction of the Park and Ride to be retained as a carpark only.

Bulleen Park and Ride

Bulleen Park and Ride is now open. The new bus station on the corner of Thompsons Road and Kampman Street in Bulleen is the first part of the Eastern Express Busway – Melbourne's first dedicated busway from Doncaster towards the city and features:

  • parking for 370 cars 
  • bike storage
  • pick-up and drop-off bays
  • a 5000 square metre green roof.

Environment

Tree planting

NELP will plant two replacement trees for every tree removed during construction of the project.

A key objective for Council is to ensure that the loss of tree canopy and vegetation is minimised and mitigated. We're working closely with NELP to identify appropriate locations for early tree planting to occur to allow the new canopy to establish. Some early planting has already occurred across various locations in Manningham, including Katrina Reserve (Doncaster) and Finns Reserve (Lower Templestowe).

Council has planted more than 500 trees since 2022 within various reserves in Manningham on behalf of NELP. We will continue to support the early planting program.

 

North East Link Program's tree planting program

 

River Red Gum, Bulleen

The historic 300 year old River Red Gum on Bridge Street in Bulleen is in close proximity to major North East Link works and must be protected. This tree is a local landmark, pre-dates European settlement and is an important example of our environmental heritage.

We will continue to regularly attend when works are being undertaken near the tree to ensure that appropriate mitigation measures are undertaken.

 

Air quality and noise

We are continuing to advocate to NELP and other State authorities to ensure that all appropriate measures are taken to mitigate the air quality impacts of the project on the health and wellbeing of the local community.

We are also working closely with NELP to ensure that noise associated with construction is mitigated as far as practicable. Any noise emitting works that may exceed noise levels are also planned to occur either during the day or early in the night, as far as practicable. Affected residents are also notified prior to the works that noise may occur during a time period with a direct NELP contact provided to them to call where concerns are raised.

Bus Rapid Transit (BRT)

Manningham is the only municipality in metropolitan Melbourne not serviced by either a tram or train. Therefore, our buses are crucial to how our residents move around.

The Doncaster corridor Bus Rapid Transit (BRT) proposal is Council's public transport priority, as it can provide Manningham residents with a direct mass transit public transport connection to the CBD at a cost-effective and shorter timeframe.

Jumping Creek Road in Wonga Park

Jumping Creek Road Wonga Park is in a unique and environmentally sensitive area. The road is being upgraded to improve safety for all users, including motorists, cyclists and pedestrians, whilst also protecting our wildlife and vegetation.

The works are expected to cost up to $21 million over the project life. This is a significant burden for the Manningham community, and we seek contributions from all levels of government to enable this project to proceed.

Better public transport

We are seeking accelerated funding by State Government for more bus services to meet growing demand and infrastructure improvements to improve the reliability and frequency of the local bus network. Key to this, is larger capacity buses and more services during peak periods to be provided on the Doncaster Area Rapid Transit (DART) SmartBus network.

We are also advocating for the implementation of a Bus Rapid Transit (BRT) connection between the CBD and Doncaster as part of the North East Link Doncaster Busway project.

Doncaster Rail

We will continue to advocate for a heavy rail line between the CBD and Doncaster. We are strongly advocating to ensure that the North East Link project preserves a future alignment for Doncaster Rail, and that the design of the Doncaster Busway is delivered in a manner that allows it to be transitioned to heavy rail, once buses the bus system reaches capacity.

The date for the road closure has recently changed and concrete barriers will be placed along Bulleen Road to close the intersection overnight on Friday 9 April 2021. A temporary speed reduction of 40kmh will be in place during these works. For more information see

We’re continuing to advocate for the best outcome for our community in regards to the North East Link (NEL) project.

In February, Council unanimously agreed to seek a judicial review into the Inquiry and Advisory Committee (IAC) Environment Effects Statement (EES) hearing process and the Minister’s assessment of the EES. The Directions Hearing for the Supreme Court challenge is scheduled for 24 April, and the Supreme Court hearing will be later in the year.

Irrespective of this, we will continue to work constructively with NELP and the State Government to ensure the interest of our community remains at the forefront of any discussions.

NEL early works are being delivered by PCB Contractors with underground works and site investigations such as borehole drilling to occur throughout the proposed alignment. Residents may notice access pits and launch shafts in the Bulleen area. Any concerns about early works should be directed to NELP by contacting their hotline on 1800 105 105.

In late 2020, the contractor for the construction of the North East Link will be announced. We will work with this contractor to help influence the final design and advocate for the commitments we have asked for to offset the impacts of the project.

Construction of the new tunnels is expected to commence in 2021 and works to the Eastern Freeway are anticipated to start from 2023.

Manningham Council has reached an agreement with the Victorian Government and the North East Link Project (NELP) and has withdrawn from the judicial review process.

Following constructive, rigorous negotiations, our concerns around the North East Link (NEL) reference design have been substantially addressed.

We commenced legal action because we believed the reference design did not provide enough certainty about the impacts it had on our community.

With a signed agreement from NELP now in place, we will have more input into the process and will be meaningfully consulted on the works and designs, and so we are satisfied that the concerns of our community have been listened to.

By participating in the judicial review process and as a result of our strong community advocacy, we have been able to negotiate key outcomes and significant projects for the benefit of our community including:

  • Enhanced protection of open space
  • More support and certainly for local sporting clubs
  • Continued access to the Yarra River frontage
  • Significant improvements to local traffic conditions
  • Funding for improved pedestrian and bike access
  • Funding for further investigations into the potential redevelopment of land at Websters Rd as a future employment site

We are finalising the legal process and more information will be forthcoming.

The Planning Minister’s assessment of the North East Link (NEL) Environment Effects Statement (EES) is not clear about how the project will manage the impacts imposed on Bulleen Park.

The design of the NEL project at Bulleen Park impacts seven hectares of community parkland. Several options have been put forward by the North East Link Project (NELP) to reconfigure the area and accommodate its users.

“We acknowledge the Planning Minister wants the surrounding stakeholders to negotiate a reasonable outcome for Bulleen Park and he clearly supported the development of new parklands along Templestowe Road to replace lost facilities,” said Cr Paul McLeish, Manningham Mayor.

“Unfortunately Minister Wynne’s decision last week failed to determine the way forward on Bulleen Park.

“Our preference is Option 4 in the EES which seeks to protect the existing ovals, aeromodellors and archery land and clubs, retains the golf course within its existing footprint and replaces lost soccer facilities.

“Our core objective is to preserve and protect valuable community open space and parkland from being consumed by the expansion of the Freeway Golf Course.

“We are also encouraged the Planning Minister has recommended protecting open space for future use. We will continue to pursue this this through the Bulleen Land use Framework Plan,” Cr McLeish said.

Council tabled a closing submission at the Inquiry and Advisory Committee (IAC) Panel Hearings regarding land use at Bulleen Park. Council’s primary position is the design of the project at Bulleen Road needs to be reconsidered to avoid impacts on Bulleen Park and other nearby land uses.

Manningham is committed to ensuring Bulleen Park’s aero modelling and archery clubs are not displaced as a result of the expansion of a golf course. The nearest alternative aero modelling club is located 23 kilometres away from Bulleen Park and the closest archery club offers facilities that only operate on weekends, as opposed to the clubs’ current operations at seven days a week.

“We will continue to work with relevant stakeholders and our neighbouring Councils to advocate that Bulleen Park remains an open space for all the community to enjoy,” Cr McLeish said.

The North East Link project (NELP) will lead a feasibility study of Council owned land at 2 – 14 Websters Road Templestowe to determine the site’s suitability as a future employment precinct.

The Websters Road location is being considered as a potential site to offset the loss of land at the Bulleen Industrial Precinct as a result of the NELP.

“The North East Link will displace 96 of 110 businesses at the Bulleen Industrial Precinct and significantly impact the economic and social wellbeing of our community”, Manningham Mayor, Cr Paul McLeish said.

“Finding local relocation opportunities for Bulleen Industrial Precinct (BIP) businesses has been a major priority for Council. A number of affected businesses have expressed a desire to relocate within our local area.”

The 4.5 hectare site at Websters Road is a Council compound situated within an existing employment precinct. An independent Employment Lands Study identified the site as a suitable alternative location - pending further investigations, economic assessments and community consultation.

The site is located outside the Urban Growth Boundary (UGB) and zoned Public Use Zone, requiring changes to the existing Victorian planning policies and the Planning and Environment (Metropolitan Green Wedge Protection) Act 2003.

“To maximise the scope for successful relocation of businesses, Manningham supports this preliminary step to investigate the rezoning of council owned land at Websters Road, Templestowe for its potential redevelopment for employment use.

“We requested that the Minister for Planning, Richard Wynne, consider this proposal when assessing the panel report on the North East Link Environmental Effects Statement. We want to see impacted businesses relocate with minimal disruption.”

The feasibility study will include detailed investigations as part of a comprehensive planning and development assessment. NELP and Council will undertake community consultation to seek feedback from surrounding residents, businesses and stakeholders.

“Once the NEL project is complete, remaining land at the Bulleen Industrial Precinct must be reinstated as an employment precinct, to provide ongoing local jobs and to support our local economy,” Cr McLeish said.

Statement from Mayor Cr Paula Piccinini

Manningham Council is actively working with the North East Link Project (NELP) authority to ensure that any impacted sporting ovals are offset within Manningham, and so there is minimal impact to the operations of clubs affected by the project.

Interim arrangements are currently being worked through with the Yarra Junior Football League (YJFL), NELP and neighbouring Councils to find a suitable home for the club during construction of the North East Link (NEL) project.

Council’s preference is to retain Bulleen Park for use by AFL and Cricket once construction on the NEL project has finalised.

Manningham Council is reviewing the Planning Minister’s response to the Inquiry and Advisory Committee’s (IAC Panel) assessment of the Environment Effects Statement (EES) for the North East Link project, both released today.

Manningham Mayor, Cr Paul McLeish said Council had been working since 2017 to advocate for the best outcome for the community in regards to Victoria’s largest ever road project.

“In November 2017, the Victorian Government decided on ‘Option A’ through Bulleen.  We’ve made a major commitment of resources on behalf of our community to present to both the Government and the IAC our many concerns with the significant impacts of this project. 

“The Planning Minister’s report and the Panel’s assessment provides more detail on the way forward for our residents and businesses. We are currently reviewing these detailed documents to determine how our advocacy requests have been addressed. We will provide a comprehensive update on how this will impact Manningham shortly,” Cr McLeish said.

Manningham will be one of the most impacted municipalities with seven years of construction, acquisition of homes and businesses and the loss of over 1,200 jobs from the Bulleen industrial precinct.

Detailed legal submissions were presented by Council’s legal team at the Inquiry and Advisory Committee Panel Hearings throughout July to September 2019. During this process, Council strongly advocated for the following outcomes:

  • A redesign of the planned Manningham Road interchange
  • Support for the Bulleen Industrial Precinct businesses and employees
  • Community parkland at Bulleen Park to be preserved and protected
  • A request to commence construction of the tunnel from the north (at Greensborough Highway) to minimise construction impacts to Bulleen
  • A leaner Eastern Freeway widening design contained within the existing Freeway reservation
  • Visually appealing noise walls and protection from construction impacts
  • Minimal loss of open space at Bulleen Park and impacted sporting clubs re-accommodated
  • Support for the Doncaster Busway, with priority bus services and provision for a rail link
  • Protection of the historic River Red Gum tree in Bulleen
  • Minimal loss of trees and vegetation along the entire alignment
  • Avoiding any further undergrounding of the Koonung Creek
  • Complementary projects such as a new pedestrian/cycling bridge across the Yarra River in Bulleen funded and delivered

Widening the Eastern Freeway to 20 lanes will increase noise and pollution. We are advocating for the best possible outcomes in relation to noise control and visual impacts, shared paths and to protect the Koonung Creek Linear Park and overall amenity of the area. There should be no encroachment of the road beyond the freeway reservation and the Koonung Creek Trail and reserve should be protected as much as possible.

Residents who live next to the Eastern Freeway must be protected from noise and impacts to their surroundings should be minimised. High quality and aesthetically suitable noise barriers and retaining walls should be installed ahead of the widening to set new international benchmarks along adjoining roads. Replanting and landscaping should be undertaken to the highest standard for ecological and visual performance. The Eastern Freeway should remain free of all tolls on all traffic lanes including merging or express lanes.

Statement from Mayor Cr Paula Piccinini

One of the most devastating impacts of the North East Link project is the proposed loss of the Bulleen Industrial Precinct. Some of these businesses have been serving our local community for over 40 years and there are over 1000 people who stand to lose their jobs.

Manningham Council is working hard to advocate for impacted businesses and we want to ensure the best outcome for both businesses and their employees, with no net loss to the business community and new employment opportunities within Manningham. Council is in the process of preparing an EES Submission and the impacts to the Bulleen Industrial Precinct is a major focus.

Councillors and officers regularly meet with traders and business representatives to listen to their concerns and offer support. Council officers also attend the Bulleen Industrial Zone Liaison Group meetings and Community Liaison Group meetings to advocate on behalf of our business community.

The loss of Bulleen Industrial Precinct will cause significant social and economic impacts to our community. The precinct is our largest light industry zone and while we have investigated other possible sites within our municipality they are not suitable.

Manningham Council estimates the local economy could lose up to $312 million annually and over 1000 local jobs if businesses are unable to relocate within our region. To reduce this impact we’re working with the North East Link Project to identify suitable alternative local employment sites in Manningham. Council is particularly concerned about the social impact on employees of these businesses. A large number of employees in this precinct are in a vulnerable positon when it comes to reemployment opportunities and have experienced extended periods of unemployment in the past.

We call on the Victorian Government to ensure impacted businesses in the Bulleen Industrial Precinct are treated respectfully and fairly. The process of any land acquisition and compensation must be conducted in a timely fashion, to give businesses the certainty they need now so they can plan for the future.

Fair compensation for the Bulleen Industrial Precinct businesses is about more than just a dollar figure. Council wants to see the state government provide support for displaced businesses to re-establish within our community and we want to see the state government commit to a comprehensive and long term transition plan to assist businesses and their employees.
