Improving the quality of our roads and stormwater drainage systems are some of the ways we’re building a better Manningham.

We're upgrading Oban Road in Ringwood North and Donvale to improve road and footpath safety and reduce flood risk.

Where is it?

This project will be delivered in two stages.

Stage one 

Construction will occur along Oban Road, between property 321 and the Glenvale Road intersection, Ringwood North. 

• stabilisation of the existing to improve pavement resilience
• localised pavement widening
• maintenance improvements to the existing kerb and channel
• new asphalt surface
• additional minor asphalt works along Beckett Road

Stage two

Construction will occur along Oban Road, between Glenvale Road and Smedley Road, Donvale.

• installation of underground stormwater drainage
• kerb and channel
• road widening in some sections
• weed removal
• new asphalt surface
• footpath upgrades, between Barnsdale and Smedley roads.

This project will be delivered under our 2024/25 Capital Works Program.

Why is it needed?

These works will deliver significant safety and environmental benefits.

Improvements include resurfacing the road to reduce potholes, rutting, and cracking, ensuring smoother and safer travel. Widening certain sections will provide sufficient space for vehicles to pass safely, minimising the risk of accidents. 

Installing underground drainage will effectively manage stormwater, reduce flood risks, and prevent road damage. Additionally, removing weeds will promote native biodiversity by controlling invasive species and supporting the local ecosystem.

When will the works happen?

• Stage one works will begin in early to mid-2025.
• Stage two works will begin after the stage one works, later in 2025.

These schedules are subject to weather conditions and third party approvals.

How will the works affect me?

Works will occur between 7.00am and 5.00pm on weekdays and 9.00am and 3.00pm on Saturdays.

During these times, you may notice:

• construction noise
• minor traffic delays 
• road closures with access granted to local residents
• reduced on street parking
• temporary disruptions to driveway access – we will contact affected properties directly.

Please follow the directions of staff and signs to move safely around the area.

We’re starting construction on the Templestowe Route Upgrade on Monday 30 June 2025.

All businesses at the Templestowe Village will remain open and accessible throughout the works, with clear pedestrian and road detour signage in place. 

What is the Templestowe Route?

The Templestowe Route is a series of connecting roads in Templestowe, including Parker Street, Swilk Street, James Street and Anderson Street. It’s commonly used by local residents and drivers travelling to Templestowe Village and surrounding suburbs.

Why is it being upgraded?

Several safety issues have been identified with Templestowe Route, including poor drainage and inadequate facilities for pedestrians and cyclists. 

This upgrade will improve safety for all road users, while also enhancing the vibrancy of Templestowe Village by creating more connected and inviting public spaces.    

Upcoming works

Over the next 18 months, we will deliver 4 stages of works to upgrade Anderson Street and Parker Street.

Works will include:

• full road reconstruction
• installation of underground drainage, kerb, and channel
• new footpaths and improved pedestrian access
• new pedestrian-operated crossing at Wood and Anderson streets
• reduced and variable speed limits between Porter and Milne streets
• formalisation of existing parking spaces
• upgraded bus stops on Swilk and Parker Street
• new street lighting
• landscaping, including selective tree removal and planting.
   
   

Stage 1 construction: Anderson Street works (James Street to Wood Street)

Stage 1 will take place between 30 June to mid-August 2025. We’re rebuilding this part of the road, which will include fixing the road base, adjusting road levels and installing underground drains.

Road closure and detours:

• This section of the road will be fully closed for 4 to 6 weeks.
• We planned this through the July school holidays to reduce traffic impacts.
• Signs will be in place to guide drivers around the area via Wood, Milne and James streets.

Business access:

• All businesses on Anderson Street will stay open.
• You can get to them from the back car park or the front footpath – see the map below.
• Pedestrian access footpaths will stay open so you can walk through the area.
   

Changes to public transport (Stage 1 only)

From 30 June to 27 July 2025, bus routes 280, 282, and 905 will be detoured. 

Temporary bus stop closures include:

• Porter Street/Williamsons Road
• Anderson Street/Atkinson Street
• Williamsons Road/Porter Street
• Williamsons Road/Atkinson Street
   

Bus stops that will continue to operate near Templestowe Village:

• Templestowe Village/James Street 

After Stage 1, all bus routes will return to normal.

Improving our local sporting facilities is one of the ways we’re building a better Manningham. 

What is happening?

In partnership with the Australian Government through the Play Our Way Funding Program, we're upgrading the netball courts and flood lighting at Wonga Park Reserve, Wonga Park.

The project will involve:

Stage 1

• reconstructing the netball courts with compliant courts of play, lighting, fencing, and additional space for basketball
• stabilising the embankments around the courts and addressing overgrown vegetation
• removal of the timber bridge beside the existing netball courts
• new player shelters

Stage 2

• a new small sized facility to service the netball courts, including toilets, a multi-purpose change space, storage, drinking station, and scorer's shelter. 

This project will be delivered as part of our 2025/26 Capital Works Program.
 

Where are the works?

Works will take place at the Wonga Park Netball Courts at Wonga Park Reserve, Wonga Park.

When will the works happen?

Stage 1 construction is scheduled to begin in June 2025 with an expected duration of five months. This schedule is subject to weather conditions.

Stage 2 will follow the completion of Stage 1 works.
 

Why are the works needed?

The need to upgrade this facility was identified through a Netball Victoria Facility Audit and is planned as part of our Wonga Park Reserve Masterplan.

The existing facilities, including lighting, must be upgraded to comply with the latest Netball Victoria and industry guidelines. 

The project will also provide new player shelters and a multipurpose facility, including a toilet and scorers shelter to support local clubs and communities who use the facility.
 

How will the works affect me?

The works will take place on weekdays during the hours of 7.00am and 5.00pm. 

You may notice:

• construction noise
• minor traffic delays, including a temporary single lane closure
• disruptions to car parking
• footpath detours around the works
• temporary disruptions to the reserve access.

Council has provided a submission to the Urban Design and Landscape Plan (UDLP) for the next stage of the Eastern Freeway Upgrades, as part of the North East Link Program (NELP).  

NELP recently exhibited the latest UDLP for the Eastern Freeway Upgrade from Tram Road to Springvale Road for community review and feedback, providing information about the project design, landscape plans and architectural plans.

We have provided recommendations throughout the submission that aim to improve the overall design and net community benefit for Manningham residents. 

Our submission identifies various matters in the UDLP for attention by NELP and reiterates Council’s strong and ongoing advocacy to ensure: 

• no net loss of open space results from the project, 
• a sensitive environmental approach including no further undergrounding of the Koonung Creek,
• active transport connectivity and safety are maximised, including safety at underpasses, and; 
• Net-community benefit outcomes are achieved through additional benefits and upgrades. 

We have also sought full transparency and accountability from NELP and its contractors on an agreed, documented and effective tree removal process, while maintaining our position for vegetation removal to be minimised to the greatest possible extent. 

Our detailed submission focuses on key areas across: 

• Net-community benefit 
• Open space 
• Urban design 
• Active transport connectivity and safety  
• Amenity 
• Future proofing 
• Local contexts and knowledge  
• Environmental impacts

What’s next? 

North East Link Project will consider all written comments and submissions received, then finalise the UDLP and submit it to the Minister for Planning for approval. 

After the Minister for Planning has approved the UDLP, the community will be updated on how feedback was considered. 

While North East Link refines the design for the Eastern Freeway Upgrades from Tram to Springvale Road through this UDLP – you’ll start to see the team setting up construction compounds for workers and preparing for further works along the Eastern Freeway. 

Council also continues to engage actively with North East Link beyond the UDLP process, including by reviewing detailed design packs, providing comments on upcoming construction and communications activities, and advocating for key community and environmental outcomes. While Council is only a stakeholder in this State-led project, we are doing our utmost to ensure the needs of our community are considered at all stages of the project.

North East Link will notify the community once exhibition dates for a UDLP for the remaining stage of the Eastern Freeway Upgrades, from Hoddle Street to Burke Road, are released. 
 

UPDATED: Public electric vehicle (EV) charger location updated on Tuesday 6 May to reflect revised project timelines. 

We’re excited to announce the first public electric vehicle (EV) charger location: Bulleen Car Park.

About the charger

Planned for installation in June 2025, this charging station is part of a broader rollout of nine public EV chargers across Manningham.

Powered by renewable energy, this Jolt fast charger is compatible with all EVs. It will provide 7 kWh of free daily charge (up to 50 km of range), with additional charge ranging from 54 to 59 cents per kWh, depending on the location.

There will be one charger, servicing two parking bays. 

Following engagement with the local businesses, this location was selected for its proximity to commercial, recreational and tourist destinations, as well as its access to reliable power supplies.

Why we’re supporting EVs

By installing these charging stations – and the six more to follow – we aim to accommodate the growing use of electric vehicles, especially following new legislated vehicle standards.  

We’re also responding to community support for local public charging facilities, as revealed in our 2023 Manningham community survey. 

The public charging network will help ensure that EV charging is accessible and practical while also reducing our transport emissions, boosting local businesses with enhanced car parking, and supporting EV drivers to travel with confidence. 

We’re upgrading park benches and picnic tables to make our public spaces more welcoming, accessible and enjoyable for everyone.

As part of our Park Furniture Renewal Program, we’re rebuilding, repainting and installing new furniture in parks throughout Manningham. 

This means more comfortable places to sit, gather and enjoy our stunning natural environment.

The upgrades come from a park furniture review, which found that it was smarter to rebuild items than it was to replace them. This approach saves around $3,000 to $5,000 per item and is less environmentally intensive.

What you’ll see

Over the next 6 months, we will:

• rebuild 48 benches and tables 
• install 21 new pieces of park benches or tables
• repaint or stain dozens more to extend their life. 

We’re also repositioning some furniture to better suit mobility needs, so our parks are inclusive for all. 

These upgrades are part of our commitment to creating sustainable, well-maintained parks that support a connection to our environment and each other.
 

The Aranga Reserve off-lead dog park is set for an upgrade to improve the park’s safety, usability and comfort for both dogs and their owners.

This upgrade will be delivered with support from a $200,000 State Government grant, through Round 2 funding of its New and Upgraded Dog Parks program.

Located in Donvale, Aranga Reserve features a fenced dog activity park, playspace, and picnic area.  

The concept for the grant application was developed in consultation with Friends of Manningham Dogs and Cats (FOMDAC). The proposed improvements include:

• new entry gates and fencing to improve access and safety

• new and upgraded equipment and play areas

• additional seating and shaded areas

• new lighting to improve safety 

• additional planting to improve shade. 

The total project budget is $300,000. 

Consultation on this upgrade is planned for late 2025, with delivery expected in the 2025–26 financial year.

The Aranga Reserve dog park upgrade is supported by the Victorian Government through the New and Upgraded Dog Parks program. 

Manningham Council has launched a survey on the Templestowe Village Streetscape Upgrade, inviting community feedback to help shape the future of this vibrant precinct.

The survey is now live and seeks input on how the community envisions potential improvements to accessibility, safety, public spaces and the overall village experience.

Manningham Mayor, Councillor Deirdre Diamante said the project is a key opportunity to build on the unique heritage of Templestowe Village while planning for its future.

“Templestowe Village is a special part of our community and we want to ensure its future reflects the needs and aspirations of the people who live, work and visit here,” the Mayor said.

“This is your first of several opportunities to inform how we shape the next chapter of the Village. It’s also an opportunity to tell us what you love about the Village, so we can keep and retain the elements you love and preserve features that enhance connection, heritage and legacy.”

The survey is accessible online and will remain open until 30 November. There will also be opportunities to ask questions about the survey at pop-in community sessions.

We welcome the Victorian Government’s commitment to purchasing only Zero Emission Buses (ZEBs) for public transport from 1 July 2025. 

The move to ZEB’s will significantly reduce emissions and pollutants, creating a healthier environment for our community. 

It will also provide a smoother, quieter and cleaner travel experience, which we hope will encourage greater use of Manningham’s extensive bus network.

Waste collection 

Your weekly waste collection service will continue without interruption. Check your bin collection days.

We know households often produce more garbage and recycling during the festive season. Please remember all materials must be placed inside your bins – overflowing bins will not be collected.

If you need to dispose of excess waste, you can find your local transfer stations (tips) and recycling centres.

Maternal Child Health 

The Maternal and Child Health line (13 22 29) is available 24 hours a day for phone advice.

If you require medical advice, please contact your general practitioner or in an emergency call 000 or go to your nearest emergency department.

• Between Christmas and New Year, the opening hours for our Doncaster Maternal and Child Health Centre will be:
