Apply for an accessible parking permit
… and how much it costs Tags Apply Assistance and Support Seniors Parking, Roads and Footpaths Parking … disabled …

What is an accessible parking permit?

Formerly called a disabled parking permit, an Accessible Parking Permit (APP) is for drivers or passengers with a disability. It's also for organisations helping transport people with disabilities.

The Victorian Government introduced the Accessible Parking Permit Scheme to help make a simpler and more consistent process.

All councils across the state will use the same application process. This aligns with the Australian Disability Parking Permit Scheme.

What improvements have been made to the process?

  • temporary permits will be available for six, 12 or 24 month periods

  • permanent permits will be valid for five years rather than three years

  • the introduction of a permanent disability classification, so functional assessments aren’t required for future permit renewals

  • a single and secure state wide permit design that will reduce permit misuse

  • the inclusion of occupational therapists as assessors and GPs

  • permits for organisations will continue to be available for 12 month period.

Which types of permits can you apply for?

There are two types of permits available:

  • Australian disability parking permit (ADP) - allows you to park in:

    • an accessible parking bay for the specified time limit.

    • a standard parking bay for twice the time limit specified.

  • Victorian double time accessible parking permit – allows you to park in:

    • a standard parking bay for twice the time limit specified.

A GP or occupational therapist functional assessment will decide on whether to issue a permit and the permit type.

How to apply or renew your accessible parking permit

For individuals

  1. Start your application online

  2. You will receive a reference number via SMS

If you don’t have access to a mobile phone or the internet, contact us.

  3. Take your reference number to your GP or occupational therapist

  4. Your GP or occupational therapist will complete a functional assessment and submit your application

  5. We will review and confirm your application

  6. If your application is successful, you will receive your permit in the mail.

For organisations

  1. Start your application online

  2. You will receive a reference number via SMS

If you don’t have access to a mobile phone or the internet, contact us.

  3. We will review and confirm your application

  4. If your application is successful, you will be advised when it is ready to be picked up from our civic centre.

When you collect your permit you need to bring the following supporting documentation:

    • Business registration(s)

    • Proof the vehicles are registered to your business.

How to replace a damaged, lost or stolen accessible parking permit

If your permit is lost, damaged or stolen, you can apply for a replacement online.

  1. Start your application online

  2. You will receive a replacement application reference number via SMS and email

  3. We will review and confirm the application

  4. If your application is successful, you can pick up your permit from our civic centre

When you collect your permit you need to bring the following supporting documentation:

    • the damaged permit (if replacing)

    • a statutory declaration for a lost permit

    • a statutory declaration or a police report for a stolen permit.

Need help?

Contact us

Revamped Seniors Centre Re-opens

Work is complete on the Bulleen & Templestowe Senior Citizen Centre and the tenants have returned, following a major refurbishment of the facility undertaken as part of Manningham Council’s Asset Management Strategy.

Bulleen & Templestowe Senior Citizen Centre has been an important community facility for many years and the refurbishment will improve the overall standard of the facility, providing better quality services, energy efficient features and improved disability access, for the existing venue users and any future hirers.

The $345,000 refurbishment included:

  • Remodeled male/female bathroom area (e.g.new compliant cubicals, toilets/urinals, basins, cabinetry, doorways)
  • External roof and internal ceiling repair works
  • Repaint of all internal and external painted walls
  • Installation of a new range-hood/kitchen exhaust fan, oven, stove, dishwasher and stainless steel bench tops in the commercial kitchen, and replacement of all lighting in both kitchens and their associated storage areas
  • Replacement of the stage in the main hall with a lower and smaller 4m long x 2.5m wide stage with ramp access
  • Removal of the bi-fold door between what was the ‘Billiard Room’ and ‘Craft Room’ to create one larger area that now becomes part of the main hall
  • Installation of new wall-mounted split air conditioning units (heating and cooling) in the enlarged main hall, as well as in the library
  • Replacement of the old hot water unit in the kitchenette
  • Installation of an overhead projector and drop down screen over the stage in the main hall
  • Replacement of all window coverings and curtains with either block-out or partial blockout roller blinds
  • Improvements to the garage/storage area for better weather/water-proofing
  • Decommissioning of the existing under floor electrical heating
  • New automated garage door.

Manningham Council appreciated the flexibility of facility users who used alternate venues while the works were underway.

The place that helps people in need, now needs some help of its own. Manningham Council’s Food Services, also known as Meals on Wheels, is seeking volunteers to help deliver meals to older people across our community.

Manningham Mayor Cr Andrew Conlon said the Food Services program enabled older people to remain in their own homes and maintain their independence, and volunteering was a great way to assist older residents by getting involved in the delivery program.

“In the last Aged Services Satisfaction Survey, respondents said the meals they received were varied and nutritious, and they looked forward to the days their meals were delivered,” he said.

“Many also thanked volunteers for their friendships and looked forward to the days they saw each other.”

Jacqui Tregear volunteered with the Food Services program for 10 years until she retired at the end of 2019.

“The experience is just as rewarding for us volunteers as well,” she said.

All volunteers will work under Manningham Council’s COVID Safe Plan to safeguard their safety and that of our older residents.  All volunteers have the option to deliver meals on their own or with another team member.

Volunteers need to have a current drivers licence, a reliable and comprehensive insured vehicle and be available between 9.00am and 11.00am, either Monday, Wednesday or Friday on a weekly, fortnightly or monthly basis; or be part of an emergency pool.

Volunteers will also need to agree to a police check and will be provided with a $15 voucher at the end of each delivery run.

For more information and to get in touch, contact Coordinator Food Services Gaynor Florence on 9840 9384 or foodservices@manningham.vic.gov.au.
