There is a legal process to enable the planning scheme to be amended. You can find the recent changes to our planning scheme below.
How the amendment process works

Council meeting
Resolution to seek authorisation from the Minister for Planning to prepare and exhibit an amendment

Authorisation may or may not be granted by the Minister for Planning, or may granted subject to conditions.

Public exhibition
Opportunity for the public, and other key stakeholders, to make a written submission in support of, or objection, to the proposed amendment

Council meeting
Consideration of all written submissions. Council must then decide to either:
- change the amendment in the manner requested
- refer submissions to an independent Panel for review
- abandon all or part of the amendment

Panel hearing
Consideration of the submissions by an independent Panel, appointed by the Minister for Planning
-
Council Meeting
Consideration of the Panel's findings and recommendations. Council must then decide to either:
- adopt the amendment (with or without changes), or
- abandon all or part of the amendment

Submission of final adopted amendment by Council to the Minister for Planning for approval

Minister for Planning approves or refuses the amendment

As part of our efforts to contain the spread of COVID-19 we have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community. Physical attendance by members of the public at Council meetings is currently not permitted. Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (you can view the livestream on our Facebook page even if you don’t have a Facebook account) or website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. The Manningham Planning Scheme has changed to better protect properties in Wonga Park from bushfire (Amendment GC 231).
Amendment GC 231 applies a Bushfire Management Overlay (BMO) to approximately 600 properties in Wonga Park.
The BMO identifies areas of high bushfire risk, that requires a bushfire risk assessment and bushfire protection measures.
If you have an existing home on your property, then no changes are required. We recommend having a bushfire survival plan during the Fire Danger Period to keep you and your family safe.
If you are planning to build a new home, then you will need to include an assessment of the bushfire risk and consider bushfire protection measures as part of your new design.
If you have a current planning permit application then we recommend you discuss the changes with your planning officer.

The Country Fire Authority (CFA) has several resources and tools that provide advice on activities you can undertake to protect your property, as well as prepare your own Bushfire Survival Plan.
Now is the perfect time to create or review your Bushfire Survival Plan to minimise risk and prepare your family and home in case of bushfires and extreme weather.
You can access a range of plans and information on how to prepare your property on the CFA and Fire Rescue Victoria websites.
