What is the TAC L2P program?

The TAC L2P program is a community based, volunteer program. The program helps disadvantaged learner drivers in Manningham and Whitehorse council gain the mandatory 120 driving hours required to get a probationary licence.

The program matches young people with a supervising driver and vehicle.

Funding for the program is from the:

  • Transport Accident Commission (TAC)
  • Department of Transport.

We jointly coordinate and fund the program with Whitehorse City Council and with support from the Victorian government.

 

How the program works

The program matches learner drivers with a volunteer, fully licensed driver and practice vehicle.

Prior to teaming up with a mentor, learners will have up to 7 free driving lessons during the program with a professional instructor. This helps learners be more confident drivers, while allowing them to progress through the 4 stages of the graduated licensing system.

The aim of the program is to help learners become safe and confident drivers. It’s also an opportunity for young people to interact with positive adult role models and gain social independence.

 

Eligibility for learner drivers

To be eligible, learners must:

  • be between 16 and 21 years old
  • hold a current learner permit
  • have limited or no access to a vehicle or a supervising driver
  • live in the City of Manningham or Whitehorse
  • have limited financial means
  • be fully vaccinated against COVID-19.

Become a L2P mentor (supervising driver)

The program also benefits volunteer mentors by allowing them to build community connections and help a young person.

A full training program is available so you’re well prepared to mentor, and understand your role as a supervising driver.

To become a mentor, you must:

  • be over 21 years old
  • hold a current full Victorian driver licence
  • be able to commit to approximately 2 hours per week to the program
  • be fully vaccinated against COVID-19.
