Who can apply?
If you are you experiencing financial difficulties or anticipate that you'll not be able to pay your rates by the due date, you might be able to receive rates payment assistance if you’re:
- a pensioner
- a holder of a Centrelink low income health care card
- experiencing financial difficulties.
Pensioner rate rebates
You could be eligible for a rebate if you live on the property shown on your rate notice and hold:
- a current pensioner card
- a DVA Gold Card with war widow or TPI classification.
You’ll also be eligible for a $50 rebate on your Fire Services Property Levy.
How to apply
To apply, download the municipal rates concession application form and send to us with a copy of your eligible concession card:

Low Income Health Care Card rate reductions
If you currently have a Centrelink Low Income Health Care Card showing ‘LI’ you may be eligible for a $100 rebate on the current rates and charges. To be eligible, you must:
- have a current Health Care Card granted due to low income
- be responsible for payment of rates in your principal place of residence when applying.
Applications for a rebate will only apply to the current year of an application.

What happens next?
After submitting your application, we’ll respond within 10 working days. We’ll let you know by email if we need more info from you.
Apply for a payment arrangement with us
You can apply to make a payment arrangement if you’re experiencing difficulties preventing you from paying your Valuation and Rates notice by the due date. This will allow you to pay on a weekly or fortnightly basis. Interest will still accrue.

Apply for financial hardship relief
You can make a payment arrangement or defer payments if you’re experiencing genuine financial difficulties. You can apply if the property is:
- your main place of residence
- your own business that you operate from the property.
We make application assessments for financial hardship in line with our rate debtor management policy.
If we approve your application, we may place a hold on interest if you’ve entered into a payment arrangement.
