Works have commenced to improve the pedestrian crossings and walkways within Tunstall Square that will complement the Streetscape Master Plan being developed for the western side of the Doncaster East shopping centre.

The Master Plan will guide major upgrades of pedestrian paths, the creation of a new urban plaza space, new feature landscaping and improved footpath trading areas with trader and community consultation to begin in mid 2015.

Preliminary works include upgrades of the central pedestrian walkway on the western side of the shopping centre and the main pedestrian crossing on Tunstall Road, as well as the creation of a designated area for taxi and community buses to pick up and drop off passengers.

Manningham Mayor, Cr Paul McLeish said the new pedestrian area will replace the Rotary Walkway which had become a safety hazard, with the uneven brick paving found to be a significant tripping hazard to mobility impaired users.

“It is unfortunate that we have had to remove the well known and loved Rotary Walkway. But despite our best efforts to improve the safety of the original path’s surface, no practical solution could be found.”

“The initial intention was for the flattest bricks to be re-laid, and for the remaining uneven bricks to be used for low seating walls along the edges of the walkway.”

“Several techniques were tried to remove the bricks from the pathway without damaging them, but unfortunately very few were able to be salvaged in one piece,” he said.

Cr McLeish said that Council was very sensitive to the efforts of Rotary and the local community who built the walkway back in 1991 and has incorporated many facets of the original pathway into the new design.

Prior to the bricks being lifted, professional photographs were taken and the images of the bricks will be used in a number of ways:

  • Names, dates and images will be etched into steel street furniture elements.
  • Photographs will be published in a book that tells of the history of the Rotary Walkway and features stories about the people who participated in the project.
  • Installation of an interpretive sign onsite, which will feature one or more photographs of the Rotary Walkway and share its history with passers-by.

Council will be working with Rotary to implement these projects.

The pedestrian safety and accessibility works are partially funded by a $150,000 grant from the Australian Government's Safer Suburbs Program Taxi Security Scheme  and are due to be completed early June 2015.

Manningham Council has a long standing commitment to Wonga Park and of recent years has committed significant resources and funding to upgrading recreation and community facilities.

The work continues this year with four major projects (totalling $979,000) underway that will bring significant community health and environmental benefit, increase accessibility and capitalise on work previously undertaken at the Wonga Park Reserve.

Principle Pedestrian Network

As part of Council’s Principal Pedestrian Network, the footpath along the western side of Yarra Road is currently undergoing a significant upgrade (almost $300,000) to ensure better access from Launders Avenue (and Wonga Park Village shops) to Jumping Creek Road and beyond.

These works will also include a pedestrian refuge to enable safer crossing of Yarra Street and easier access to the school crossing on Jumping Creek Road which serves the Yarra Road Primary School students and parents.

Wonga Park Reserve in the spotlight again

Local sporting clubs will soon have greater access to the Wonga Park Reserve with work commencing on the installation of floodlighting.

More than $244,000 has been allocated to install floodlighting at the Wonga Park Reserve Oval No: 1 in Launders Avenue, which is the winter home to the Wonga Park Wizards Junior Football (Soccer) Club and the summer destination for the Wonga Park Cricket Club.

The No: 1 oval is used for multiple sports throughout the year, including cricket and soccer and the proposed lighting works will require that infrastructure is located outside of the oval perimeter to enable the current mixed use to continue.

The Wonga Park Reserve precinct is a wonderful community focal point and the new lights will be a great bonus for the clubs to increase their access to the reserve and offer more training programs and other opportunities that will help expand their membership base.

The installation of floodlights is a welcome addition to the reserve that also saw the pavilion extensively refurbished in 2011.

Wonga Park Tennis Club refurbishment

Manningham Council has commenced work on a $400,000 refurbishment to bring the Wonga Park Tennis Club clubrooms up to current standards and incorporate disability access in and around the building.

The refurbishment is being undertaken as part of Council’s Asset Maintenance Schedule (AMS) Program, with additional funding from the Wonga Park Tennis Club, a grant from Tennis Australia and a community grant from the Bendigo Bank.

The Wonga Park Tennis Club is a vital focal point in the local community and works such as these are about providing an accessible and socially connected facility, which in turn encourages a healthy and active community.

The refurbishment includes the:

  • Extension of the building footprint to incorporate the amenities and storeroom
  • Construction of three new interior bathrooms (accessible, male and female)
  • Installation of a new relocated and central kitchen
  • Extension of the southern steel veranda structure and installation of a new roof
  • Replacement of all floor coverings throughout the building
  • Upgrade to existing heating and cooling
  • Painting throughout building and exterior
  • Construction of an accessible connecting path to the north-east car park

Sewer connections on Council buildings

As part of the Sewer Backlog program, six Council buildings in Wonga Park are being connected to the sewer at a cost of $35,000. Work started in mid September and all the buildings are expected to be connected by mid-October.

The buildings connected are the:   

  • Wonga Park Tennis Club - (included in renovation works of the tennis club)
  • Wonga Park Reserve public toilets
  • Wonga Park Hall on Launders Ave
  • Wonga Park Community Centre
  • Burch Memorial Pre-school/Maternal and Child Health Centre/ Wonga Park Community Cottage
  • Wonga Park Cricket pavilion on oval 2 - given the environmentally sensitive vegetation alongside the oval, works are being bored as much as possible in this area to protect the natural environment.

Manningham Council has recently applied for a planning permit for the construction of the proposed $17.9 million multi-use stadium at Mullum Mullum Reserve.

The proposed stadium includes five multi-use sports courts, seating for up to 500 spectators, amenities and a café. The facility will cater for a range of sports such as basketball, netball, badminton and volleyball. The facility will be critical to addressing the shortage of court space throughout Manningham.

Manningham Chief Executive Officer, Joe Carbone, said the stadium development is a key feature of the Mullum Mullum Reserve Management Plan.  The Plan, endorsed by Council in 2014 also proposes additional improvements at the reserve including upgrades to the existing sporting facilities, improvements to landscaping and the construction of better pedestrian and cycling links throughout the reserve.

“Manningham has a growing demand for court space for a range of sports including basketball, netball, gymnastics, badminton and table tennis, so the stadium development will play a pivotal role in freeing up valuable space at our other highball stadiums.”

“Mullum Mullum Reserve is one of this city’s wonderful recreation and sporting precincts and the proposed works will enhance this major community asset,” he said.

The planning permit application for the construction of the stadium is on public exhibition from Wednesday 19 August until Wednesday 9 September. Submissions should be made during this time; however Council can consider all submissions up until the day a decision is made on the application.

As part of the exhibition and planning permit application process, a community drop-in session will be held at the Donvale Hockey and Bowls Pavilion at the Mullum Mullum Reserve, at the corner of Reynolds and Springvale Roads, between 2.00 pm and 4.00 pm and 6.00 pm and 8.00 pm on Wednesday 26 August.

Members of the community are invited to attend the community drop-in session to speak to the project architects, specialist technical consultants and Council officers.

Following the public exhibition period, a report will be prepared for Council to make a formal decision on the planning permit application.

Subject to planning approval, construction of the stadium would commence in late 2016, with the facility expected to be open to the public by the middle of 2018.

Harold Link is a Manningham Council owned drainage and sewerage reserve located between Millicent and Alfreda avenues in Bulleen.

After consultation with local residents around the use of Harold Link, key improvement areas were identified in drainage, access, landscaping and safety. With the addition of identified site constraints, these have been factored into the final design and Council would like to thank the residents for their input on this important local project.

Delivery of the Harold Link Development Plan has now commenced, with construction of an improved shared access path and new landscaping occurring in two phases.

The improved access path will:

  • better connect pedestrians and cyclists to Harold Reserve and the Koonung Trail network,
  • provide new landscaping with native and exotic trees, garden beds and grassed areas, and
  • drainage improvements including the modification and installation of new drainage pits.

Yarra River Corridor Concept Plan

In addition, Council endorsed the Yarra River Corridor Concept Plan in February 2019. The plan presents a vision for the open space and recreational facilities along the North East Link Corridor. This plan has been presented to North East Link and various State Government Departments.

The Council report was submitted to NELP to consider as part of the projects planning and design phase. The report provides 19 recommendations which focus on achieving a net benefit to our community.  

The identified opportunities relate to transport improvements including:

  • road infrastructure,
  • public transport (including BRT),
  • walking and
  • cycling.

It also identifies opportunities to support:

  • recreation,
  • open space,
  • public art and community facilities, and
  • considers amenity issues such as noise, water, air and
  • environmental impacts.

Key to this, is to enhance key areas along the NEL alignment including:

  • the Koonung Creek Linear Park / Eastern Freeway corridor,
  • Yarra River,
  • Bulleen Park,
  • Bulleen Road corridor and the
  • Bulleen industrial precinct at Manningham Road.

 

Initial submission to NELA – Corridor options (Sept 2017)

A community forum was held by Council in September 2017 to inform its initial North East Link Manningham Council Submission. Based on this submission, Council passed a resolution on the North East Link at its Council meeting on 26 September.

Tom Kelly Athletic Track at Rieschiecks Reserve will be unavailable for use from early December until the end of May 2022. The track is closing so that the surface can be upgraded. These works will ensure that the track continues to be a safe and user friendly facility for the community.

The scope of work includes:

  • rehabilitating the existing track sub grade
  • replacing the existing surface
  • improving accessibility to the facility
  • minor modifications to the track alignment

Athletic tracks need major surface works every six to ten years, as part of their ongoing maintenance program.

The works are being carried out from December 2021 to May 2022 to minimise disruptions from inclement weather.

Alternative athletic tracks can be found nearby in Box Hill, Nunawading (Burwood East) and Greensborough.

Council has committed $1.2 million to deliver this project. The works support our commitment to supporting a healthy, resilient and safe community.

The athletic track's floodlights are also being upgraded to a compliant standard, as a result of a project that we are delivering in partnership with the Commonwealth and Victorian Governments. These works are already underway.

The facility's car park has also recently undergone a $400,000 upgrade, funded by the Commonwealth Government as part of the Local Roads and Community Infrastructure Program.

Manningham Council is lighting the way to energy savings, with a program to replace decorative street lights with more energy efficient LED light globes over the coming weeks.

The project is being delivered as part of Council’s 2019/20 capital works program, and follows the upgrade of more than 6,000 street lights in Manningham to light emitting diode (LED) lighting in 2017. 

The LED light globes use approximately 80 per cent less electricity than mercury vapour lights and have about the same light output. LED lighting also has a significantly longer lifespan.

Manningham Mayor, Cr Paul McLeish, said the upgrade was part of Council’s commitment to reducing environmental impacts and responding to climate change. 

“Replacing traditional mercury vapour globes with LED lights will significantly reduce energy use, greenhouse gas emissions, mercury pollution and the electricity consumption costs of these decorative street lights,” he said. 

“It is also expected to extend the life of each lamp by up to 20 years, further reducing increasing energy and replacement costs.” 

The light replacements will be carried out across Manningham throughout May and June with works happening between 8.00am and 4.00pm with minimal disruption to local traffic. 

This lighting upgrade project supports the United Nations’ Minamata Convention on Mercury, which was signed by the Australian Government in 2013. Globally, major lamp manufacturers have also signed the agreement signalling their commitment to cease production of mercury-containing lamps by 2021. 

“One of the key themes of our Council Plan 2017-2021 is to reduce our environmental impact and adapt to climate change, this is one of the initiatives we are delivering to support this in Manningham,” Cr McLeish said.

Doncaster East residents and passing motorists on Reynolds and Springvale Roads were treated to the spectacular sight of a bridge flying through the air near Currawong Bush Park.

A small crowd of fascinated onlookers witnessed an enormous mobile crane set up for the massive job of lifting the seven tonne pedestrian foot bridge off the back of a transporter, over tree tops and into place across the Mullum Mullum creek.

The installation of the new pedestrian bridge (on 11 November) is part of a $400,000 Manningham Council project to complete the missing links to create a 4.5 kilometre long off-road walking circuit.

Half of the new circuit will be along the Mullum Mullum Trail and the other half on the tracks within Currawong Bush Park (giving direct pedestrian access to the Currawong Conference and Education Centres and the Currawong picnic area).

The project is expected to be completed in early 2015.

The bridge was designed by local structural engineers (BSC Consulting Engineers) and constructed by CopeAg (who won the public tender).

Sporting facilities at Colman Park in Warrandyte South have undergone almost $1.7 million in upgrades, with a collaborative effort by Manningham Council and several sporting and community groups.

There are now extended social rooms, improved storage, player and umpire change rooms, better accessibility and viewing capacity for spectators in all weather. A play space has also been recently installed, with further work planned at the site.

Manningham Council contributed $1.5 million to the refurbishments, while sporting and community groups gave as follows:

- Warrandyte Community Bank - $75,000
- AFL Victoria - $50,000
- Cricket Victoria - $20,000
- Cricket Australia - $20,000
- South Warrandyte Cricket Club - $20,000
- Park Orchards North Ringwood Parish Junior Football Club - $10,000.

Manningham Mayor Cr Andrew Conlon said: “This project represents a fantastic collaborative effort to improve the amenities for football and cricket at Colman Park.”

South Warrandyte Cricket Club President Matt Fasan said: “Before these works, the players didn’t have proper change rooms so they are all fairly impressed.”

Park Orchards North Ringwood Parish Junior Football Club President Ritchie Appleby said: “Having purpose built facilities for both male and female players has made a huge difference - we have gone from 0 female players two years ago to over 150 today.”

Work has begun on the reconstruction of King Street Stage 1, between Blackburn Road and Wyena Way, Templestowe. 

To improve the safety and amenity of the area, two lanes will be installed, a shared path will be added on the northern side of the street and vehicle crossings, parking bays and landscaping added.

A community reference panel and open consultation process with local residents helped create the upgrade plan.

‘We are pleased these works are now ready to start. An upgrade to King Street will be of great benefit to residents and the wider community,’ says Manningham Mayor Cr Michelle Kleinert.

The project has been a number of years in planning and included a deal with VicRoads to swap road responsibility for this arterial road (King St between Blackburn Road and Victoria Street), in exchange for a section of Council road (Blackburn Road between King Street and Reynolds Road). Residents directly benefitting from the project will contribute a small amount to fund the project. In total, stage 1 of the upgrade is estimated to cost $2.26 million.

Following extensive consultation, Manningham Council has resolved to endorse the Harold Link Development Plan that incorporates a number of changes developed in response to submissions received from the community.

Manningham Mayor Cr Paul McLeish thanked all the residents who put in submissions and contributed to discussions for their passion and hard work in helping shape the Development Plan.

”The Development Plan has been amended as the result of extensive investigations by Council to ensure all options presented have been explored and given due consideration.”

The amendment to the Draft Development Plan will offer a number of benefits to the community.

Harold Link will be retained as a Council owned drainage and sewerage reserve
Council will pay for the full cost of the development which includes the full cost of the 3.5 metre wide shared access construction.
Council will maintain the nature strip and continue to contribute 50 per cent of boundary fencing
A safer and better maintained reserve
Greater certainty and control over increase in vehicle traffic
The shared access will be extended to include no. 58 Millicent Avenue
Properties with existing vehicle gates will continue to be allowed vehicle access from Harold Link while the installation of new vehicle gates will be subject to Council approval.
Residents will not be able to request primary access to their property from Harold Link, limiting inappropriate development
Further consideration will also be given to security issues through CPTED (crime prevention through environmental design) principles at the time of design, which may include signage and lighting.

Cr McLeish said that until Harold Link is developed, Council will continue to maintain the reserve.

 “With the approval of the plan a business case for future funding can now be evaluated against other Council priorities next year,” he said.

Manningham Council has welcomed the State Government’s announcement of $650,000 contribution toward the $20 million Mullum Mullum Reserve Stadium development.

The Major Community Sports Infrastructure Fund grant will assist Council in delivering a new facility which will cater for a range of sports including basketball, netball, badminton, table tennis and volleyball.

Manningham Mayor Cr Jennifer Yang and the Member for Eastern Metropolitan, Shaun Leane, braved torrential rain to visit the Mullum Mullum Reserve stadium site, where Mr Leane made the funding announcement.

Cr Yang said the State Government’s announcement a great step in forward in the development of this exciting new stadium.

“The State Government’s commitment demonstrates the importance of this significant project, which will address a current shortage of sports court space in Manningham.

“The stadium will be a great new facility for the Manningham community and will provide a boost for local sporting clubs,” she said.

The stadium development includes five new sports courts as well as a cafe, function rooms, administration facilities and a new car park.

It is anticipated that more than 200,000 participants will use this new facility each year.

In announcing the funding grant Mr Leane said, “Everyone loves their sport in Manningham and this fabulous project will mean participants of all abilities will be able to strut their stuff at a facility they can be proud of.”

It is anticipated that construction will commence on the stadium in August/September this year, with the stadium opening in mid 2018.

An upgrade revitalising Doncaster’s Ayr Street shopping district is now complete, with local and nearby residents invited to come along and celebrate Manningham’s latest Placemaking success.

From 11.00am to 1.00pm, Saturday 4 December, residents are invited to the official launch of the new upgraded Ayr Street shopping strip.   

Manningham Mayor Cr Michelle Kleinert said the strip has been transformed into an attractive, well-planned space with landscaping and greening to improve community connection and accessibility.

“It’s already been a hit with nearby residents, with many making use of the beautiful outdoor gathering spaces since restrictions lifted,” she said.

Cr Kleinert said the upgrade came about from a local trader wanting to extend their outdoor dining area.

“We recognised the innovative idea and revitalised the whole centre as part of our placemaking and capital works project,” she said.  

The official launch will include street performers Fur Ball and Shorty, and treats from local business Kat’s Cakes.

The upgrade is funded through the Victorian Government Local Councils Outdoor Eating and Entertainment Package (LGA Stream) Round 1 to develop more useable community spaces for our post-Covid recovery.

We want transport and road upgrades to improve safety, local access, pedestrian and cycling connectivity. The Victorian Government must cater for future growth now and deliver bus infrastructure improvements for Manningham.

We welcome the Doncaster Busway as part of the NEL. We are advocating that the Doncaster Busway (including the Bulleen Park and Ride) be designed to operate and function as part of a network-wide Bus Rapid Transit (BRT) system, beyond the defines of the Busway corridor that is currently contained along the Eastern Freeway between Hoddle Street and Doncaster Road.

There has been a significant growth in demand for bus and public transport services between Manningham and the CBD, with demand expected to continue to rise. DART buses travelling along Doncaster Road, Eastern Freeway, Hoddle Street, Victoria Parade and Lonsdale Street corridors are overcrowded and unreliable and are compromised by increased traffic congestion on the local road and freeway network.

We want the Doncaster Busway to be designed so it can transition to heavy rail, for the delivery of the Doncaster Rail in the future.

Manningham Council is seeking comments from the community on its proposal to rezone the front portion of the vacant Council owned land at 383-395 Manningham Road in Doncaster.

The rear portion of this land is the Manningham Centre Association’s (MCA) Melaleuca Lodge, a low care aged care facility that is set back an estimated 65 metres from the front boundary of Manningham Road.

The proposal, known as Amendment C111 to the Manningham Planning Scheme, is currently on public exhibition. The proposal aims to:

  • Rezone the land from a Public Use Zone – Health and Community (PUZ3) to a Residential Growth Zone – Schedule 2 (RGZ2), and
  • Apply the Design and Development Overlay (DDO8-1 Main Road Sub-Precinct) to the land to guide what could be built on this land.

At the same time as the amendment process, an application for planning permit has been made to subdivide the land into two allotments. The new front lot is proposed to be 2,440 square metres in size and will be sold for residential development through an Expression of Interest process.

Any person who may be affected by the amendment or the planning permit may make a submission. All submissions must be in writing and can be made:

One of Manningham's most recognisable landmarks is moving to a new home.

The iconic River Peel sculpture will be relocated from the Fitzsimons Lane and Porter Street roundabout in Templestowe to a site further along Fitzsimons Lane just south of the Yarra River. 

The River Peel sculpture is being relocated as part of the Major Road Projects Victoria upgrade to Fitzsimons Lane. The roundabout, which has been home to the sculpture for over ten years, is being upgraded to traffic lights to make it easier and safer to travel through. 

The Fitzsimons Lane upgrade plans to reduce congestion in peak periods to provide more reliable travel times, improve safety and make walking and cycling around the community safer. 

The plate steel sculpture was created in 2000 by artists Michael Bellemo and Catriona Macleod. The design reflects the Yarra River curves, as it bends and turns through the area, and an apple peel, as a homage to the history of orchards in the Doncaster and Templestowe areas.

The River Peel sculpture's new location will ensure it stays a gateway piece for Manningham and enjoyed by people in the 60,000+ vehicles using Fitzsimons Lane every day.

The streets lights of Manningham are now shining more sustainably thanks to a switch to energy efficient technology.

More than 6,000 street lights were replaced across the municipality in 2017 as part of Council’s $2.4m Street Light LED Replacement Program.

The original street lights were mostly 80 watt mercury vapours, and accounted for a large portion of Council’s greenhouse gas emissions and budget every year.

Improving the energy efficiency of public lighting within the municipality of Manningham was identified as a key strategic action in the

 where the goals are to: Improve energy and carbon efficiency by 20 per cent by 2020; and move towards zero net emissions

The old 50, 80 and 125 watt mercury vapour lights were replaced with energy efficient LED or light emitting diode luminaires that use up to 84 per cent less electricity but have about the same light output.

The efficiency of these LEDs means the project will have significant savings for Council in electricity and maintenance costs. The emissions reduction is equivalent to taking more than 300 cars off the road for an entire year. Up until 2017, this is Council’s largest energy and emissions saving project that we have ever embarked on.

These new street lights will also increase lighting quality, with more light being directed toward the ground where it is needed.

Recreational facilities and open space at Bulleen Park will be severely impacted. We believe our community should have continual access to be able to play football, soccer, cricket, archery, aero-modelling and enjoy the walking trails, playgrounds, barbecues and picnic facilities.

The NEL Environment Effects Statement (EES) severely underestimates the impacts to recreational users and multiple sports clubs at Bulleen Park. It is unacceptable that there will be a permanent loss of multiple sports facilities, loss of Oval One and public open space and restrictions on access and parking.

We are advocating to keep our recreational spaces along the entire Yarra River frontage to the existing parkland and to retain the existing space for archers, aero-modellers, cyclists and walkers.

All sporting facilities that are displaced should be fully replaced with permanent, enhanced facilities at suitable sites within Manningham. During construction, all displaced sporting clubs must be re-accommodated so programmed activities can continue uninterrupted.

We are also concerned about the impacts to the culturally significant Bolin Bolin Billabong and the Bolin Bolin Integrated Water Harvesting Facility, completed in 2017. Any proposal to provide Boroondara Council with public land within Manningham is unacceptable, unjustified and disadvantages our residents.

Seven years of construction is a lot for anyone to comprehend. We want guaranteed full impact mitigation strategies in place for the protection of our community. Impacts such as noise, traffic congestion, sporting field displacement and loss of open space must be managed appropriately.

We are concerned the potential impact of construction noise may be underestimated for some locations in Manningham. New noise walls must be constructed along the Eastern Freeway before existing noise walls are removed or any construction commences, so residents do not experience a gap in noise protection during the construction period.

Our preference is that the northern launch site for the tunnel boring machine is used to reduce the duration of construction in Manningham.

During construction, access to the Trinity Grammar playing fields will be diverted from Bulleen Road to Barak Street. The intersection of Barak Street and Thompsons Road should be signalised to ensure safe and efficient access during this period.
