North East Link Program is building a new Bulleen Road to create the space needed to build the new Yarra Link Green Bridge and North East Link tunnel entrance.
From 8.00pm on Friday 24 November until 7.00pm on Tuesday 5 December, lanes in both directions along Bulleen Road will be closed.
Access to local schools, clubs, sporting grounds and shops will remain open.
During these works, detours will be in place to keep you moving, however people travelling through the area may experience some intermittent delays.
A detour will be available through Thompsons Road and Manningham Road. Signs will be in place to guide you.

It’s official, a new robotic lawn mower is hard at work around Manningham!
Battery powered and remote controlled, the new addition is innovative and practical, offering significant safety benefits to our parks team.
Originally built for the agricultural sector, the mower went through decades of testing and development to prepare it for the demands of commercial use.
Manningham Mayor, Cr Carli Lange said, Council was always looking for ways to improve safety for staff and results for our community.
“The mower is compact and light weight, which means it can manage a variety of terrains, manoeuver up steep slopes, avoid unexpected objects and notifies staff when something blocks it’s path”.
“This makes it the smarter choice for hard to reach embankments, soft ground or hazardous areas, traditionally inaccessible to conventional mowers or tractor slasher equipment,” Cr Lange said.
The mower with it’s cutting edge technology is already in high demand and will continue to be hard at work around Manningham this summer.

An exciting new water play area and improved café will be part of the major redevelopment of the outdoor area at Aquarena Aquatic and Leisure Centre.
The project's detailed design is now underway, following Council's endorsement of the Aquarena Outdoor Masterplan last August.
Our Mayor, Councillor Carli Lange, said the community is eagerly awaiting the redevelopment, which will bring Aquarena’s outdoor area up to the centre’s modern, state-of-the-art indoor areas.

“Around 2,500 people visit Aquarena each day, and we love welcoming the regular swimmers, local families, swim clubs, and community and school groups.
The centre is highly valued by the Manningham community and visitors alike,” Cr Lange said.
“This redevelopment will ensure the outdoor space continues to meet the diverse and evolving needs of the community for generations to come.”
We have appointed Co.Op Studios as the architect to design the new space, and bring the Aquarena Outdoor Masterplan vision to life.
“The design process has been informed by the Aquarena Outdoor Masterplan, which involved extensive consultation with community users and industry experts, to guide the redevelopment of the outdoor spaces,” Cr Lange said.
“I want to thank everyone who shared their passion and interest in the future of the outdoor space. More than 800 people provided feedback to inform the development of the Masterplan. We’re excited to be delivering what the community asked for, and more”, she added.

Feedback from the community and stakeholders emphasised the need for more seating, shade, change rooms, a fun water play area, better spaces for schools and clubs, and a sustainable design to reduce environmental impact.
“An enhanced café will now serve both indoor and outdoor areas. The new outdoor change rooms will be only metres from the outdoor pool, and the outdoor pool will now have ramp access and a swim wall to swap between 50 metre and 25 metre lanes,” the Mayor said.

Other enhancements include state-of-the-art landscaping and the electrification of outdoor pool equipment, marking another significant step toward achieving Manningham’s emissions targets.
“Aquarena is currently our largest gas user. Making the switch from gas to energy efficient heat pumps, we can heat the outdoor area in an environmentally sustainable way,” the Mayor added.
The replacement of the centre's 50-metre outdoor pool will take place at the same time as the redevelopment works.

“Aquarena’s outdoor area has a rich history of over 50 years and has been a source of community pride for generations. For many in our community, this is their backyard – we’re embracing the theme of your backyard to create an inviting space where our community can get active, play, socialise, host events and relax,” Cr Lange said.
“We’re excited to start sharing the draft designs and offering on site consultation opportunities in the coming weeks. We’ll also be connecting with various user groups to keep them informed as the project progresses,” she added.
The redevelopment works are planned to begin in late 2025, with project completion expected in late 2027.

Manningham Council is preparing a submission to the State Government's proposed new housing targets.
Manningham Mayor, Councillor Carli Lange, said the submission would draw on Council’s significant strategic planning work and community feedback.
“We’ll use our existing planning and community data to advocate for a range of outcomes that support Manningham’s current and emerging needs,” Cr Lange said.
The State Government has proposed a draft target of 39,000 new dwellings in Manningham by 2051. This target represents a 76 per cent increase in dwellings over the next 26 years or around 1,500 dwellings per year.
Cr Lange said this represented a significant increase in growth projections for Manningham.
“Over many years, Manningham Council has accepted growth, planned for growth and managed growth in a balanced and incremental way – in close consultation with our local community.
“The increased growth projections, and absence of detailed information provided, are a concern for Council, however we welcome the opportunity to engage with the State Government to ensure positive outcomes for the future of housing in Manningham.
“We’re eager to better understand the thinking and data behind the targets and how the state and federal governments will support the market to provide this additional housing,” the Mayor added.
Council recently undertook comprehensive community engagement on its Residential Discussion Paper and Activity Centre Design Concepts. These initial phases of engagement will assist in preparation of the draft new Manningham Residential Strategy and Activity Centre Design Guidelines.
As part of the Residential Discussion Paper consultation, more than 70 per cent of respondents said the ‘look and feel of their suburb’ was their main reason for living there.
Respondents also identified a need for more diverse housing types, including more single level townhouses for downsizers and larger housing to suit intergenerational families.
When asked about preferred housing types needed for the future, single dwellings were the top choice (40 per cent), followed by townhouses (23 per cent).
The community expressed similar values and preferences in their feedback on the Activity Centre Design Concepts.
Around half of the survey participants identified as visiting Park Orchards and Warrandyte Goldfield activity centres most often. Many of these respondents urged the importance of protecting these areas from development because of the sensitive environment, valued character and amenity, and lack of public transport.
“The valuable community insights received through our recent consultations will help inform our submission to the State Government,” Cr Lange said.
“Plans for future housing growth should respect the valued neighbourhood attributes of local communities.
“Planning also needs to ensure that the housing delivered is diverse and provides for a range of incomes, lifestyles and life stages. It should also consider the impact on core infrastructure (roads, footpaths, drainage, community facilities), the environment, public transport, traffic and more.
“In addition to commercial development, we also expect that our major and neighbourhood activity centres will play an integral role in accommodating urban growth and development in Manningham,” she said.
To date this financial year, Council has approved planning permits for 651 dwellings – with 88 per cent of all our decisions made within the 60-day statutory timeframe.
Like other Councils, Manningham has issued permits for many homes that have not yet been built. As has been widely reported, the delivery of these already approved homes on the ground are challenged by the current economic conditions and rapidly increasing construction costs.
Council will keep the community informed throughout the engagement process with the State Government.

A new public artwork by artist Natasha Johns-Messenger has been commissioned for Ruffey Lake Park in Doncaster.
The Commission is being rolled out as part of the implementation of the Ruffey Lake Park Landscape Masterplan. Expressions of interest were sought from artists to propose site responsive concepts for Botanic Hill that celebrated the natural environmental features of the site.
With a primary interest in perception and site, Natasha Johns-Messenger creates artworks that employ body-scaled architectural interventions and optical techniques to produce a framework responding directly to the site as a pictorial object.
Johns-Messenger has exhibited internationally including across Asia, America, Europe and Australia including a solo show at Heide Museum of Modern Art in 2016. Most recently she was awarded the Southern Way McClelland Commission where she will install a new sculpture along the Peninsula Link freeway.
In the artist statement below Natasha speaks about what has inspired the work.
“EllipseCircleView, 2023 features two polished stainless steel forms: a circular structure and an ellipse. Framing Ruffey Lake Park panorama and the changing views, the sculpture encourages contemplation of its surroundings, the intertwining forms designed for both close and distant perspective appreciation.”
Site preparation work will commence at Boulevarde Hill in October with the work estimated to be installed between December 2023 and January 2024.

We recently completed the asphalt and resurfacing works on Everard Drive. Only minor works remain around one of the pits and the spoon drain along Everard Drive. These works are dependent on the relocation of an AusNet asset, and we expect to complete this final stage within the next two months.
We're installing a new drainage system along Everard Drive.
The project is expected to be completed in mid-2024, subject to weather and site conditions.
The project aims to protect properties in this location from the event of severe flooding. The new drains will better direct flood and stormwater away from people’s homes and into designated catchment areas.
During the design phase of the project, great care was taken to consider the cultural and environmental impacts of the drainage system upgrade.
We’ve been working closely with a qualified Heritage Advisor to understand the cultural significance of the location, with the area for works deemed as having a low likelihood of uncovering Aboriginal or other historical artifacts.
We’ve also partnered with qualified arborists to ensure trees with high significance are retained as part of the upgrade. We’ve designed the drain alignment to reduce impact on native vegetation, saving high-value trees and protecting the creek embankment.
Upgrades to existing paths and driveways have also been included in the scope of the project, and a full revegetation and planting program will be undertaken at the completion of construction.
The project will be constructed in two stages:
Stage one: Everard Drive between Taroona Avenue and Keen Avenue
Construction on this section was completed in March 2023.
Stage two: Everard Drive between Keen Avenue and Yarra Street

The drainage needs to be upgraded to achieve the following:
Prevent flooding of properties at Yarra Street and Everard Drive.
Minimise the impact of nuisance flow through private properties during minor rainfall events.
Minimise flood hazard risk by reducing large volume of overland flow through private properties.
What are the proposed works and what improvements are expected?
The proposed drainage works will include the following:
Constructing a new underground pipe drainage system within Everard Drive including several grated side entry pits and junction pits.
Connecting a new drainage system to the existing pit at the intersection of Yarra Street, Warrandyte.
Removing trees/vegetation to allow construction. Every effort will be made to reduce the need to remove trees, however it may be unavoidable in some areas.
Applying various modifications to existing drainage infrastructure including kerb and channel, asphalt footpath and reshaping of the existing driveways.
Reinstating any disturbed areas, including re-vegetation where possible.
How will construction works affect my street? Will there be disruption to traffic while the works are being undertaken?
During the construction process we may be required to close Everard Drive between Yarra Street and Taroona Avenue to install the drain. Appropriate detour signage and traffic management will be in place to assist with traffic flow and to provide guidance on access to your properties. We will update you when this will occur. Every effort will be made to reduce any inconvenience during the progress of these works.
Works will be programmed to minimise disruption to private properties and maintain emergency access and will generally be undertaken during normal working hours.
How will I be informed about construction disruptions?
Local residents will be informed of disruptions via direct mail. On site signage will also advise of any changes to road access.
Who is the contractor for the project?
The successful contractor for this project is Kalow Holdings Pty Ltd. They're a highly experienced drainage contractor with a long history of similar projects.
Has Council taken any measures to avoid/reduce tree removal?
We’ve taken several steps to reduce the number of trees impacted by the project. This includes:
Exploring a range of alternative drain alignments to reduce vegetation impact.
Designing the drainage pipe to be installed under the main road to avoid impacts on tree roots.
Designing the project so impact on high value trees is minimised.
Preparing a Tree Management Plan to be implemented during the construction.
Are any trees going to be removed as part of the works?
Yes, the upgrade will require some tree and vegetation removal. The design aims to balance the drainage upgrade needs, while minimising impacts on roadside vegetation and the character of the area. We have worked with our arborists to ensure trees with high significance are retained as part of the upgrade. At the completion of the project, we will replant vegetation and/or trees where possible.
Who will undertake any tree removal?
We will have Specialist Arborist from Council and an experienced Zoological Consultant on site during any removal.

Our new Economic Development Strategy (EDS) is a six-year plan to support businesses and employment in Manningham.
It addresses the significant changes in the business and employment environment, including the impact of the COVID-19 pandemic, global economic trends, and exploring opportunities for new investment in Manningham.
The business and wider community contributed to the development of the EDS with final feedback incorporated prior to the Strategy being endorsed by Council at its September meeting.
Con Valsamis is the President of the Jackson Court Traders Association and said the EDS would help local businesses and their networks build a vibrant city.
“We appreciate support provided as part of Manningham Council’s Economic Development Strategy. Our Association welcomes opportunities to further build local business and a sense of community,” Mr Valsamis said.
“The last few years have really affected most of the traders in Jackson Court, but we still have a fantastic spot and the vision for Jackson Court is to continue to make the shopping strip a vibrant and inviting mixed cultural destination for Manningham. The Economic Development Strategy will help us do that.”

Manningham Mayor, Cr Deirdre Diamante said as part of the strategy, Council would facilitate, advocate for, and implement projects, programs, and campaigns to create a vibrant and prosperous economy.
“Thanks to everyone who contributed to this planned vision to enhance our economy, support connectivity and provide genuine opportunities for growth in Manningham,” Cr Diamante said.
“In the final version of the EDS, we addressed your feedback including that Council should develop a permanent local co-working space, address a shortage of industrial space and celebrate unique local businesses.”

Educators at Tunstall Square Kindergarten are thrilled to welcome families back in term two after the major expansion works were completed in April.
The $1.4 million project has brought a range of new features and improvements, making it an even better space for your little ones to learn and grow.
Among the new features, the kindergarten now includes a second room that can accommodate an additional 52 enrolments, and the entrance has been upgraded with a new ramp for improved accessibility.
Children will love the new playspace and landscaping features, including a multi-use synthetic grass play zone with a soft fall rubber undersurface, water pump, and creek water play area. Even the entry of the neighbouring Maternal and Child Health Centre has received minor improvements.
The upgrade focused on sustainable features, including solar PV systems, energy efficiency, passive design features, and eco-friendly, sustainable material specifications.
The second stage of improvement works is planned to begin mid-year. This will involve constructing a new pedestrian path link from Russell Crescent into St. Clems Reserve and upgrading the Maternal Child Health Centre car park.
The project has been delivered in partnership with the Victorian State Government, which contributed $744,700 to the project, and the Kindergarten.

Educators are excitedly welcoming families back to the new-look Tunstall Square Kindergarten in term two, following the completion of its much-anticipated upgrade and expansion.
Manningham’s Mayor, Councillor Carli Lange, said the upgraded facility will better meet the needs of children, families and the teaching team at the kindergarten.
“Tunstall Square Kindergarten now offers upgraded, welcoming facilities that are enhanced by an amazing range of equipment and resources to support children’s learning,” Cr Lange said.
“Children will love the new multi-use softfall rubber, synthetic grass play zone, and water pump and creek water play area. It's all about learning through play.”
The kindergarten expansion includes:
a second kindergarten room, offering an extra 52 enrolments
upgraded accessible ramp and external entrance to provide universal access
partial playspace upgrades and landscaping including a new multi-use softfall rubber undersurfacing synthetic grass play zone, water pump and creek water play area
improved new entry into the neighbouring Maternal and Child Health Centre
new pedestrian path link from Russell Crescent into St Clems Reserve and car park
improvements to the Maternal and Child Health Centre (to be completed in April/May).
The design also incorporated sustainable features, such as energy efficient solar PV systems, energy efficient lighting and eco-friendly, sustainable materials.
This project was delivered in partnership with the Victorian Government and the kindergarten.
Understanding the lived experiences of our residents will be a crucial step to improving road safety in Manningham.
We're seeking your input on road safety issues to inform the development of our new 10-year Road Safety Strategy.
We'll use community feedback, along with the latest crash and incident data, and feedback from Victoria Police and other road safety partners to develop the strategy.
Since implementing the previous Road Safety Strategy in 2010, we have seen a downward trend in crash incidents. However, between 2017 and 2023, there were still 409 serious injuries and 11 fatalities on our roads.
"We're striving for vision zero in Manningham, which means nobody is seriously injured or killed on our roads. Because one is one too many," said our Mayor, Councillor Carli Lange.
"We're taking a data-driven approach to road safety. Hearing from our community about their lived experiences is critical to ensure we can draw a bigger picture and help people feel safe on our roads."
The previous Road Safety Strategy delivered improvements to infrastructure through the Manningham Bicycle Strategy and roads program. It also supported the ongoing implementation of awareness and behavioural programs such as the Manningham-Whitehorse L2P and Wise Driver programs.
The new strategy will provide a framework and action plan that aligns with the Victorian and National Road Safety Strategies 2021-2030 and adopt Safe System principles to reduce crashes, particularly those involving pedestrians and cyclists. It will consider infrastructure maintenance and improvements, advocacy to state and federal governments, and road safety education and outreach programs.
The Transport Accident Commission is funding the strategy renewal under its Local Government Grant Program.
The community survey will close at 5.00pm on Monday 17 June.

North East Link Program is building a new interchange at Bulleen Road that will connect an upgraded Eastern Freeway to the 6.5km North East Link tunnels in Bulleen.
To create the space for new ramps and the interchange, North East Link Program is building a diversion at Bulleen Road.
From late May there will be long term changes to how you access Bulleen Road and local areas.
Bulleen Road will be closed between Thompsons Road and Carey Bulleen Sports Complex in both directions from 7.30pm on Friday 24 May until 5.30am on Monday 27 May.
A detour will be in place via Thompsons and Manningham roads to keep you moving.
Lane closures along Thompsons Road will be required at times.
Access to local schools, clubs and sporting grounds will remain open as they complete these works.
From 5.30am on Monday 27 May, traffic will move onto the new Bulleen Road diversion, subject to weather conditions.

A new initiative by Mannigham Council will help fund future community services and infrastructure as the municipality continues to grow.
The Strategic Property Portfolio (SPP) has been created to provide an additional long-term funding source for Council.
The SPP will allow Council to respond to the needs of the community by selling or developing surplus land and strategically acquiring (or buying) properties.
Manningham Mayor Cr Deirdre Diamante said: “Our community is growing and so is the need for services and facilities. We need to look for new ways to fund these future needs without passing on extra costs to our community.”
“At the moment, rates are our main source of income, as we don’t have other income areas that some councils do, like large businesses or parking charges.”
“We are aware of the cost of living pressures on individuals and families and we want to continue to take a measured approach to passing on costs to our residents,” she said.
“We don’t charge the highest amount for rates that we could, we don’t charge for parking, and we try to reduce charges where we can. A recent example was that we didn’t pass on the full waste charge to our community.”
Cr Diamante said the SPP shows how, despite the challenging economic environment, Council continues to focus on financial sustainability and deliver great outcomes for our community.
“We know being a well-governed and financially sustainable Council which spends its money wisely on things that benefit our community is important to our Manningham residents. We’ve built this community feedback into commitments in our Council Plan, she said.
“The SPP is about being innovative, planning for the future and making sure we can deliver for our community in the long term.” Cr Diamante said as the first part of the SPP, Council has identified two sites in Manningham that it plans to explore options for use or development in 2024. These sites are 620-628 Blackburn Road Doncaster East and 300 Blackburn Road Doncaster East.
“We are in the early stages of looking at possibilities for these two sites. We will be keeping our community informed about this process and giving you the opportunity to have your say along the way,” she said.
Cr Diamante also noted that a third site, 699 Doncaster Road, Doncaster has also been earmarked as a long-term SPP project.
“We are yet to begin working through any details for this site – it is about 25 or 30 years away, so it is very much a long-term plan.”

Understanding the lived experiences of local residents will be a crucial step to improving road safety in Manningham.
Manningham Council is seeking community input on road safety issues to inform the development of its new 10-year Road Safety Strategy.
Council will use this feedback, along with the latest crash and incident data, and feedback from Victoria Police and other road safety partners to develop the strategy.
Since implementing the previous Road Safety Strategy in 2010, Manningham has seen a downward trend in crash incidents. However, between 2017 and 2023, there were still 409 serious injuries and 11 fatalities on Manningham roads.
"We're striving for vision zero in Manningham, which means nobody is seriously injured or killed on our roads. Because one is one too many," said Manningham Mayor, Councillor Carli Lange.
"We're taking a data-driven approach to road safety. Hearing from our community about their lived experiences is critical to ensure we can draw a bigger picture and help people feel safe on our roads."
Manningham’s previous Road Safety Strategy delivered improvements to infrastructure through the Manningham Bicycle Strategy and roads program. It also supported the ongoing implementation of awareness and behavioural programs such as the Manningham-Whitehorse L2P program and Wise Driver program.
The new strategy will provide a framework and action plan that aligns with the Victorian and National Road Safety Strategies 2021-2030 and adopt Safe System principles to reduce crashes, particularly those involving pedestrians and cyclists. It will consider infrastructure maintenance and improvements, advocacy to state and federal governments, and road safety education and outreach programs.
The Transport Accident Commission is funding the strategy renewal under its Local Government Grant Program.
The community survey will be open until 5.00pm on Monday 17 June.
Council will present the draft strategy for consultation via public exhibition later this year.

Local home-based and small businesses will benefit from a vibrant new co-working business hub located at MC Square Doncaster from mid-next year.
Manningham Council is investing $1.6 million from the 2024–2025 and 2025-2026 Council Budgets to redevelop existing, underutilised space to create a high-end, well-resourced and accessible work destination for local business operators.
Recent studies show that, while demand for co-working environments has grown post-COVID, there is a significant shortage of available spaces in the eastern region.
An estimated 80 per cent of all registered Manningham businesses are home-based and Manningham Mayor, Cr Carli Lange said the hub will play an important role in supporting these businesses.
“We know there are significant, proven benefits to co-working spaces, including opportunities to grow your networks, collaborate with other entrepreneurs and access professional high-end facilities without the usual overhead,” Cr Lange said.
“Small business owners and operators are a crucial part of our local economy and we are passionate about helping them to succeed. Our new co-working business hub will be an investment in the future of small business,” the Mayor added.
The development and operation of the co-working business hub is a Council Plan 2021–2025 priority and a key part of the Economic Development Strategy 2023–2028.
The Hub will be a contemporary space with everything on hand, including day and evening networking and upskilling events and a virtual receptionist, enabling members to have a dedicated business address for correspondence.
Filled with natural light, the space overlooks the leafy environment of Doncaster and beyond to the mountains. A vibrant café space downstairs provides a place for coffee and chats with clients and business connections.
The hub will also feature Council’s Business Concierge service, providing dedicated support to establish and grow your business. The project is expected to be delivered in July 2025, with capacity for 30–40 individuals.
“Council will consult with our local business owners and our friends at the Manningham Business Network throughout the hub’s development, to ensure we are delivering the best possible space for local commerce to thrive,” Cr Lange said.
MC Square, as a modern Council facility bringing together a range of other services, is an ideal location for the co-working space.
MC Square will undergo a revitalisation in the coming months, to become a space where different areas of the community can come together with a common purpose.
In addition to the co-working hub, the upgrade includes plans for refreshed internal branding and wayfinding, a new youth hub and redeveloped library facility.
Business owners will have the opportunity to check out the co-working business hub prior to redevelopment alongside the project architect in the coming months.
