Manningham has one of the largest networks of open space in metropolitan Melbourne covering approximately 17 per cent of the municipality and including more than 300 parks.
This includes recreation parks, sporting reserves, natural areas and neighbourhood parks.
Our unique natural environment provides a sanctuary to 56 threatened animal species and is home to 22 per cent of Victoria’s known plants, including 11 species of state significance and four species of national significance.
A large section of the eastern half of Manningham is designated as a ‘Green Wedge’ area for the protection of our natural and rural environment.

It’s that exciting time of year when you have an opportunity to review Council’s Draft Budget and proposed 10 Year Financial Plan.
Council endorsed the draft documents at its meeting last night (30 May).
“We surveyed the community about the forthcoming budget over the summer months and used this information to assist in formulating the Draft Budget and 10-year Financial Plan,” Manningham Mayor, Cr Deirdre Diamante said.
“These important documents outline how we will spend your rates on community services and infrastructure, so be sure to check them out.
“We’re delivering for our community with an operating budget of $146 million to provide more than 100 valuable services for Manningham,” the Mayor added.
We’re also delivering on our Council Plan, including:
• $38 million for a healthy community
• $24 million for liveable places and spaces
• $22 million for a resilient environment
• $5 million for a vibrant prosperous economy
• $31 million for a well governed Council
“We are conscious of cost-of-living pressures in our community and propose over $1 million of relief measures by capping the increase to the waste service charge, increasing our low-income rate rebate and introducing subsidies for school holiday programs,” Cr Diamante said.
Although inflation (CPI) is forecast to be at least 4 per cent in 2023-24 Council’s average general rate increase will be in line with the State Government’s rate cap of 3.5 per cent.
“We are continuing to invest in our community infrastructure with an extensive $54 million capital works program to maintain and enhance Council’s $2.5 billion of community assets.”
This this is in addition to the $20 million allocated to maintaining our important community assets.
“We will also deliver on our Climate Emergency Action Plan to reduce the impacts of climate change,” Cr Diamante said.
Proposed capital works spending includes $13 million over the next four years for circular economy (sustainability) initiatives.
Thank you to everyone who submitted feedback on what they would like included in the Draft Budget and 10 Year Financial Plan by completing our survey over summer.
We received more than 200 submissions and in order, your top priorities for Council spending were:
- Parks, reserves and other open spaces
- Maintenance and cleaning of public spaces
- Recycling and waste management
- Roads and traffic/parking management
- Drainage and stormwater management
- Environment and sustainability
- Sport (courts, ovals, fields and pavilions)
- Footpaths/cycling and pedestrian infrastructure

The final 2023-24 Budget and 10 Year Financial Plan will be considered for endorsement by Council at its meeting on Tuesday 27 June 2023.

Like our community, we were disappointed to hear the REDcycle soft plastics collection program has been put on hold.
We are working with other Victorian Councils to lobby the State Government for soft plastics processing facilities. The major supermarkets that provided REDcycle collection points are working with the State Government to find a long-term collection solution.
Some Councils with transfer stations are currently undertaking a trial with Advanced Plastic Recycling (APR), the main soft plastic processor in Victoria, who can accept and process soft plastics in Dandenong South.
We are continuing to research viable soft plastic collection service options capable of accommodating Manningham’s needs.
Unfortunately avoiding soft plastic is a challenge. Soft plastics are plastics usually made from polyethylene and easily scrunched down into a ball. Examples are shopping bags, produce bags, food packaging and bread bags.
Below are some ideas for changing daily habits to reduce soft plastics use and further information is available on the Plastic Free July website. If you have soft plastics place them into your red lid garbage bin. Do not place soft plastics into your yellow lid recycling bin as they cannot be recycled. Your green lid FOGO bin is only for food and garden organics.
Reducing your soft plastics waste
With soft plastics recycling on hold, instead of reaching for the soft plastic packaging, look for unpackaged items such as fruit and vegetables. Consider using paper bags or visit bulk food stores. Have your bags and containers ready especially for those unexpected trips to the shops.
In the kitchen, materials such as glass, cardboard, aluminium and hard plastic can be used as reusable food storage containers.
As a consumer, you can also advocate for packaging changes such as increases in recyclable, reusable containers made for refilling.
Try soft plastic free alternatives
- Soft plastic fruit and vegetable bags – from woven string to organic cotton mesh, there’s a diverse range of light-weight, reusable bags available for produce. Remember to keep them in your sturdier shopping bags when out and about. If you are in a hurry, paper mushroom bags are available in most supermarkets.
- Soft plastic packaging – when possible, choose loose produce or ask if you can use your own containers made from recyclable materials (glass, cardboard aluminium etc).
- Plastic wraps – store your leftovers in reusable containers, put a plate over your bowl, or use beeswax or silicon wraps. If you need a quick cover, aluminium foil can be used then crumpled into a ball and put into your recycling bin.
- Sandwich bags – alternatives include reusable food bags, wraps, containers or paper and cardboard as these can be recycled in your yellow bin. Avoid individually wrapped items, instead portion larger meals or food items into smaller reusable pouches or containers.
- Reusable containers - food in glass jars and hard plastic containers from supermarkets can be reused or consider purchasing larger meal containers that are dishwasher, oven and freezer safe and can be used multiple times.

Victoria Walks have created 26 digital maps of accessible walks around Victoria, giving people with disability greater access to nature walks.
Walking paths around Victoria have been audited and turned into digital walking maps as part of a project giving people with disability greater access to nature walks. This partnership between Victoria Walks and Scope Australia has been supported by the Victorian Government Access for All Abilities initiative.
So far they have completed 26 digital maps of accessible walks and the walks have been audited by people with disability, for people with disability.

Two Manningham residents have been recognised for their service to the community in the King's Birthday 2023 honour list, with both being awarded a Medal of the Order of Australia (OAM)....
Two Manningham residents have been recognised for their service to the community in the King's Birthday 2023 honour list, with both being awarded a Medal of the Order of Australia (OAM).
The honour recognises Australians who have demonstrated outstanding service or exceptional achievement.
Manningham Councillor Michelle Kleinert, also a Templestowe resident, was acknowledged for her service to local government and the Melbourne community.
Cr Michelle Kleinert has been a Manningham councillor since 2012, serving as Mayor in 2016-17 and again in 2021-22. Cr Kleinert has also served as President and is currently the Executive Officer of the Australian Local Government Women's Association – Victorian Branch. Cr Kleinert is passionate about advocating on the issue of mental health and has been an Ambassador of the Mental Health Foundation Australia since 2020.
Dr Andrew Barling from Donvale was recognised for his service to community health. Dr Barling is a General Surgeon at Western Health and previously worked as the Acting Head of the Thoracic Surgery Unit. He has also done extensive work with charities supporting people with cancer. Dr Barling is the Founder and former Chair and Board Member of the OTIS Foundation, which runs breast cancer retreats, and was the former Chair of the Bendigo Relay for Life.
Manningham Mayor Cr Deirdre Diamante congratulated Cr Kleinert and Dr Barling for their award and years of service serving the community.
"It is so inspiring to see the impact that both Cr Kleinert and Dr Barling have made in their fields – their commitment is making a meaningful difference in the communities they serve.
They have made exceptional contributions in local government, community health and community wellbeing, and recognition at this level is a testament to their dedication over many years."
