Manningham Council has partnered with FOCUS Consultants to deliver governance training to women in sport within Manningham.

This workshop will provide an opportunity for women to gain skills and insights to support their journey to become influential leaders, board or committee members. It will also provide the opportunity to network with other like minded administrators in a safe and supported environment.

This training is suitable for women who have either recently joined a board or a committee, or women who are looking to take on a board or committee position within the sport and recreation sector.

This workshop has been made possible by the 2021-22 Change Our Game Community Activation Grants Program.

The Freedom of Information Act 1982 (FOI Act) gives the public a legal right to access many documents in Council’s possession.

You can request access to:

  • documents about your personal affairs regardless of the age of the documents
  • any other documents which were created on or after 1 January 1989.

We will consider all requests in accordance with the FOI Act. Please note that some documents cannot be accessed to protect the public interest and some private and business affairs.

These exemptions and exceptions may include but are not limited to:

  • Internal working documents
  • Documents relating to legal proceedings
  • Documents affecting the personal privacy of others
  • Documents containing information obtained in confidence
  • Documents relating to trades secrets
  • Documents already publicly available or available by paying a fee under an act other than the FOI Act.

The Manningham Council Freedom of Information Part II Statement outlines the powers and functions of Manningham Council and provide a non-exhaustive list of the types of information and documents we may hold in relation to our functions and powers.

How much does a FOI request cost?

Please note that the following payment options are available for FOI fees and charges:

  1. In person at our Customer Service centre, located at Manningham Civic Centre, 699 Doncaster Road, Doncaster
  2. By cheque or money order, payable to 'Manningham City Council'.
  3. Electronic payment options. Council will provide an invoice to you outlining the available electronic payment options.

An applicant may request to have the application fee waived or reduced on the basis of financial hardship. Such matters are handled on a case-by-case basis and may require evidence of hardship.

Please note that further access charges may be applied to cover the costs of locating and providing access to the documents being requested under the FOI Act.

How to apply for a FOI request

For a Freedom of Information request to be considered valid it must:

  • Be in writing;
  • Provide sufficient information to identify the document(s); and,
  • Be accompanied by an application fee of $30.60 (from 1 July 2022). This fee is non-refundable.

What happens once your application is recieved

On receipt of a valid FOI application, a decision must be made within thirty (30) days. Please note that this timeframe may be extended. This may include, but not limited to:

  • An additional 15 days if third-party consultation is required to seek their views over the disclosure of documents; or,
  • Up to an additional 30 day time extension by agreement with you.

You will be notified if there is any change to this timeframe for a decision to be made.

When a decision is made to refuse access or defer access to part or all of a document, the applicant will be notified in writing of the reasons for refusal/deferral. If the applicant is not satisfied they can seek a review by writing to the Office of the Victorian Information Commissioner within 28 days of receiving the decision.

Monitoring

Content posted on Manningham City Council’s social media accounts are monitored during business hours of 8.00 am to 5.00 pm, Monday to Friday (excluding public holidays). Personal Interests Returns

The Local Government Act 2020 (Act) and the Local Government (Governance and Integrity) Regulations 2020 (the regulations) require that a summary of information submitted in Personal Interests Returns be made available to the public. The Chief Executive Officer must prepare a summary of the personal interests disclosed in the last personal interests return lodged. This summary must be made available on Council’s website and available for inspection at Council’s office. The following provides the categories under which all details must be disclosed on a Personal Interests Return form as required under section 8 of the Regulations.

Local Government Act 2020

Local Government in Victoria is administered under the Local Government Act 2020, which provides a framework for the establishment and operation of councils.

The Act is the main legislative instrument for Victoria's seventy-nine councils.

Part 1A of the Local Government Act contains the Local Government Charter, which describes the purpose, objectives and functions of council.

In addition to these matters, the Local Government Act also includes provisions for:

  • entitlements for residents and ratepayers to vote in council elections
  • the conduct of local council elections, nominations and vote counting
  • independent Electoral Representation Reviews by an electoral commission
  • council governance requirements, including codes of conduct and disclosure of conflicts of interest
  • council decision making, including records of meetings, confidentiality and limits on decisions during election periods
  • levying and payment of council rates and charges
  • preparation of Council Plans, budgets and annual reports
  • council's powers to make and enforce local laws.

Community Local Law

Manningham’s Community Local Law 2013 is a local law made under Part 5 of the Local Government Act 1989 and section 42 of the Domestic Animals Act 1994.

This Local Law is made in recognition of Manningham’s Generation 2030 Community Plan and the Council Plan, which, as Council’s overarching strategic documents, provide a long-term shared vision for Manningham and the community by guiding the development of policy and strategies.

Manningham City Council and its service providers value the privacy of every individual's personal information.

Human Rights Charter

The Victorian Charter of Human Rights and Responsibilities Act 2006 is a law that protects the human rights of all people in Victoria.

The Charter requires all public authorities and their employees to act compatibly with human rights in the delivery of services and when making decisions.

Manningham City Council recognises and respects that everyone has the same human rights entitlement to allow them to participate in, and contribute to, society and our community. We recognise that all persons have equal rights in the provision of, and access to, Council services and facilities. We also recognise that, at times, such rights may be limited, insofar as to strike a balance between individual rights and the protection of public interest.

The Charter complements other laws such the Equal Opportunity legislation and protects rights such as freedom of speech, freedom from forced work and freedom from degrading treatment which previously had no legal protection. The Charter sets out a list of twenty rights that assist all people to live with freedom, respect, equality and dignity.

Fraud and Corruption Control

Council is the custodian of significant public funds and assets therefore it is important that the community has assurance that these are adequately protected from fraud and corruption.

In December 2019, Council approved a Fraud and Corruption Policy and a Fraud and Corruption Control Plan.

The Policy sets out specific guidelines and responsibilities regarding appropriate actions that must be followed for the investigation of fraud and corruption and other similar irregularities.

The Plan documents Council’s approach to controlling fraud and corruption at both strategic and operational levels.

Both the Policy and the Plan need to be read in conjunction with the Manningham Risk Management Strategy and relevant legislation.

Manningham Council is reviewing its governance rules to provide even higher levels of transparency in its Council Meetings and decision making.

The Rules are being amended in accordance with the Local Government Act 2020.

Manningham Mayor, Cr Andrew Conlon said the Rules describe the way Council conducts its Council Meetings and make decisions.

“In this review we are proposing a number of changes including the timing for receiving Notices of Motions, introducing the ability to conclude debate with closing remarks and amending the criteria for recording informal meetings of councillors, to name a few,” he said. 

“We are committed to making decisions based on merit and ensuring anyone whose rights will be directly affected by Council’s decisions are provided the opportunity to be heard and their interests considered.”

All Manningham residents are invited to have their say and provide feedback on the proposed Governance Rules by 4 October.

Manningham Council is calling on the newly elected State Government to honour plans made by its predecessor to reduce travel times on buses between Doncaster and the city.

The former State Government committed $10.6 million in the 2014-2015 State Budget to the Doncaster Area Rapid Transit (DART) Service, which included plans for a new dedicated bus lane on the outbound approach of Victoria Parade and Hoddle Street from the CBD towards the Eastern Freeway.

Manningham Mayor, Cr Paul McLeish, said the additional bus lane would cut travel times by 10–15 minutes in peak traffic and benefit nine regular bus services, including DART. On an average weekday, 464 buses travel along the outbound lanes of Hoddle Street.

“Hoddle Street serves as a major arterial gateway for travel between the CBD and Manningham, and improved access along this route is critical for our 12,000 daily DART users. Hoddle Street plays a significant role for commuters, as public transport represents 36 per cent of all vehicle traffic on this road.” 

The Coalition Government’s funding commitment came after an analysis by VicRoads and engineering consultants Aurecon in 2012, which calculated a benefit-cost ratio of between 8.8 and 11.1 for each dollar spent by putting bus-only lanes on Victoria Parade and Hoddle Street.

Cr McLeish said it makes financial and common sense for the Victoria Parade and Hoddle Street bus upgrade project to proceed without delay.

“The City of Manningham remains the only municipality in Melbourne without either train or tram services, so we are solely reliant on a reliable, direct and frequent bus service to encourage our residents to use public transport.”

The return to Stay at Home restrictions means that many businesses in Manningham and across Melbourne are either limited in their operations or can no longer operate.

Local businesses and not for profits that are affected by the return to Stay at Home restrictions may be eligible for a one-off, $5,000 grant under the Victorian Government’s Business Support Fund - Expansion program.

Businesses that are eligible for this grant will meet all the below criteria:

  • operate a business located in metropolitan Melbourne or Mitchell Shire,
  • be a participant in the Commonwealth Government’s JobKeeper Payment scheme,
  • employ people,
  • be registered with WorkSafe on 30 June 2020,
  • have an annual payroll of less than $3 million in 2019-20 on an ungrouped basis,
  • be registered for Goods and Services Tax (GST) as at 30 June 2020,
  • hold an Australian Business Number (ABN) and have held that ABN at 30 June 2020, and
  • be registered with the responsible Federal or State regulator.

The Minister for Local Government has announced the new electoral structure for Manningham. The new structure was gazetted today and will apply to the 24 October Council election.  Manningham will now have nine single Councillor wards, a change from three wards with three Councillors each.

The new ward names are:

  • Bolin Ward
  • Ruffey Ward
  • Tullamore Ward
  • Westerfolds Ward
  • Waldau Ward
  • Schramm Ward
  • Currawong Ward
  • Manna Ward
  • Yarra Ward.


The Minister for Local Government selected the ward names, taking into consideration feedback received via community consultation undertaken by Manningham Council in May this year.

In total Council received over 160 contributions on ward names in Manningham during community consultation, with a strong preference toward names that reflected Manningham’s connections to the area’s history and future.

Manningham Mayor, Cr Paul McLeish said “We’re disappointed that the timeframe given to us by the former Minister for Local Government didn’t allow us enough time to engage the Wurundjeri Land Council on names for Manningham’s new wards.”

“In the future Council would like to engage further with the Wurundjeri Land Council to consider appropriate, permanent Indigenous names to be put forward to the current Minister for consideration.”

Livestreaming of Council meetings

Livestreaming will occur in real time via Council's Facebook page and the livestream recordings will be uploaded and available via this website within 48 hours of each Council meeting. Social media collection statement

We use various tools to manage our Social Network Services (SNS). This includes viewing public social media commentary in which Manningham Council’s accounts may not necessarily be tagged and listening to social trends and issues that relate to Manningham Council services and events.

We also use these tools to engage directly with you to provide information or a better level of customer service. In doing so, we may temporarily collect and store your personal information.

To protect your own privacy and the privacy of others we suggest that personal information (such as phone numbers and email addresses) are not shared publically when engaging with us on social media.

Coronavirus (COVID-19)

Members of the public can attend Council meetings in person. We have reviewed our Council meeting practices to ensure we provide a safe environment for Councillors, staff and the community at meetings.  Council meetings will continue to be live streamed and we encourage you to follow the meeting on our Facebook page (even if you don’t have a Facebook account) or website. The live stream is not interactive. Any comments or private messages directed to us while the stream is live will not be presented to Council or have a bearing on the conduct of the meeting.

Public Question Time – At this time, anyone wanting to ask a question of Council should submit their question via email by 5.00pm on the Monday before the meeting. You will have the opportunity to attend the meeting and read out your question or you can have your question read out by our CEO.

13 Councils, 2 million-plus residents: a unified voice to tackle homelessness

As a signatory to the Regional Local Government Homelessness and Social Housing Charter, Manningham joins 12 other Councils from Melbourne’s east and south in a unified voice, calling for urgent action for more social housing to end homelessness

The 13 Councils want more housing as the first step to address the often complex social and health needs of the region’s most vulnerable community members.

Providing a safe home first, as part of a broader social housing framework, is the way to stem the increase in homelessness. Only then can the compounding set of circumstances which leads to homelessness be properly addressed to enable better outcomes for vulnerable people facing extreme adversity.

Homelessness is more likely to affect those most vulnerable in our society, including women and children fleeing family violence, people with a disability, people living with a mental health condition, people living in poverty and marginalised groups.

Demand for social housing and increases in homelessness are growing issues in Manningham and across the region.

What is social housing and homelessness?

  • Social housing is housing owned and managed either by the State Government (public housing) or by Registered Housing Agencies (community housing) that is rented to low income households at either 25% (public housing) or 30% (community housing) of household income.
  • Homelessness, according to the Australian Bureau of Statistics and Homelessness Australia, is when a person does not have suitable accommodation alternatives. A person is considered homeless if their current living arrangement:
    • is in a dwelling that is inadequate; or
    • has no tenure, or if their initial tenure is short and not extendable; or
    • does not allow them to have control of, and access to space for social relations.

In Manningham, the latest census data estimated that 3,390 households were in rental stress, social housing or homelessness during 2016. Of these households, 1370 were in severe rental stress, 1520 in moderate rental stress, 290 were in social housing and 220 were experiencing homelessness.

What will the charter do?

The Regional Local Government Homelessness & Social Housing Charter 2020 prioritises three regional commitments that the 13 Councils will act on:

  • Work in partnership with federal and state government, public and private sector partners in a coordinated approach to deliver meaningful outcomes to increase the provision of social housing and respond to homelessness in east and south east Melbourne
  • Scope land within each local government area that has the potential to be re-purposed for adaptable housing needs
  • Advocate together for inclusive housing growth including mandatory inclusionary zoning

What is a petition?

Petitions are a way that lets you bring an issue of concern to us, so we may take action. It’s important to note that for us to consider a petition, it must relate to the powers of Manningham.

 

How to get Manningham to consider my petition?

You can find out what you need include in a petition via Manningham Council’s Governance Rules 2021.

For us to consider a petition, make sure it’s:

  • clear and in a permanent form of writing, typing or printing
  • not defamatory, indecent, abusive or objectionable in language or substance
  • about a matter within our powers.

To ensure that we’re able to consider your petition, a Manningham officer has to print the petition, unless it’s an online petition. The petition should also include everything we should consider and the following details of petitioners on every page:

  • name
  • address
  • signature.

 

How to submit my petition?

You can submit a petition in the following ways.

  • In person.

For us to consider your petition, we must receive the petition by close of business on the Monday before a meeting. We can’t guarantee that we’ll hear any late petitions. We may consider late petitions in the following meeting.

One of the most devastating impacts of the North East Link project is the proposed loss of the Bulleen Industrial Precinct. Some of these businesses have been serving our local community for over 40 years and at least 1,200 people stand to lose their jobs as a consequence.

Manningham Council call on the Andrews Government to ensure impacted businesses and employees in the Bulleen Industrial Precinct are treated respectfully and fairly. The process of any land acquisition and compensation must be conducted in a timely fashion, to give people the certainty they need now so they can plan for the future.

Council is particularly concerned about the social impact on employees of these businesses. A large number of employees in this precinct are in a vulnerable position when it comes to reemployment opportunities and have experienced extended periods of unemployment in the past.

The impact of the Bulleen Industrial Precinct closure could be just as devastating as the closure of Ford’s manufacturing operations. At least 1,200 Victorians are set to lose their jobs and Manningham Council is calling on the Andrews Government to provide compensation for all impacted employees.

Fair compensation must include a tailored transition package that is designed with affected workers to ensure their needs are met. We call on the Andrews Government to provide affected workers with compensation, reskilling and other elements as appropriate. Our primary concern is to ensure that any disadvantage caused by this project is minimised.

Once the North East Link project has been completed, we want to see the Bulleen Industrial Precinct reinstated as an employment precinct. Manningham Council estimates the local economy could lose up to $312 million annually if businesses are unable to relocate within our region.

Manningham Council is working closely with the North East Link Project to identify potential alternate sites for the Bulleen Industrial Precinct. We call on the Victorian Minister for Planning to intervene should any planning changes be required to aid this effort.

The Minister for Planning has appointed an advisory committee to report on the application of zones that provide for residential development in metropolitan Melbourne and the four regional cities of Bendigo, Ballarat, Geelong and Latrobe, having regard to managing growth, proximity to transport and jobs, housing affordability and diversity, and is seeking submissions from the community.

The Advisory Committee will be supported by the Managing Residential Development Taskforce comprising staff from the Department of Environment, Land Water and Planning (DELWP). 

The Taskforce is currently preparing Residential State of Play Reports for each metropolitan subregion and a combined report for the regional cities of Ballarat, Bendigo, Geelong and Latrobe. These reports will be made available to the public by Friday 29 January 2016.

Interested parties may wish to consider the Residential State of Play Reports before making a submission.

Submissions can be made on the DELWP website until 5.00 pm Monday 29 February 2016. 

Manningham Council will be making a submission, which will be available for viewing on Council’s website from 24 February 2016; as part of the March Council Meeting Agenda. The meeting agenda is also made available in Manningham libraries and at the Manningham Civic Centre, 699 Doncaster Road, Doncaster.

Manningham Mayor Cr Jennifer Yang has been appointed to the 2016 Local Government Mayoral Advisory Panel (LGMAP).

Cr Yang is one of 12 Mayors selected for this year's panel from a high quality field of applicants across Victoria.

Manningham Council Acting Chief Executive, Chris Potter congratulated Cr Yang on her appointment to the LGMAP.

“It is fabulous to again have a Manningham representative on the LGMAP.”

“This is Cr Yang’s second appointment to the Local Government Mayoral Advisory Panel and it is a wonderful opportunity to ensure that State Government hears directly from us about the range of issues impacting on our community and the surrounding region.”

Cr Yang welcomed the opportunity to join her colleagues in advising the Minister of Local Government on a range of legislative, regulatory, strategic and policy decisions which impact on local government.

“There is a great wealth of experience within the Local Government sector and the LGMAP is a wonderful vehicle to connect with the Minister to provide a better understanding of the issues impacting local government and to help develop policy responses and reforms that will strengthen the sector,” she said.

Community Activation and Social Isolation initiative

The Community Activation and Social Isolation (CASI) initiative helps people build social connections and support networks in their local communities during COVID-19. Manningham Council is managing this program for our community and partnering with community organisations to provide on-the-ground support.

We are acutely aware of the Coronavirus (COVID-19) situation and the impact this may have on your ability to make payment for your council rates at this time.

If you are experiencing genuine financial hardship as a result of COVID-19 you can apply for a special payment arrangement with us.

Apply for the utility relief grant scheme

Residents in the Manningham community experiencing temporary financial hardship may be eligible for a utility relief grant to help pay an overdue mains electricity, gas or water bill. The grant is up to $650 on each utility type in a two-year period.

Manningham Matters may 6 doncare donations

Emergency relief for temporary visa holders

Australian Red Cross is providing a small one-off emergency relief payment to people who are on temporary visas, who have no way to support themselves and have urgent needs.

Our COVID-19 Community Relief Package

Our package of relief measures includes support for local businesses affected by COVID-19. This includes:

  • 25% discount on the next round of annual registration fees for food and health premises
  • subsidised business development programs that will provide additional support to local businesses in the short and medium term

Our Business team have developed a number of programs to support our local business community.

Upcoming programs will include:

  • Business advisory services and mentoring for heavily affected businesses
  • One-on-one technical support and transition for businesses
  • Marketing support and business planning
  • Activation support post lockdown
  • Adaptation to the new business environment

Doncare

Doncare delivers a wide range of support services and programs to help families, the aged, youth and disadvantaged within our community. Their main services include:

  • Information and emergency relief
  • Counselling
  • Family services
  • Family violence prevention and recovery
  • Social support for seniors

State Government and Federal Government support

The State Government and Federal Government have a range of support packages available to individuals during this time.

  • The State Government has support for Victorians self-isolating with no access to food and essential supplies
  • The Federal Government has support available to those affected by coronavirus (COVID-19) via Services Australia

The Victorian Government also has a support package for Victorian workers impacted by COVID-19.

NDIS participants and providers can access support and resources via the NDIS website. 

 

Department of Health and Office of Youth

  • Family Recovery Fund Culturally and linguistically diverse individuals and families in Victoria who have been significantly impacted by COVID can access case management support (with a focus on mental health recovery, education, training and employment) through the Family Recovery Program. Information regarding this program is available in 13 community languages. If you would like more info, contact frp@cohealth.org.au
  • Extreme Hardship Support Program The Extreme Hardship Support Program (EHSP) provides emergency financial assistance to people on temporary and provisional visas and undocumented migrants who are not eligible for Commonwealth Government income support. It assists people with zero or very limited savings, income or community support to pay for food, medicine and bills during the coronavirus pandemic. EHSP is a Victorian Government program delivered by Red Cross and the Brotherhood of St Laurence
