When will you receive your rates notice?

Your annual valuation and rates notice is issued in August each year. After that you'll receive an instalment notice prior to their due dates, except if you are signed up to Council approved direct debit.

 

Need another copy of your rates notice?

You can get a copy of your notice/statement for $15.50 per copy.

How to pay

Select the payment options below to find out how you can pay once you receive a notice.

Pay by direct debit

If you've not already setup direct debit, you can choose to pay in instalments automatically through your bank account. You can choose between 4 instalments or 10 instalments. Select 'Setup direct debit' below to start the process.

Pay in 4 instalments

  • 1st instalment: 30 September
  • 2nd instalment: 30 November
  • 3rd instalment: 28 February
  • 4th instalment: 31 May

Pay in 10 instalments

Pay on or before the 15th of each month (or next business day) starting on 15 September.

If you are experiencing financial hardship, you can request fortnightly payments.

Pay each notice securely through our online payment portal using your credit card.

Pay each notice securely using BPAY through your bank, credit union or building society website.

The biller code and reference number is located on the front of your notice.

Pay securely through Post BillPay in one of the following ways:

Bring your notice with you. You can pay by cash, cheque, money order, EFTPOS or credit card

 Pay by phone 13 18 16

Quote the BillPay code and reference number located on the front of your notice.

Cut out the bottom portion of your notice and post it with your cheque or money order made out to Manningham City Council and addressed to PO Box 1, Doncaster VIC 3108.

Pay by cash, cheque or EFTPOS

To pay by cash, cheque or EFTPOS, visit our customer service desk at the Civic Centre or post your cheque. We do not accept cash by post. 

Make the cheque payable to 'Manningham Council' and cross 'Not Negotiable'. Detach payment slip on the notice and post with your cheque to: Manningham Council, PO Box 1, Doncaster, VIC 3108.

How we calculate your rates

Rates are our primary means of raising revenue to pay for all the services and infrastructure we provide to the Manningham community.

Each year:

  1. We work out how much rate revenue will be required to fund these services and infrastructure.

    This amount changes every year.

  2. We then divide this amount by the total value of all the properties within our municipality.

    This gives us the rate in the dollar amount – currently $0.00148199.

  3. The Capital Improved Value of each property is multiplied by the rate in the dollar amount.

    This is used to calculate the amount each property owner will pay.

The formula used for calculating General Rates

The term General Rates refers to the amount you are charged before any additional charges are applied.

The formula for calculating your General Rates is:

Capital Improved Value x Rate in the dollar = General Rates

For a property where the Capital Improved Value is $1,270,000 the calculations would be:

$1,270,000

$0.00148199

Calculation

$1,270,000 x $0.00148199 = $1,884

Other charges on your rates notice

In addition to the general rates levy, your rates notice will also include:

  • a waste services charge
  • the State Government fire services property levy
  • any overdue rates (arrears) from previous years.

 

Why do rates vary between councils?

If you own property in another local government area and wonder why some rates are more or less than others, this is because each council has different budgetary requirements for:

  • capital works
  • proposed works
  • ongoing costs to maintain services in the local government area.

 

What is rate capping?

The State Government has capped rate increases at 1.75 per cent for 2022/2023. We have elected to apply this 1.75 per cent increase rather than seek an exemption from the cap.

It is important to remember that the cap of 1.75 per cent applies to the overall rate revenue raised by the council and not each individual property.

Most properties will experience rate increases that are slightly lower or higher than 1.75 per cent. If your Valuation has either decreased or increased more than the average, it is likely you will see a rate increase lower or higher than 1.75 per cent.

To help you understand your rates notice, we've put together a sample rates notice. 

This example has been prepared as a guide only, the information and figures may not be a true reflection of a current rates notice.

 

1. Rating year

The period relating to this notice, effective from 1 July to 30 June each year.

2. Date of issue

This is the date that the notice was printed and issued.

3. Property ID

Council’s identification of your property. Please have this handy when making enquiries regarding your rates notice.

4. Amount due and due date

Provides the first instalment amount with the due date. If you are on Direct Debit, or have an arrangement with Council, this will be noted in this section. If you are on Direct Debit, Council will debit your payment.

5. Property location details

This section has your property address, title particulars and the Australian Valuation Property Classification Code (AVPCC). The AVPCC is assigned to your property according to the use of your land.

6. Property valuation details
  • Capital Improved Value (CIV) – The total market value of the property including land, buildings and other improvements. This is used in Manningham to calculate rates.
  • Site Value (SV) – The Site Value is the value of the land only, assuming any improvements had never existed. This is used by the State Revenue Office to calculate Land Tax.
  • Net Annual Value – For residential properties this is 5% of the CIV, and for non-residential properties it is the greater of the annual rental value or 5% of the CIV.
  • Level of Value Date – This is the date that the property was assessed and valued at.
  • Valuation Effective Date – This is the date that the Valuation has been used to calculate the rates.
7. Details of rates and charges
  • General Rate – Rate in the dollar is 0.00171312 cents, this is then multiplied by the CIV to get the Rates amount.
  • Standard Waste charge – Waste service charge for a Standard residential property.
  • Fire Services Levy – State Government charges collected by Council. This levy is made up of a fixed charge and a variable charge which is calculated on the CIV.
  • Pension Rebate/Low Income Health Care Card Reduction – If you are receiving a rebate, it will appear in this section of the notice. If you are eligible for a rebate and it is not showing on the notice, you will need to apply for the rebate.

8. Payments/Changes message

If you have made any changes or payments that were received by Council after this date, they may not be shown on this rates notice.

10. Total amount due

This is the total amount due on your account (including any arrears). If you have any arrears, please pay the arrears amount immediately.

11. Instalment payments

Your rates and charges amount due in instalments by the respective dates.

  • Four instalments – Payment of the 1st instalment must be received by 30 September. Council does not provide the option to pay in full in February. Late payments will incur interest charges.
  • 10 instalments – Only available via Direct Debit

Pensioner rate rebate

You could be eligible for a rebate if you live at the property shown on your rate notice and hold:

  • a current pensioner card
  • a DVA Gold Card with war widow or TPI classification.

You’ll also be eligible for a $50 rebate on your Fire Services Property Levy.

Low Income Health Care Card rate rebate

You could be eligible for a $100 rebate on the current rates and charges if you live at the property shown on your rate notice and hold:

  • A Centrelink Low Income Health Care Card showing ‘LI’

Applications for a rebate will only apply to the current year of an application.

Who can apply?

If you are experiencing financial difficulties or anticipate that you won't be able to pay your rates by the due date, you might be able to receive rates payment assistance.

 

Apply for a payment arrangement with us

You can apply to make a payment arrangement if you’re experiencing difficulties preventing you from paying your rates by the due date. This will allow you to pay on a weekly or fortnightly basis. Interest will still accrue.

Apply for financial hardship relief

You can make a payment arrangement or defer payments if you’re experiencing genuine financial difficulties. You can apply if the property is:

  • your main place of residence
  • your own business that you operate from the property.

If we approve your application, we may place a hold on interest if you’ve entered into a payment arrangement.

We assess applications for financial hardship in line with our rate debtor management policy.

Manningham Council will return carbon tax savings to ratepayers via their 2015/16 rates notice, following the Federal Government’s recent withdrawal of the carbon tax.

Manningham Council Chief Executive, Joe Carbone, said that an  additional $1.21 million was raised to offset the forecast cost of the carbon tax on Council services and infrastructure as part of the 2012/13 Annual Budget.

“This increase was the equivalent of a 1.56 per cent increase in rates and charges, or an average of $27 for each property.”

However, since 2012, Council has returned approximately one third of the price increase ($420,000) to ratepayers through lower waste charges. This equates to a reduction of approximately $9 to each household already passed on.

For 2013/14, waste charges increased by four per cent compared to the forecast six per cent increase, and for 2014/15 there was a zero increase, compared to the forecast six per cent increase.

Mr Carbone said Council is assessing the remaining cost savings on Council budgets following the withdrawal of the carbon tax from 1 July 2014.

“It is anticipated that the identified balance of savings will be returned by a one off reduction in the 2015/16 rate rise and that ratepayers will see this through their 2015/16 rates notice,” Mr Carbone said.

You will need a land information certificate if you are selling property

If you are selling property, you will need a land information certificate. This helps with settlement of sale.

If you are selling your property you will need a land information certificate so that the correct settlement of sale can be made.

 

How much does a land information certificate cost

As of 1 July 2022 the cost of a land information certificate is:

  • $27.80 for standard processing, allow 5 business days for an online application
  • $87 for urgent certificates required within 24 hours and is only available for online applications.

We encourage you to make applications online if you need a land information certificate.

 

How long does it take to send a land information certificate

If you have made a standard application, you will get your land information certificate within 5 working days.

The valuation process

All properties in Victoria are valued on 1 January each year.

Valuations are not done by councils. Valuations are completed by certified practising valuers on behalf of the Valuer-General Victoria (VGV). 

Valuations are then provided to councils to use for the calculation of rates. 

 

How valuers calculate property valuations

Valuers must return three valuations of each property which are:

  • Capital Improved Value (CIV).
  • Site Value, which relates to the market value of land only.
  • Net Annual Value, which is the current value of the property’s net annual rent. This is set at five per cent for residential properties, but could be higher for commercial assessments.

How to lodge a valuation objection

If you believe that the valuation does not reflect market value of your property at 1 January of the relevant year, you may lodge an objection.

Your objection must be submitted within two months of the issue date of the valuation and rates notice.

The issue date is located in the top right hand corner of your Rate Notice above the property ID

To make an objection you can either:

  • Submit your objection online.
  • Submit your objection by mail or in person by completing a valuation objection form. Please contact us if you require a hardcopy form.

You will still need to pay your rate instalment

You are still required to pay the rate instalment/s by the due date/s, even if you have lodged a formal valuation objection. 

If payment is not made by the due date/s, you will incur penalty interest charges.

If there is an adjustment to the valuation, there will be an amendment to the rate amount and you will receive a refund if there is a credit.

You can find out the statutory requirements and obligations within the Valuation of Land Act 1960 and the Valuation of Land Regulations 2014.

Manningham Council is seeking feedback on its proposal to update the open space contribution rates for subdivisions of three or more lots, to ensure the community continues to have sufficient public open space now and into the future. Under the Subdivision Act 1988, any developer seeking to subdivide land into three or more lots is required to provide an open space contribution to Council. The contribution is to compensate for the increased demand for open space caused by the subdivision and is assessed as a percentage of the property’s site value. It can be provided in the form of land, money or a combination of both.

Manningham Mayor, Cr Michelle Kleinert said the proposed contribution rates would allow Council to plan for better open space across the City.

"We know our community in Manningham values parks and open spaces and we want to ensure that as we plan for the future, we are able to continue to incorporate open space into areas where growth is anticipated," she said.

Council’s proposal, known as Amendment C123 to the Manningham Planning Scheme, includes introducing an eight per cent open space contribution for subdivisions in high growth areas and a five per cent open space contribution in the remainder of the municipality, where less change is forecast.

The contribution rate of eight per cent for high growth areas applies to Doncaster Hill and residential areas surrounding activity centres along main roads, near prominent intersections and/or commercial areas and within The Pines Activity Centre.

A mandatory five per cent public open space contribution has been in place for the Doncaster Hill precinct since 2005; this is now proposed to be increased to eight per cent.

For the remainder of Manningham, open space contribution rates have been applied on a case by case basis ranging from two to five per cent for subdivisions of three or more lots, this is now proposed to be set at a mandatory five per cent.
