Manningham Council has partnered with the Victorian Department of Health and Human Services and RMIT’s Healthy Liveable Cities Group to produce a neighbourhood liveability report for Manningham.
The Liveability Assessment of the Neighbourhoods of Manningham report provides an analysis of 16 different social, economic and environmental liveability indicators of health, to better understand the liveability strengths and challenges across the municipality.
The report analysed data across all 281 neighbourhoods in Manningham, with each neighbourhood comprising approximately 400 people.
Liveability indicators include socio-economic conditions, access to local community and social infrastructure services, environmental conditions such as access to public open space, walkability, transport, employment, early education, housing and access to alcohol.
Manningham Mayor, Cr Paul McLeish said the report would inform planning across the municipality, and help make Manningham a more connected, inclusive and healthier community.
“We will use this research to understand what drives the health and needs of our community, and use the insights to plan our neighbourhoods as Manningham continues to face the challenges of population growth, congestion and climate change,“ he said.
“This report will start an important conversation with residents and provides us with crucial insights so we can focus our attention on specific areas for improvement.”
The report will inform a range of future planning and strategy development areas, including the Manningham Healthy City Strategy and Council Plan.

Manningham Council has been awarded gold in the 2018 Australasian Reporting Awards (ARA) for its Annual Report 2016/17.
Council’s seventh ARA gold award, the 2018 award recognises overall excellence in annual reporting and endorses Manningham’s Annual Report as a model for similar organisations to follow.
The Annual Report is a key document that allows residents, businesses, community groups and organisations as well as state and federal government to stay informed on Council’s performance and future direction each year.
The 2016/17 report provides a comprehensive overview of Council’s achievements, challenges, aspirations for the future and commitments to the community throughout the year.
Manningham CEO, Warwick Winn, said the award is a great achievement and showcases Council’s commitment to reporting on its performance each year.
“Our Annual Report shows how we are tracking to deliver on our goals while providing an overview of Council’s activities throughout the year.
“We are committed to open and transparent reporting and with this, our seventh ARA gold award, we look forward to continuing to lead the way in annual reporting,” Mr Winn said.

Manningham Council has been awarded gold in the 2019 Australasian Reporting Awards (ARA) for its Annual Report 2017/18.
The award recognises overall excellence in annual reporting and endorses Manningham’s Annual Report as a model for similar organisations to follow. This is Manningham Council’s eighth ARA gold award.
The Annual Report is a key document that allows residents, businesses, community groups and organisations as well as state and federal government to stay informed on Council’s performance and future direction each year.
The 2018/19 report provides a comprehensive overview of our achievements and challenges throughout the year as well as our aspirations for the future.

Manningham Council has welcomed the long awaited release of the Doncaster Rail Study Phase One Final Recommendations Report but has expressed reservations regarding some of the report’s findings.
Manningham Council’s Acting Chief Executive, Leigh Harrison said it is unfortunate that it has taken more than 12 months to release this final report and that most of Council’s comments contained in our submission were not considered in the final findings.
“We agree that the rapid transit option is the most viable solution, and look forward to Doncaster rail being delivered within 15 years (by 2029), in accordance with PTV’s statement but Council is most disappointed with the recommendation to terminate the line at Doncaster Park and Ride, and not Doncaster Hill.”
“By 2030, we expect that Doncaster Hill will accommodate more than 10,000 residents and 5,400 apartments, along with several commercial offices in the area, and a possible expansion of Westfield Doncaster – all of which will generate significant traffic congestion without mode shift to public transport, which a rail station on the Hill would accommodate,” he said.
Mr Harrison said Council welcomes the announcement to commence works on Stage 1 of the Victoria Parade and Hoddle Street Bus Upgrade Project and is hopeful that there is bipartisan support for this project. We also look forward to further improvements and more capacity for buses to Manningham.
“We also welcome PTV’s announcement to undertake further investigations in 2015/16 into likely patronage figures and further engineering work on alignment and station footprints, which we assume will form Phase Two of the study as first promised by the Premier in 2010.”
“Council acknowledges the report’s findings that the East West Link (EWL) will not preclude a future Doncaster Rail line, however, irrespective of this, it appears that the proposed rail alignment is being altered to accommodate the EWL, potentially adding additional cost to build rail.”
Mr Harrison said Council will be keen to see how the two stated, precedent projects – the Melbourne Rail Link and the South Morang decoupling – will be programmed in conjunction with Doncaster Rail, in order to ensure the delivery of Doncaster Rail within 15 years.
“If the Melbourne Rail Link proposed completion year is 2026, then there will need to be overlap between these three projects to deliver Doncaster Rail by 2029,” he said.

Manningham City Council will discuss its 2013/2014 Annual Report at the Council Meeting to be held on Tuesday 28 October 2014, commencing at 7.00 pm in the Council Chamber, 699 Doncaster Road, Doncaster.
The Annual Report will be discussed in accordance with the requirements of Section 134 of the Local Government Act 1989.
Manningham City Council has received a copy of the Auditor’s Report under Section 9 of the Audit Act 1994. A copy of the Auditor’s report is included in the 2013/2014 Annual Report.

Manningham City Council covers a large area on the outskirts of Metropolitan Melbourne with large open public spaces that are heavily vegetated (e.g., public walking trails such as Ruffey Creek Trail). In addition, Council is responsible for maintaining the approximately 80,000 urban street trees within the municipality (e.g., trees in residential and other occupied areas).
On 3 April 2020, Mrs Elaine Betty Sime passed away after being admitted to hospital the day earlier with injuries sustained from part of a tree falling in her while walking at the Ruffey Lake Park Trail in Templestowe. Mrs Sime also suffered a significant number of bee stings.
Prior to the Incident, Council had an inspection program and applied a reactive approach to vegetation in open spaces such as the Ruffey Creek Trail and such areas were not expressly included in Council’s preventative tree management plan that focused on street trees.
Since the Incident, Council has undertaken a comprehensive review of its entire tree management program. The review has resulted in a consistent and proactive approach to the management and maintenance of all vegetation in the municipality. This was acknowledged by the coroner’s findings.
The Manningham City Council Tree Management Plan has now been endorsed and implemented. The Tree Management Plan is an operational document with industry leading process and best practices for the assessment, management, and documentation of trees within Manningham.
Council regrets that the Incident occurred and would like to take this opportunity to extend its sincere condolences to Mrs Sime’s family and loved ones.
