Doncare is a not-for-profit community services organisation that has operated in the Manningham community since 1969. Doncare provides counselling for families and children in crisis; prevention, support and recovery following family violence; specialist intake and risk assessment; integrated family services; case management; emergency relief; social support for seniors and financial and material aid.

Selected Council data is now freely available for public use as Manningham Council embraces the Federal Government’s quest to provide a more open and transparent government.
From Thursday, 14 December, selected Council data sets were made publically available on the Federal Government website data.gov.au.
Manningham Council CEO Warwick Winn said Council was taking steps to become a more open and transparent organisation.
“We’re making a range of data available, from our open space facilities and street trees to bushland regions,” he said.
“In publishing this information, Council hopes to create positive outcomes for both Council and the wider community.”
Mr Winn said other Councils with data sets made publically available had already seen benefits in the community and their organisation.
“Data from other Councils have been used to develop mobile phone apps for disabled residents and a stormwater tracker to help monitor drainage networks,” he said.
“It will provide an easy way to find, access and reuse public data.”
In making selected Council data publically available, Manningham Council takes its privacy and legal obligations seriously. All data published will be de-identified to meet Australian business laws.
Data will also be made available on Council’s website from early 2018.

Manningham Council welcomes the introduction of the State Government’s “Know Your Council” website as an opportunity to provide rate payers with greater insight into its performance and make meaningful comparisons across the Local Government sector.
Manningham Mayor Cr Jennifer Yang said Council has the best interests of residents as its priority and always operates in an open and transparent fashion.
“We are accountable to the community, so the opportunity to publicly display performance levels is something we are embracing.”
“However data and measures need to be relevant and simple to understand. The success of this initiative will be measured by how well it simplifies performance measures and helps to improve council services to the community.”
Cr Yang hoped “Know Your Council” will provide a meaningful guide that reinforces what we are doing well and help us to identify and investigate the areas that need attention to ensure we meet community expectations in all areas of operation.”
“That means comparing “like with like” and if it achieves that objective it will be a well used and relevant tool for both residents and all levels of government.
“As with anything new, there will be some teething problems initially but over time I look forward to these indicators not only demystifying the role and function of local government but also highlighting the exceptional work that is being achieved every year,” she said.

Manningham residents are reminded that under new State Government Tobacco Reforms smoking is prohibited within four metres of an entrance to all Victorian children’s indoor play centres, public hospitals, registered community health centres and certain Victorian Government buildings.
The smoking ban applied from 13 April 2015 and aims to:
- Protect the community from exposure to second-hand tobacco smoke
- Further de-normalise smoking in the community. The more people see smoking in public places the more they will tend to think smoking is okay, rather than harmful
- Support people who have quit or are trying to quit smoking.
There is strong community support for banning smoking at public places and Manningham Council is supporting the State Government initiative by assisting with the education campaign to inform the community of the recently introduced changes.
While it is expected that most people will voluntarily comply with the smoking ban, Council Local Laws officers are authorised under the Tobacco Act 1987 to enforce the new smoking ban when necessary.

Manningham Council has welcomed increased funding from the Victorian Government to support the vital work of local State Emergency Services (SES).
Acknowledging changes to the funding arrangements by the Victorian Government, Council will continue to provide operational support where required, maintain the current accommodation support arrangements and review the contribution Council provides.
“Manningham provides accommodation and in-kind operational support to the local unit which attended hundreds of calls for help from the community last year,” Manningham Mayor, Cr Andrew Conlon, said.
“I want to acknowledge the VicSES and their dedicated volunteers for their continued commitment to the Manningham community.
“Council will continue to work and partner with the VicSES to support planning and implementation activities to facilitate community resilience and emergency awareness throughout the Manningham community.”
The valuable contribution to the community of the local SES will be acknowledged at Manningham’s annual emergency services reception being held tonight, Wednesday 5 May.
In the interests of good governance, and acting under section 164 of the Local Government Act 1989, Manningham City Council (Council) intends to consider a report on whether or not Council should discontinue the Templestowe Village Special Charge Scheme (special charge). The special charge, which was declared by Council on 25 August 2015, has now been levied for payment.
Any owner or occupier of any property or business who is liable or required to pay the special charge is requested to make a written submission to Council on whether they support or object to the proposed discontinuance.
Council will consider any written submissions which it receives before deciding whether or not to discontinue the special charge. If an owner or an occupier does not make a submission in which they object to the proposed discontinuance, Council will consider that they support the proposed discontinuance.
Written submissions, which should be addressed to Vivien Williamson, Manager, Economic and Environmental Planning, and delivered to Council at 699 Doncaster Road, Doncaster or mailed to PO Box 1, Doncaster 3108, must be received by Council no later than 5.00 pm on Friday 15 January 2016.
