What is FOGO and why do we need it?
56 per cent of waste found in our average red lid garbage bin is made up of food waste. When this breaks down in landfill it creates methane, a greenhouse gas which is 23 times more damaging to the atmosphere than carbon dioxide. Removing food waste from your garbage bin will divert up to 20,000 tonnes per year from landfill.
FOGO stands for Food Organics Garden Organics. It describes the materials you will be able to place into your existing green lid garden bin starting next year in July 2023.
This state-wide initiative will see all Victorian Councils introduce a FOGO service by 2030 as outlined in the State Government's Recycling Victoria Policy.
FOGO will assist us in achieving our climate targets of net zero emissions by 2028 and net zero community emissions by 2035, by reducing the amount of food and garden waste sent to landfill.
How FOGO will change your existing waste service
For those who have an existing residential waste service, there will be four main changes:
Starts 3 July 2023 Your existing green lid garden waste bin will become your Food Organics Garden Organics (FOGO) bin. If you don't have a garden bin, order a new one. |
|
Weekly |
Starts 3 July 2023 Your green lid garden waste bin will be collected weekly (instead of fortnightly) to accommodate for the food waste which will no longer be placed in your red lid garbage bin. |
Fortnightly |
Starts 3 July 2023 Your red lid garbage bin will be collected fortnightly (instead of weekly), on the alternate week to your yellow lid recycling bin. |
Between March and May 2023 We will deliver a new kitchen caddy and a roll of 150 compostable liners (a year's supply) to every household to help you carry out food scraps to your FOGO bin. You will be able to opt out of receiving a kitchen caddy and liners later in the year if you wish to use your own container for scraps and/or newspaper as a liner.
|
When will it happen?
Do not place any food waste into your garden bin until the new service launches next year as of 3 July (2023).

FAQ's about this service
FOGO is a state wide initiative. The Victorian Government has led four local government groups through a procurement process. Our group, the Eastern region, was the last to go through this process.
Now that the procurement process is complete, we are engaging with our community to ensure we deliver a successful service commencing 3 July 2023.
Yes, the FOGO bin (your existing garden bin) will be collected weekly and your garbage and recycle bins will be collected fortnightly.
No, your bins will continue to be collected on the same day as they are now.
Owners and tenants can order a garden waste bin at any time. There is no additional cost. Please contact waste@manningham.vic.gov.au to order your garden bin.
In addition to your garden waste, you will be able to place all food waste in your food and garden organics bin. This includes:
-
fruit and vegetable scraps
-
bread, rice, pasta
-
meat and bones (raw and cooked)
-
cheese, eggs and eggshells
-
nuts, grains and seeds
-
mouldy or expired foods
-
plate scrapings and leftovers
-
pastries and cakes
An extensive list will be made available later this year.
Yes, only food waste can be placed into your FOGO bin.
Food packaging including stickers, rubber bands, plastic containers, tins, plastic bags or plastic wrapping cannot be placed into your FOGO bin.
A kitchen caddy along with a years’ worth of compostable caddy liners will be provided to every household with a residential waste service.
The caddy is a small, lidded container used to store and transport your food scraps.
Keep your kitchen caddy handy as you prepare food. Place your food scraps into your caddy and when it’s full, tie your compostable liner and place it in your FOGO bin.
No, you can use any container to collect your food scraps. Although we recommend using a container with a lid. An old ice cream tub or similar makes a great caddy.
You can line your container with newspaper or paper towel instead of using compostable liners.
If you don’t want to receive a kitchen caddy and compostable liners, we will give you the opportunity to opt-out later in the year.
Firstly, well done for composting at home! You can keep composting as usual.
The FOGO service can complement your existing efforts. You can place certain items into your FOGO bin that some home composting systems can't accept.
When the service starts, the food and garden waste collected from Manningham households will be sent to Bio Gro, an organics facility where it will be transformed into high-grade compost.
Tips to reduce odours:
- place food waste in a compostable bag or wrap in newspaper
- try alternating layers of food waste with garden waste, like lawn clippings or dry leaves
- wrap up food waste like prawn shells, seafood and uncooked meat scraps and store them in the freezer until closer to collection day
- store your bins in a shady, flat and well-ventilated area
- rinse your bins occasionally, and always keep the lid closed
- sprinkle some bicarb soda in the bin to neutralize smells
Residents with children in nappies can apply for one additional 120L garbage bin at a discounted cost.
You will be required to complete an application form to assess your eligibility. This form will be available from March 2023.
To be eligible, you must have two children under four years of age.
Where the household includes two (or more) children, both under the age of four years and in daytime nappies, the following documentation must be provided:
- a statutory declaration
- copies of birth certificates
- a medicare card showing the names of each child
The concession will expire after one year unless a subsequent application is approved.
Tenants will need to contact the owner, landlord or property manager to request an application form on their behalf. The tenant will be required to complete the application form.
No, at this stage our kerbside food waste collection service doesn’t cater for commercial quantities.
If you live in a residence with shared bins, ask your owner's corporation or manager to contact us.
We will work with them to make sure that your property has the appropriate waste service and bin capacity to meet the Victorian Government's FOGO requirements.
FOGO will become part of the annual waste service charge, outlined on your rates notice.
Based on our modelling, the cost of introducing FOGO is anticipated to be offset by the cost savings of sending waste to landfill, meaning it should be cost neutral for rate payers.
The cost of sending food waste to landfill is ever-increasing, particularly as the waste levy charge continues to significantly rise each year.
Taking our food waste out of the garbage bin and combining it with garden waste for processing into compost is better for our environment.
Achieving a cost neutral FOGO service in Manningham will be based on diverting between at least 40% and 80% of Manningham’s food waste from landfill.
