What the program hopes to achieve

The Recreation Capital Works Funding Program supports sporting facility infrastructure developments.

The aim of the program is to:

  • increase participation in organised sports
  • increase participation in active recreation
  • provide a transparent and equitable process for the development of our sporting facilities.

Projects the program funds

The program aims to provide funding for a range of projects, including but not limited to:

  • pavilion upgrades
  • sports field floodlighting
  • tennis court upgrades
  • synthetic surfaces
  • cricket nets
  • coaches boxes
  • spectator shelters
  • bin cages
  • storage buildings.

Contact us to apply for non-sport related infrastructure such as traffic bollards and car parks.

 

What type of applicants does the program support

We accept applications from groups that:

  • have a written agreement with us to use our sporting facilities
  • demonstrate the capacity to fund the required financial contribution, where applicable.

How to apply

1. Read our Outdoor Sports Infrastructure Policy

The Outdoor Sports Infrastructure Policy has information on the type and size of infrastructure provided for each sport. The policy also has information on the required financial contributions from user groups.

2. Contact us to discuss your project

Before submitting an application, contact our Recreation Liaison Officer on 9840 9333 to discuss your project. We’ll give feedback on the project proposal and will advise you on whether we’ll permit submission of the project. We won’t assess applications if you haven’t had a discussion with our Recreation Liaison Officer.

3. Gather the info we require

Before you complete the form, include the following info:

  • How your project will increase participation.
  • How your project will increase participation opportunities in unstructured recreation such as walking or jogging.
  • The risk your project poses if it's not completed.
  • Will your project incorporate environmental sustainable design principles such as water retention, waste reduction and energy savings.
  • Financial info including total project amount and any grants that you’ll obtain to help fund the project and the contributions your organisation will make.

4. Submit your application

Submit an application by completing the Recreation Capital Works Funding Program Application Form. We accept applications all year round and make an assessment 2 times per year.

Support is available to community groups who require more assistance with their application and advice on how to apply online.

What happens after we receive an application

We’ll assess applicants every February and August. You should also be aware that:

  • we’ll contact applicants to let them know of the outcome of their submissions
  • there’s no guarantee of funding for submissions
  • we’ll make an assessment against a predetermined criteria.

As part of Manningham’s open space capital works program, the Aintree Reserve playspace in Doncaster is being upgraded.


The upgrade will include:

  • New multi-activity play equipment, including monkey bars and a double slide
  • New triple swing, including basket swing
  • New access path and picnic table area
  • Rocks, balancing logs and steppers for nature play
  • New tree and garden bed planting
  • Retaining the grass areas for picnicking and informal play

Construction works are scheduled to start during May 2015 and will take approximately four weeks to complete.

With so much changing and slowing down at this time we are pleased to reassure you that our planned infrastructure, road and drainage works are continuing on schedule.

This month, we completed the Bulleen Park pavilion upgrade, which included an upgrade of changing facilities to make them female friendly. The project, which was jointly funded by the Victorian Government, also included a general refurbishment of the existing facilities.

Also this month, we completed upgrades to the existing drainage infrastructure Chippewa Avenue in Donvale. Works included new pits, pipes and road layout.

We will continue to keep you informed about our current and future works across our city.

Manningham Council welcomes the announcement by the Victorian State Government to appoint Spark Consortium to construct and operate the North East Link, and looks forward to working with them to achieve best outcomes for our community.

Council has played a key advocacy role in the planning of North East Link to ensure sports and recreation improvements, improved sustainable transport options, tree revegetation plans and traffic management outcomes amongst many other opportunities and impacts. 

The recent announcement is a step in the right direction and it is pleasing to see that our voice has been heard and some of our concerns appear to have been addressed.

Council will provide further feedback to North East Link on various aspects of the project, once we have had an opportunity to review design concepts, including:

  • the design of the Manningham Road interchange,
  • noise wall designs along the interface of our local roads and homes, and
  • the bus-way design and Park and Ride facilities’ along the corridor

Manningham Mayor Cr Andrew Conlon said he looks forward to continuing to work with the State Government on this major project in Melbourne’s north-east and advocating for our communities interests.

“Our community deserves the best and I look forward to seeing the project designs and ensuring there are benefits for our residents, with minimal impacts, as far as practicable, during construction and beyond.” Cr Conlon said.

Council was particularly pleased with the news regarding walking and cycling infrastructure along the corridor as well as additional wetlands and a cultural precinct. We also understand the 300-year old tree at the Manningham Road interchange has been saved as part of the plans, which is great news. 

We will continue to advocate for the redevelopment of the lost Bulleen industrial precinct as employment land as well as ensuring the lost open space (passive and active recreation) is mitigated and / or replaced.

In regards to Bulleen Park, we will be seeking further information on the southern portal and the Yarra Link green bridge design and hope that this will also go towards mitigating the loss of open space along the NEL corridor. In addition we will be closely monitoring noise and air quality impacts of the project.

Council will provide further feedback to North East Link and our community once we have had an opportunity to review designs early in 2022.

Manningham Council has completed major drainage upgrade works in Florence Avenue, Donvale, to ensure the area can withstand a one in 100 year storm event.

Donvale Preschool will be one of the main beneficiaries of the works, after the front of their property flooded following significant storm events in 2012.

A Council investigation found that Donvale Preschool is located in a localised low point in the street network, and the existing drainage system was inadequate during major storms.

Council has now installed approximately 230 metres of additional drainage and built drainage pits, in particular at the low point in the street, to complement the existing local drainage system and to protect the preschool and adjoining properties.

Manningham Mayor, Cr Paul McLeish, said that the works are a part of Council’s commitment to continuously improve Manningham’s drainage system.

“The Florence Avenue drainage improvements cost approximately $410,000 and were funded through Council’s Capital Works budget over two years.”

“Council reviews its drainage strategy regularly to ensure Manningham’s drainage infrastructure continues to meet today’s standards and the needs of the community,” Mr McLeish said.

Manningham Council has responded to community safety concerns and has commenced work on a roundabout at the intersection of Stintons and Tindals Road in Donvale. 

The works are part of $4.1 million of traffic and road improvement works being undertaken in the Tindals/Stintons road area of Donvale to reduce speed and traffic congestion, and improve safety and amenity.

Manningham Mayor Cr Jim Grivokotopoulos said local residents highlighted safety concerns about the T-intersection at Stintons Road and Tindals Road during community consultation for the development of Tindals Road in 2011.

“This intersection has operated as a standard T-Intersection where all traffic exiting Tindals Road is required to give way to all through traffic movements and all turning movements from Stintons Road.”

There have been four crashes involving casualties at this intersection over the five year period between 2007 and 2012.

“Roundabouts have proven to be very effective in limiting vehicle speeds and improving the safety of intersections that have a demonstrated crash history.”

“The revamped intersection will include a roundabout to better control  all traffic movements at the intersection, improve accessibility to and from Tindals Road and will address the significant traffic queue lengths that occur on the south western approach to the intersection.”

“Speeding was also identified as a safety issue on Stintons Road with 85th percentile speeds ranging between 63 kph and 80 kph. The installation of the roundabout will provide some level of speed control for traffic movements along Stintons Road,” he said.

The construction of the roundabout at the intersection of Tindals Road and Stintons Road commenced in mid April and the works are anticipated to be completed by the end of July 2014.

The $890,000 construction works include: 

  • Reconstruction and widening of road pavements on Tindals Road and Stintons Road approaches to provide additional turning lanes;
  • Construction of concrete kerb and channel, traffic islands and underground drainage;
  • Construction of a footpath on the northern side of Tindals Road;
  • Line-marking and associated signage;
  • Street lighting upgrade works
  • Construction of retaining walls to minimise impacts on abutting properties and landscaping works.

Cr Grivokostopoulos said traffic management will be in place for the duration of the works and Council will make every effort to minimise inconvenience to motorists and the general community.

Works are now underway on Stage 1 of the upgrade of Jumping Creek Road between Ringwood-Warrandyte Road and Nelson Drive in Warrandyte.

This section of road is currently closed to through traffic and detours are in place via Yarra Road and Brysons Road.

Road closures and detours will be in place for the duration of the works, which are expected to be complete by the end of August 2020.

This is the first step of construction for the Jumping Creek Road upgrade project, which will ultimately will see the full length of Jumping Creek Road upgraded from Ringwood-Warrandyte Road to Homestead Road in Wonga Park.

Remote learning and stay-at-home orders have given us the opportunity to complete necessary maintenance and upgrades to our venues – with minimum disruptions to the community.

Templestowe Bowls Club

The Templestowe Bowls Club had significant leaks and water issues, resulting in floor damage. We’ve excavated and installed drainage to remove water from both sides of the retaining wall, clear the leaf catchers, fixed leaks and repaired broken and blocked storm water pipes.

Currently we have de-humidifiers to help bring the floor moisture down to level seven and eight before repairing and resurfacing the floor. Other works at the bowls club include removal and replacement works with rainwater tanks and fences.

Yarraleen Preschool

Urgent and extensive works including a complete sewer replacement, reinstatement of foot paths, fencing and reconfiguring of storage and play equipment were required in June.  

As the pre-school was an essential service and remained open, we had to complete all works within the two-weeks school holidays period

As part of the Mullum Mullum Reserve Management Plan implementation, Manningham Council will be undertaking a range of works to improve reserve access, car parking, landscaping and connectivity to the Mullum Mullum Creek Trail.

The works include:

  • Reconfiguring and reline marking of the existing reserve carpark
  • Widening and upgrading the entrances to the reserve at Springvale and Reynolds roads
  • Minor roadworks in the reserve, including the construction of a roundabout
  • Construction of additional car parking spaces
  • Construction of new pedestrian and shared pedestrian and cyclist paths, including a new connection to the Mullum Mullum Creek Trail
  • Upgrading of existing pedestrian paths to improve connectivity within the reserve
  • Upgrading of public lighting throughout the reserve, including the Springvale and Reynolds road entrances, and
  • Landscape improvements.

The works will also include the construction of innovative stormwater rain gardens, to treat carpark runoff. The rain gardens will reduce nutrients and pollutants from reaching the environmentally significant Mullum Mullum Creek. Construction of the rain gardens will be a collaboration between Council and Melbourne Water.

The works across the reserve will commence in July 2015, and are estimated to take three months to complete.

The works will impact on access into and around the reserve, and car parking. To minimise disruption, traffic management arrangements and signage will be put in to place to inform reserve users of any changes.

In consultation with the residents of the abutting Parklands Close, Council has also developed a landscape plan for planting along the southern boundary of the reserve. The planting will assist in screening the proposed Mullum Mullum Stadium, which is subject to planning approval.

The landscape plan incorporates some key principles which have been agreed upon, including:

  • A mown grass strip – three to four metres in width between the back fences of Parkland Close properties and the landscaped area, and
  • A planting area –beyond the mown grass strip, four to five metres wide, cultivated with low level plants and small shrubs.

Preparation of the site has commenced and planting will begin once conditions for the autumn planting period are suitable, most likely sometime this month.

Works are progressing on the upgrade of Fitzsimons Lane. Over the coming weeks, Major Roads Projects Victoria will be completing night works at the Porter Street roundabout in Templestowe.

From mid-May until late June, works will be carried out between 8.00pm and 6.00am, Sunday night to Friday morning. The works are part of the plan to upgrade the roundabout at the intersection of Fitzsimons Lane, Porter Street and Williamsons Road to traffic lights.

Works will include:

  • relocating the River Peel structure
  • relocating the Williamsons Road/Porter Street bus stop (city bound routes 282 and 905) to a new temporary site 150 metres further west
  • adding temporary barriers, traffic lights and street lighting
  • asphalting and line marking.

Work has commenced on the upgrade of the Domeney Reserve Sports Pavilion in Park Orchards, with construction set to be completed by June 2021.

The works form part of Manningham’s commitment to providing high quality and flexible multi-use recreational facilities to meet increased community demand.

The Domeney Reserve Sports Pavilion refurbishment includes an extension to the multi-purpose space, refurbished and extended change rooms and amenities, and an upgrade of the kitchen, kiosk and bar facilities. A new umpire room will be added plus accessible external public toilets and amenities, plus new decking, a canopy shelter and a disabled-access ramp to the sports field.

Construction on the upgrade of Jumping Creek Road will start in April this year, with the first stage to reconstruct the road between the Ringwood-Warrandyte Road and Nelson Drive in Warrandyte.

This is the first step of construction for Jumping Creek Road, which ultimately will see the full length of Jumping Creek Road between Ringwood-Warrandyte Road and Homestead Road in Wonga Park upgraded, to improve safety for all road users.

Works on the initial 350 metre section of Jumping Creek Road include lowering part of the road by more than one metre. Due to the construction safety issues associated with these works this section of road will be closed to through traffic during construction, which is anticipated to be completed between early April and the end of August 2020.

While road closures and detours will be in place for this area, emergency service vehicle and local access will be maintained at all times.

Manningham Mayor, Cr Paul McLeish, said this section of road is the first step to reconstruct Jumping Creek Road and improve safety along this significant road through Manningham.

“We know this is an important connector road for many local residents, visitors and commuters who travel through Manningham and we want to minimise disruption to road users as much as possible.

“Due to the nature of construction in this area and the works required to improve the road level, it will not be possible to have the roadway open to through traffic while construction is underway.

“We have been working with emergency services and our community reference panel to understand the impacts and have been working with our appointed contractors to minimise disruption along the road,” Cr McLeish said.

Due to construction works, a stretch of approximately 500 metres of King Street in Templestowe will be closed to traffic on Thursday 29 November and Friday 30 November.

The street will be closed between Wyena Way and Greenridge Avenue between 7.00am and 7.00pm on these days.

All scheduled buses will continue to operate along King Street during these times.

Works include asphalting the roadway and are part of stage 2 of the upgrade of King Street in Templestowe.

Stage 1 of the upgrade, between Blackburn Road and Wyena Way, was completed earlier this year.
